Noyes, Director Bureau of Field Nursing Service A. R. C. , Washington, D. C. My dear Miss Noyes: Your letter of January 15th, stating that our protest of Decem- ber 19th, which necessitated immediate attention, if any, was under advisement appending further information from the Mountain Division Headquarters, and the fact that a month has since intervened with no action having been taken, can be interpreted in only one way. We accepted in good faith your explanation that Nurse Lewis had sailed contrary to your orders and assumed, naturally, a cable would notify your Paris representatives of the mistake. Instead, Nurse Lewis was immediately cited for conspicuous service in the home of Colonel House and later obtained the coveted assignment to duty with the army of occupation in Germany. Had the Department of Nurses been sincere in considering our protest this could not have happened. It did not occur to us there was anything final about a person sailing for Europe but, apparently, it ended the matter as far as the Department of Nurses is concerned except for a perfunctory inves- tigation which, at the rate it is being conducted, can not be com- pleted before Nurse Lewis' natural return to the United States. Any action in regard to Nurse Lewis after her work abroad would bear the marks of personal animosity rather than of a dignified pro- test for the good of the cause. As no such feelings have at any
