I M Extracted from letter from Miss Noyes to Mrs. Heilman, June 20, 1923. I " I am today sending you a cable as you suggested with the wowd "YES", which you in assured me under the circumstances would be quite sufficient. I talked this over with Mr. Bicknell, and he states, there is absolútely no reason why you should not stay on with the Child Welfare Organization, providing they clearly understand that you were not there as an official representative of the American Red Cross. I am delighted to know that you can find it possible to remáin for three months following out withdrawal,perhaps nothing has given me a greater sense of satisfaction than this. It seems very arbitrary, however, that Major Daley should have made the S M statement -"my understanding is that if you remain with the A.R.C. unt: il June 30th, you will not participate in the Infant Wolfare work thereafter."- I presume he meant as a Red Cross Official, for he has no right to attempt to control your affairs after you leave the A.R.C. This is my interpretation of both his letter to you and your reply I am assuming that he will allow you return travel expenses on the basis of a deferred sailing. I think this point should be clearly established otherwise I am afraid you ma mayfind yourself in the position of having to pay your own return transportation." see letter filed Greece (Refugee.) 2 - J 200 0
