I am sure you will recall the discussion at a\nMeeting of the National Committee on Red Cross Nursing Service\nheld early in 1931, at which a resolution was passed, asking\nyou to present the question of the erection of the monument on\nthe grounds of National Headquarters of the American Red Cross\nto the Executive Committee.\nThis point has never been definitely\nsettled. Inasmuch as the fund is rapidly approaching $25,000\nand the Committee has decided not to wait until the full amount\nis in hand before beginning the work, I have been asked by the\nCommittee to bring the matter to the attention of the Red Cross\nin order that this important preliminary may be settled one way\nor the other, so as to avoid delay and misunderstanding later.\nMay I, therefore, ask you not only as a\nmember of the National Committee on Red Cross Nursing Service\nbut as Secretary of the American Red Cross to be good enough to\nbring this matter to the attention of the Executive Committee?\nYou will note that Judge Payne has sent the correspondence and\nthe letter to me.
