AMERICAN NATIONAL RED CROSS Mountain Division Inter-Office Letter To Clara D. Noyes, Acting Director, Denver, Colo., January 8, 1919. Department of Nursing, A.R.C., Washington, D. C. From John W. Morey, Manager, Mountain Division. Subject BLANCH INA LEWIS. My Miss Welch has referred to me your letter of the 31st ultimo regarding the case of Miss Blanch Ina Lewis. It is very apparent that the Executive Committee of the Pike's Peak Chapter, with headquarters at Colorado Springs, Colorado, is determined that the case of Miss Lewis shall not be dropped without a full investigation and ruling by the Department of Nursing at National headquarters upon the points involved. It is also apparent that the prestige of the American Red Cross in the jurisdiction of the Pike's Peak Chapter has suffered materially by reason of the clerical error or oversight which resulted in Miss Lewis being permitted to sail instead of her departure being delayed until a full investigation and fair and impartial ruling could be made. In your letter to Miss Welch you state:- "I have not attempt- ed to enter into the circumstances as presented by either you or the Chapter. If I were to accept statements of the Chapter, I should have to believe that not only Miss Lewis but you were seriously at fault." In going into this matter, of course, you should not accept the statements of the Chapter without considering tho se statements in conjunction with the statements forwarded by Miss Welch and by myself in previous correspondence, particularly to the effect that Miss Welch was not advised of the emergent need at Colorado Springs, but that she had been definitely and finally advised by official communication from Washington that nurses who had given their date of availability as within a specified time from the date of the official order from Washington should not be assigned to cases I believe I'am safe in stating, however, that had Miss Welch been advised of the emergent nature of the situation at Colorado Springs the blanket instructions received from Washington would have been disregarded in that one instance, as I believe she would have been justified in doing; however, the point is not what might have happened but what did happen and the circunstances surrounding that happening. I believe that the entire matter is now up to Washington; that the Division is not in a position to do anything and should not be expected to take any further action in the matter, being a party to the unfortunate controversy. We believe and strongly urge that this matter should not be permi tted to stand as it is but that your Department, or, as you suggest in your letter, some higher authority, should make a thorough investigation of this case and should rule upon the points involved. We believe this to be only fair to the Mountain Division and to the Pike's Peak Chapter. In view of the fact that my request that communications in regard to this matter be forwarded thru Division headquarters was dis- regarded in the first instance, I believe future correspondence on this subject should be carried on directly between your Department and the Pike's
