President affixed his signature February 2, 1901.
As a much younger person, I had the greatest admiration for
rinas
her. I looked upon her ascomplishment in so many places, including Japan,
and so many institutions, as I would that of a person possessed of much superior
and unusual qualities of mind, body and heart. I once told her of my ad-
miration and my apprediation of her great contribution. She replied in her
modest way, "It is very little that I have done; anyone could have done as
much. The opportunity came to me because I was the first person in the field,
not because I possessed unusual ability or qualities. There was no one else
so I was chosen."
She was very unassuming and very fair and just.
Her advice,
for I sought it on several occasions, was always sound; her estimates of the
actions of people and affairs was tempered with reason and justice. She
made a great contribution to nursing and while I have not seen her for years,
and she has been inactive for a long time, the memory of my association with
her is still very vivid.
