Mrs. Ella F. McCovern Stackable,

My dear Mrs. Stackable:
We have held your letter of July 28th pending
a long time. Before answering it I was anxious to have our Director
of Insurance informally review your case and advise me concerning
my reply to your letter. BHO has just returned the folder with the
statement that after cerefully going over all the records of your
service with the Red Cross, he does not feel that by any possible
chance you would be able to collect insurance. His main reason
for suggesting this decision is that on April 25, 1921, you sub-
mitted to this office a Confidential Medical Exaniner's Report,
which is perfectly normal, and furthermore, has been O.K.°d by our
Medical Director showing that you were eligible for a foreign as-
signment under the Red Cross. You were, thefefore, assigned and
we have on file in connection with your last service, not only a
good efficieney report, but a report which states that your health
was excellent. Therefore, it would not be considerate for us to
encougage you to further seek eny opportunity to ask for insurance.
We can find no record whatever in any of your correspondence, or in
the correspondence of the Chief Nurse of the European Commission, in
reference to the illnesses which you mention in your letters.
