M are COPY EMBASSY OF THE UNITED STATES OF AMERICA , th & 1 Grosvenor Square London, W. 1 May 13, 1943 M Dear Mr. Gibson: ar I thank you for your letter regarding Miss Ruth Martin and = her services to the Embassy. The reason for taking up Miss Martin's case with Mr. Norman Davis when I was in Washington was because the State Depart- ment was without authority to use funds to employ a trained nurse to maintain a dispensary in the Embassy and to look after sickness on the staff. This I explained to Mr. Davis and he agreed to her assignment and to carry her salary. The situation here is different from any that has previously arisen because we have more people assigned to the London Embassy than have been stationed at any other Embassy at any previous time. The numebers employed would justify a nurse in any well run industrial plant. The need of the service is best demonstrated by the fact that Miss Martin's time is completely occupied and she finds it necessary to work over time. I believe the convenience of the dispensary and the care she has given has materially reduced absenteeism on account of sickness.
