-2- Miss Samuels had it under consideration, but has finally declined. I am now working on the filing cards and such ther material as we will need at that point. We are referring all calls and Miss Johnson is doing the best' she can to record them. I am sending you a copy of the informa- tion concerning the "silver service band" for home duty which is what I think you desired. We have also gotten out the names of all those who were employed at National Headquarters for more than six months who would be entitled to the service badge which has been especially designed for the personnel lat National Headquarters. I note that you sailed on the same steamer with Dr. Finley so that I infer you were able to discuss very froin question Paris. anzious She to provida states personnel that nurses Miss for Hay the is other taking Hall commissions a seems few to the of with him. Miss be nurses to the Balkan States "probably as many as twenty", and that she is probably going to get ten nurses off to Russia before the and of this month so there would appear to be no diffi- culty in securing an adequate number for Dr. vinley. Miss Hall makes the following statement which is very perplexing, for me, for like you, I cannot understand why the Y.W.C.A., the Fund for French Wounded, the American Committee for Devastated France and not the Catholic Womens' Organization can send personnel without difficulty and apparently they are wanted. "The Commissioner tells me that the work in Italy is being brought to a conclusion hambly as rapidly as in France. I think I have already written that the work of the Red Cross in France in both the theChildren's Bureau and the Bureau of Tuberculosis will be brought to a conclusion by the lst of April. I wish I could make you understand how little the French either want or need us at the present time. In spite of the cordiality of their welcome of President Wilson, it is made apparent to us that they hanve their country. It is not that they do not app- reciate what we have tridd to do for them, but if you could see this country as it is, over-run even to the remotest corners, with Americans who arebibuying out the food, usurping the places on street cars, trains and theatres, everywhere in France, you would be able to appreciate their desire to have their country to them- selves. I think that all me bers of the Red Cross or- ganization have mo re and more the feeling that the sooner we which can wind up affairs - doing this in the spirit in we began work - the better it will be.
