Extracted from letter from Miss Hay to Biss Moyes, Mar. 14, 19221
" MISS TORRANCE :- More than a week ago we had a wire from Mrs, Vaughan begging
that Miss Torrance be sent at once to the Baltics to inaugurate a public health
course at Dorpat. In letter Mrs. Vsughan states she could think of no one else
who could do the work desired except Miss Torrance and suggested that Czecho-Slovakia
should spare her from its program. I wired Miss Besom asking her if Miss Torrance
could be released at once for this more needy field, but both she and Dr. Eversole
felt it would work a serious injustice to the program in Czecho-Slovakia and with
this view Dr. Burnham and I sympathized. I therefore wired that Miss Torrance
was not available nor Miss Rosenstiel who had also been mentioned in connection. A
telegram has now just come in from Dr. Knox remonstrating against Miss Torrance not
having been sent. It is not improbable that it will mean that Mrs. Vaughan will
herself stay up in the Balties for the better part of the next two months. I had
reconmended that someone ef be chosen from among the workers in the Balties, Yrs.
Vaughan staying on long enough to get the course well established, say for a month
time. I am sorry to disappoint the people in the Baltics but I do not feel that it 1
is fair to the Czech program to remove Miss Torrance when Miss Besom, believing that
Miss Torrance was to stay in Czecho-Slavokia has planned accordingly and released
other nurses as desired. The Balties were offered Miss T. long ago and refused her
though I suggested that she might be of more assistance than some other in the field
who could be released that she might be taken on. "
