My dear Miss Harrington: I enclose the copy of a letter receiv- ed from Major Allen and my reply to him. As I have stated to Major Allen I should be glad to have anyone's record cleared of the serious charge contained in note B of Miss Williams's efficiency re- port, and I feel you will agree with me that under the circum- stances I should write to you for information regarding your statement in case there has been any error. To avoid injustice to Miss Williams, I should be glad for you to reconsider the whole affair, and if you think the evidence submitted to you insufficient to substantiate note B in the report, it seems to me we should qualify that statement. On the other hand, if you are con- vinced Miss Williams was guilty of making the unjustified statements attributed to her, I feel we should not alter the report, as this would be highly unjust to the other members of our personnel, and directly subversive to the purpose for which the reports are made.
