With interest I have read your memorandum on the
situation as regards Mrs. Heilman in Santo Domingo, and
appreciate the force of what you say. This, however, does not
give me any suggestion as to what step to take next. Of
course I could write Mr. Caton that he would have to deal
with the situation himself, and that this office is not pre-
pared to take the initiative in withdrawing Mrs. Heilman;
This course, however, I am extremely reluctant to take,
because I fear that would result in causing Mrs. Heilman
a great deal of unhappiness, which I am very anxious to spare
her. If I should write Mrs. Heilman instructing her to
withdraw, the result would be almost equally unhappy, so
far as she is concerned.
This leads me back to you and I am wondering

whether the wisest course will not be for you, as her friend
and adviser, to write her somewhat more frankly than you
did before and advise her definitely that the situation is
so complex and unsatisfactory that it is best for her to
resign. You can, if you wish, give her the assurance that
her return transportation will be paid, together with her
salary until her arrival in New York. It may be wiser
not to tell her that these expenses will be met by the
Chapter, as that would show her that we have been corres-
ponding with Mr. Caton about her withdrawal. After her
resignation has been received, she can be informed that
the Chapter will pay her expenses to New York.
If you are in accord with what I have said,
will you be good enough to write Mrs. Heilman as soon as
convenient?
