Mrs. Lystra Gretter,
Visiting Nurse Association,
Detroit,
Michigan.
My dear Mrs. Gretter:-
Dr. Anna E. Rude, Director of the Division of Hygiene of the
Children's Bureau, has written asking me to help her to get a number of public
health nurses on the Civil Service list for positions with the Children's
Bureau. A Federal Sivil Service Examination for Consulting Public Health
Nurses is being conducted now and up to March 7th. Dr. Rude says in this
connection:
"This examination is being held in anticipation of a few appoint-
ments which it may be necessary to make in developing work under the Sheppard-
Towner act or in connection with other work in the Children's Bureau requiring
the services of an expert public health nurse.
of course you can understand that in order to efficiently
develop a particular program of work under the Sheppard-Towner act it is
necessary that we have a splendid register from which to make appointments.
Any assistance which you can give by calling attention to this examination
will be greatly appreciated."
Dr. Rude in talking to me over the phone said she was very
anxious to get on to the Civil Service list some of the best public health
nurses in the country in order to set a high standard. She hoped some of you
would be willing to apply for this reason although it might be unlikely that
you would ever consider a position in the Children's Bureau. Moreover she said
that there would occasionally be need of employing someone for a special study
or investigation at a higher salary, and for this reason also she hoped some
of the most experienced public health nurses in the country would got on to
the list in order that she might draw on them for such special pieces of work.
You understand that putting your name on the list does not in
any way obligate you to accept a position, nor does it mean that you are applying
for a position. It does mean that you will be helping to set a high standard
and will also be available for consideration when a special piece of work requires
a special person. Dr. Rude will be unable to engage anyone who is not on the
list and therefore wants us all to get on to it.
I
am sure Dr. Rude would appreciate it very mach if you would
put this before your staff and persuade some of them to put in their applications.
We have all been anxious to see the Sheppard-Towner boll pass. It seems to me a
duty now to help secure the right kind of people to put it into effect.
Sincerely yours,
egf-c
Director, Public Health Nursing Service.
