May 5, 1922 Miss Alma E.Trigley, United States Public Health Hospital No. 51, Tucson, Airzona. My dear Miss Wrigley: I had an opportunity to alk over your case very briefly with Miss Minnigerode, who stated that she Would be very glad indeed to hear from you directly. This would seem to me the best way to secure the adjustments which seem necessary in your case. I assure, however, that your Hospital now goes over to the Voterans Bureau, and Miss Minnigerode would apparently no longer be the authoritative head. I appreciate all that you say, and agree with you upon the importance of a highly qualified nurse inspector. I have emphasized this point many times and shall continue to do so with the transfer of the Hospitals to the Veterans Bureau. I should be discouraged about the whole situation, if it were not for the fact that a Nursing Service for the United States Public Health Service is a comparatively young organization. It has meant slow education to convince them - first, of the necessity for such a service; and, secondly, upon the importance of keeping it out of politics. Miss Minnigerode has fought a hard battle for the Service, no one knows what she has gone through, and that she has been able to accomplish as much as she has redounds to her credit. I am delighted to know that things at Tucson have improved, and that you are not as discouraged as you have been in the past'. I doubt if the National Nursing Associations could take a very activo part in the situation, their support however, and their quiet effort to improve conditions has borno fruit. Perhaps no service with which I have ever been connected has given me more anxisty than the United States Public Health Service. Red Cross nurses in large numbers have been referred by us to that Service, after which they are no longer under our control, and in a measure my hands have been tied. I have not hesitated, however, to bring to the attention of the Surgeon General conditions that have oxised, complaints that have been made, an while I have had to do this quietly and tactfully, I feel sure that it has many timearresulted in improvement. I shall be greatly interested to know how the change from the United States Public Health Service to the Veterans Bureau affects the situation.
