WORLD WAR II CERTIFICATES FOR FOREIGN WORKERS ASSOCIATED
WITH AMERICAN RED CROSS OPERATIONS ABROAD (Form 1870)
To Whom Are They Awarded?
Citizens of foreign countries who, within the
war period, January 1, 1940 to the official
close of the war, have been associated with
American Red Cross operations abroad; and have
given 200 hours or more in organized volun-
teer service, or satisfactory service for 12
months or more in the paid emoloyment of the
American Red Cross, or have given, in the
opinion of the American Red Cross commissioner,
delegate, or representative in the country
concerned, effective service of special signi-
ficance of less than 200 hours or 12 months.
Distributed: To individuals by the American Red
Cross commissioner, delegate, or representative
in the foreign country.

Central Committee, October 8, 1945.
Note: Certificates in recognition of wartime ser-
vice rendered by foreign workers associated
with American Red Cross operations abroad
were made uo, signed by President Franklin D.
Roosevelt and predated March 31, 1945. Due
to the death of President Roosevelt on April 12,
1945, these certificates were predated March 31,
1945 and issued to those foreign workers whose
service had been completed by that time.
