My dear Miss Noyes:-
As I have had no opportuni ty to
talk with Miss Hibbard since the outbreak of the
War, I feel that I am hardly in a position to
know her attitude and to judge her loyalty. From
what I know of Miss Hibbard however as a fellow-
worker in the Charity Organization Society, I am
convinced that she is loyal to the United States.
Other than this, I cannot state.
