FORM OS-1 THE AMERICAN RED Cross RED CROSS WAR COUNCIL NATIONAL OFFICERS HENRY P. DAVISON, CHAIRMAN WOODROW WILSON, PRESIDENT JOHN D. RYAN ROBERT w. DEFOREST, VICE-PRESIDENT CORNELIUS N. BLISS JR. JOHN SKELTON WILLIAMS, TREASURER HARVEY D. GIBSON JOHN w. DAVIS, COUNSELOR ATLANTIC DIVISION GEORGE B. CASE STOCKTON AXSON, SECRETARY 44 EAST 23RD STREET, NEW YORK, N. STAUB, ASSISTANT MANAGER HARVEY D. GIBSON, GENERAL MANAGER December 30, 1918 A. R.C.File RECENVED Miss Clara D. Noyes Acting Director, Bureau of Nursing Service American Red Cross Headquarters Washington, D.C. You will be amused to hear that my passport was sent to the State Department representative here in New York without my knowledge or consent, and by them transferred to the Y .M.C.A. You can imagine that I lost no time in having the matter straightened out, but apparently the impression has gone forth that no further Red Cross personnel will go to France. It seems strange when no one else seems to be included in this restriction. I have kept a f ew of Miss Stimson's letters but will try and mail them on my arrival at Brest, after I have copied a f ew notes in the
