St. Ala March 23, 1940 Miss Ada H. Stafford Central Street Millinocket, Maine My dear Miss Stafford: In the interest of maintaining an active enrollment, our Red Cross Nurses are now classified into three reserves, as explained on page 10 of ARC 703, as follows: "First Reserve: Nurses under 40 years of age, un- married, widowed or divorced, physically fit and available for all types of service, including military duty. Second Reserve: Nurses over 40 years of age, or married, but still active and available for all types of service except military duty. Third Reserve: Nurses no longer able to carry on any type of Red Cross service for the reason that they physically disqualified. Nurses who fail to keep are annual their questionnaire records active by responding transferred to the to must also be this inactive group. Nurses placed in the third reserve may be reinstated by notifying Headquarters of their availability and fitness for service, and submitting the annual questionnaire." We are indeed sorry that it has become necessary to place you in the third reserve but this will not affect your status as an enrolled Red Cross nurse. This classification means that you will not receive annual address questionnaires in the future, neither will you be approached for active service.
