my dear miss Noyer,
After consulting Misa Johnson
at attantic Division headquarters, I send
the enclosed statement to you to ask your approval.
The situation is this:
I
received a letter from
Mr. C.E. Spratt who was a member of the Balkan
Commission, saying that Mr. Henry W, Anderson
who was Director of the Commission and is now
candidate for governor of Virginia on the Republican
ticket is being attacked by the opposing party
of the Solid South as to hie Red Cross record abroad
and personal abuse is bring used.
Mr.
Spratt paid that certain people who knew of the
work over there were contributing statements as to
Mr. Anderson's record - he was securing them
from Eliot Wadeworth Majors Seiderman, Twose,
and Hamilton and others, to use in refuting
