Subject: Miss Williams
In reply to yours of April twenty-ninth, it
seems to me, after hearing that Miss Harrington had gone
thoroughly into the efficiency record of Miss Williams,
that the efficiency report as I sent it to you was pro-
bably justified. I therefore do not desire to take the
position that it should not go forward to Washington,
and will leave it entirely in your hands.
