The great Biennial Convention at Louisville
is over. I an rure there were six thousand DUTEES there. There
were four thousand paid registrations and many hundreds of local
nurbed who aid not register at all, but who attended the meetings.
I rresented the question of the admissio of the Philippine Nurses'
Association to the International Council of Nurses to the Board of
Directors of the American-Nurses Association, and recommended
that their request for membership in the American Kurses' Aegocia-
tion be not considered, but that a communication be sent to them
suggesting that they apply to the International Council of Nurses
for direct membership. I think this is really the best way.
There seems no reason why we should not adopt the policy which
prevails in England, i.e., the English nurees do not require their
provinces, etc., to come in through their National Association.
in any case they would not do it. Miss Besort seems to feel that
the Philippine Nurses' Association should come direct, that it is
sufficiently well organized to be given & membership. I am so
glad to have this further word of approval from you. Miss Reiman,
of course, is very anxious that they should come in 88 8. separate
