I I MIDWESTERN BRANCH OFFICE. Mrs. Elebeth Vaughan, June 10, 1929. Asst. Natl. Director, Nursing Service. Miss Glara D. Noyes. Helen Scott Hay. I find that the compensation for Mise Helen Scott Hay will terminate within & ehort time. She has had the full amount - three yeare. Under certain circumstences the Claime Committee has occusionally extended this period. Before doing so, however, theyease anxicue to have ae auch information about Miss Hay as possible, consequently - am writing to you for some advice on the subject. The Cleime Committee would net, I em, sure, mant to die- continue compensation if Miss Hay was absolutely in need of the money. They naturally would not wish to do anything that would interfere with ber phyeical andimental well-being, or that might have & bad effect upon her present condition. It was elways our understanding, however, that Mies Hay had some private means and was not absolutely dependent upon the Red Cross for this essiet- ance, and furthernore, when -ise Hay carte out of service and before se establiehed compensation for hr, she was rather inmistent that it should not come out of the funds of the American Red Grose, and that while she was quite willing to accept funda from an Insurance Company she was not willing to accept those that came directly from Red Crose resources. While we developed a plan with the Travellers Insurance Company, the money that Was used came from Red Cross funds, the Travellers only acting as the agent for the Red Croes. In other words, we used their facilities for making awards, physical examinatione, etc. As Miss Hay seemed to need the money when ehe was first taken ill I prevailed upon her to accept this assistance from the Red Croes. She understood I think that it was for a period of three years. You probably know more about her resources that we de and therefore would be in a better position to advise us. In the first place, I think we should havé another statement from her physiciah, bearing upon her present condition, etc. We all know the probable outcome 80 that prognosis is not particularly important. le she living with her own sister to or sister a eister-in-lam? for this statement. Ne No you think we should write the realize fully that she would be most unhappy if she thought she were a burden upon any member of her family. I have had & letter from Miss Hay since her last attack, which seemed to indicate. that ahe had regained the ground which she has lost. We all know that the end may come any moment, or that she may suffer attacks similar to the last, meking a temporary recovery. May I hope to hear from you very soon? U Sincerely yours, J C N.H National Director, Nureing Service. 10f 2
