Confirming our conversation of last evening, I submit in
writing the differences of opinion which seem to exist between
Miss. A. I. Tittman's department and my own department.
Miss Tittman has never consulted this office either in the
assignment, changing or removal of nurses.
When Miss Kingsbury took charge of Vladivostok Hospital
on June 26th, 1919, it was in a filthy condition and the running
expenses of the institution were far above what they should have
been. I called Miss Kingsbury's attention to these facts and told her
I would look to her to remedy these evils. When Miss Kingsbury was relieved
as chief Nurse, a wonderful transformation had occurred. The Hospital
was clean and well conducted, its efficiency splendid and the cost per
patient had been cut to a minimum.
Miss Kingsbury was removed from her position, if with cause,
certainly without complaint from any one so far as I know. When Miss
Kingsbury informed me that she had been demoted by being ordered to
Harbin as a regular nurse, I advised her to resign. I admit that it was
ill-advised, but I consider the demotion of a Chief Nurse by being sent
to work at Harbin at a time when no real necessity existed, the resigna-
tion was practically forced.
Miss Kingsbury was held in high esteem by the Staff of Vladivostok
Hospital so that the demand for her removal could not have come from that
source.
Miss McMenamin, with nine months service, had been for three
months Chief Clinic Nurse. She was doing splendid work and giving
satisfaction generally. Miss Tittman practically demoted her by
placing Miss Suford in charge of the Clinic. This was done without
consulting either Miss Kingsbury, Dr. Proshek or myslef. I instructed
Miss Kingsbury to pay no attention to Miss Tittman's orders and to
continue Miss McMenamin in the clinic just as long as she was doing
satisfactory work.
Miss Tittman has carried on an inspection of our hospitals, re-
commending what should or should not be done. The individual nurses and
the physicians generally have resented this interference. I will add that
if Miss Tittman is to continue to control the nurses after they have been
assigned to duty, I want either to have the hospitals transferred to the
Nursing Department, or at least to take them out of the Medical Director's
jurisdiction.
