Dear Miss Noyes,
In sending the records of the Nursing Department to Wash-
ington, the efficiency report of Miss Annie Laurie Williams
was withheld at the request of Col. R. H. Allen, acting
commissioner for Siberia. This occurred after I left Vlad-
ivostock, and on April 15 Col. Allen wrote to me requesting
a reconsideration of Miss Williams's report. I immediately
wrote to Miss Harrington asking for this, and enclosed is
her original reply. This letter reached Tokyo while I was
ill with typhoid fever. It seems to me this letter closes
the matter so far as the efficiency report is concerned,
and I am sending you the complete correspondence. In ad-
dition I will write direct to Col. Allen, sending him a
copy of the letter regarding Miss Williams, as he was kind
enough to wish the matter reconsidered.
