My dear Miss Bethels
This is a personal letter from me to you
because I feel I know you. I have so often heard Miss Noyes
speak of you.
I was surprised, and must confess very much
relieved, to hear of your location and your work in Atlanta, Georgia,
and we are now taking the necessary steps toward your transfer to
our Local Committee in that city. This letter will be marked
"Bersonal and confidential because I shall have to speak to you
rather frankly about our Atlanta, Georgia, Local Committee on Red
Cross Nursing Service. We have had a great deal of trouble for
various reasons. In the first place, the Chairman and Secretary
are not at all congenial and do not seem to get on together.
Evidently the Secretary lives in a rather remote place, so far
as being able to reach her quickly is concerned and, as a matter
of fact, she never appears to be on hand when she is most needed.
You will remember the most unfortunate occurrences in connection
with the disasters last spring, which we must do everything possible
to avoid in the future.
As soon aslocated we you as the Registrar in
Atlenta, I wanted to write you but have been trying to bring about
some sort of a reorganization of the Committee. Apparently, Mrs.
Austin, the Chairman of the Local Committee, has no intention of
resigning and we must keep her in that office for a while at least.
However, if we do succeed in persuading the Committee to adopt
the rotating system, she will automatically rotate off in time.
I am attaching an outline of the rotating system for Local Com-
mittees, for you to study.
We have been assured that Miss Candlish will
resign as Secretary of the Local Committee and if she does, this
will of course make a place for a new Secretary whose appointment
we will postpone until our Nursing Field Representative, Miss
Alice Dugger, can go to Atlanta early in the spring when she will
assist Miss Austin with the reorganization of the Committee.
