My dear Miss Kerr;
I beg to acknowledge the receipt of
your communica tion of the 15th, tendering your
resignation as Director of the Bureau of Nurses
Enrollment, to take effect September first.
In accepting it, I cannot do so without
telling you how much I regret losing your splen-
did services, but in view of the changed condi-
tions and the necessity for some reorganization,
with a possibility of combining the Bureau of
Enrollment with some of the other Bureaus,
there would not be sufficient work to claim the
attention of a nurse of your ability.
I am filled with regret to think of not
having you as a co-worker. Yours was more or
less of a thankless piece of work and a service
that you performed with the greatest devotion
and self-effacement. There was very little that
was spectacular, or even interesting, but it was
one of the most important phases of the work
accomplished under the direction of the Depart-
ment.
Not only is the Red Cross under great
obligations to you, but the Army and Navy as
