the Fund for French Wounded, the American Committee for
Devastated France and not the Catholic Womens' Organization
can send personnel without difficulty and apparently they
are wanted.
"The Commissioner tells me that the work in
Italy is being brought to a conclusion hambly as
rapidly as in France. I think I have already written
that the work of the Red Cross in France in both the
theChildren's Bureau and the Bureau of Tuberculosis will
be brought to a conclusion by the lst of April. I wish
I could make you understand how little the French either
want or need us at the present time. In spite of the
cordiality of their welcome of President Wilson, it is
made apparent to us that they
hanve their country. It is not that they do not app-
reciate what we have tridd to do for them, but if you
could see this country as it is, over-run even to the
remotest corners, with Americans who arebibuying out the
food, usurping the places on street cars, trains and
theatres, everywhere in France, you would be able to
appreciate their desire to have their country to them-
selves. I think that all me bers of the Red Cross or-
ganization have mo re and more the feeling that the sooner
we which can wind up affairs - doing this in the spirit in
we began work - the better it will be.
