Fobruary 4, 1954 A PROGRAM TO EXPLOIT THE A-BANK PROPOSALS IN THE PRESIDENT*S UN SPEECH OF DECEMBER 8, 1953, IN DOMESTIC AND INTERNATIONAL PUBLIC OPINION FIELDS THE PROBLEM To dovelop a program which will provide a guidance for effective co- ordination of the domestic and overseas informational follow-up to the President's UN speech of December 8, 1953, so as to insure that public statements and resultant actions are in support of current U.S. national security policies. I. Objective The objective of this U.S. program is to develop as part of a long- range domestic and international informational and educational effort, a widespread understanding of the implications of the President's UN speech, particularly in terms of the proposal to make nuclear energy available for peaceful purposes on an international scale. In this connection, it will be necessary to point out that the President's speech was not intended to suggest solutions to problems in the disarmament field but sought to "open up a new channel for peaceful discussion and to "initiate at least a new approach" to the difficult questions of disarmament. II.
