In the instructions that went out from National Headquarters concerning influenza work, it was stated that nurses who had given their dates of availability should not be assigned. This referred entirely to the nurses who had given their dates of availability to the Army. This implies that the papers of such nurses are in the War Department and that military orders have either been issued or likely to be issued. If the nurse is not found at the address which she has given, these orders would probably need to be revoked and great criticism would fall upon the Red Cross for sending papers of mirses who were not available. This did not refer to Red Cross per- sonnel for although Miss Lewis had given a date of availability, she was still waiting a sailing date from our Bureau of Personnel and could have easily responded for at least a night. I feel sure, however, that Miss Welch misunderstood this and felt that she was acting under instructions from Headquarters. I have refrained from entering into any discussion of the merits of the case with the Pike's Peak Chapter, and do not agree with you that the correspondence should be conducted between Wash- ington and this Chapter. We have had none with them except an ac- knowledgement of all the information that they have sent to me and the simple statement that Miss Lewis had sailed before it was possi- ble to make an investigation. My files show that when the subject was first brought under discussion with them it was, in every in- stance, referred to the Division Director of Nursing. May I not, therefore, ask you to communicate with the Pike's Peak Chapter and state that copies of all the papers are being sent to France and that the investigation will be held in that country, and that we hope to be able to settle the question with as little delay as possible.
