My dear Mr. Rotch: With the closing of the Pennsylvania-Delaware andithenGuiff Division, we have two admirable nurses either one of whom would make good Division Directors of Nursing. The first is Miss Susan Francis of the Pennsylvania-Delaware Division. She is not a Public Health nurse, but lone like Miss Van de Vrede is so broad and generous in her viewpoint that her advice on all sub jects including Public Health Nursing is good. Before laying Miss Francis special qualifications before you, may I state quit frankly that I should prefer to see her take the Lake Division, which has also a vacancy, and have stated as much both to Mr. Cadwallader and Miss Francis, providing it is agreeable to both of them. Miss Francis, however, may not care for the Lake Division, and I think as an old Red Cross worker, with her find experience, she should be given first choice in the matter. The second person is Miss Mary K. Nelson, who is Director of Public Health Nursing in the Gulf Division. Miss Nelson is a Public Health nurse, but with a broad general ex- perience in all phases of work. She, too, can be classed among the Red Cross workers covering considerable period of time, has had not only American experience but foreign as well, is a New England woman with a pleasing personality. Miss Nelson could act as Director of Nursing, covering all phases of the work. Miss Francis would need as Director of Public Health Nursing a Public Health nurse. In that case it would imply two members of the Nursing Service on your Staff Council. This, of course, would be quite in line with what is happening at National Head- quarters, and is not an insurmountable obstacle. As the adjustments must be made and something definite must be offered Miss Francis and Miss Nelson, may I not ask for an early reply? I may state, however, that I have spoken to both Miss Nelson and Miss Francis, stating that Twbavacancies would exict and that we hoped to be able to retain them providing, of course, a satisfactory arrangement could be made with the Division Managers.
