Miss Helen Kingsbury, A.R.C. Nurse 29452
Before you receive this letter you will probably have a cable that
Miss Helen Kingsbury, A.R.C. Nurse 29452, has departed from Vladivostok for
America.
Miss Kingsbury, as you know, came into the Service from Honolulu
through the Honolu7u Red Cross Chapter. She did generaly duty for a number
of months, and was assigned as Chief Nurse of Russian Island Hospital June
8,
1919. She was transferred to Vladivostok Hospital, as Chief Nurse,
June 25, 1919.
Miss Kingsbury's resignation was accepted on Saturday August 30, to
take effect immediately, as she requested. It was the result of my action
in assigning her to Harbin where I planned to have her work under Miss Vashti
Bartlett, Chief Nurse, in the cholera epidemic. Miss Kingsbury did not feel
that she wished to go to Harbin. Her service has not been at all satisfactory
in Vladivostok Hospital. In fact, her lack of adaptability for institutional
work has been the subject of record since February, as seen by the attached
copy of a letter from Dr. W.B.Baldwin, then Superintendent of Vladivostalc
Hospital.
Miss Kingsbury's appointment to Chief Nurse work was made prior to my
coming. From the beginning I felt that she was not fitted for the work, but
was quite anxious to take no radical step so soon after I arrived. I have
watched her work for two months with the result that I have come to the con-
clusion that our work has been greatly hampered because of - (1) Her lack of
loyalty to Department of Nursing; (2) Misconstruction of orders from the
Department of Nursing; (3) Her nervous temperament; (4) Her lack of co-
operation in regard to the School for Nurses Aids; (5) Unsatisfactory ethical
relation with the nurses serving under her, especially in regard to the fact
that she discussed everything with her nurses to the general detriment of the
nursing service.
Aside from the foregoing statements, I feel that I can say unqualifiedly
that Miss Kingsbury is tired out and has worked very hard while with the
Siberian Commission. Attached you will find her efficiency report.
Miss Mary H. Bethel, A.R.C. Nurse 5643, has been appointed to succeed
Miss Kingsbury, and things are already adjusting themselves.
