Before Presidential briefing discussed international situation with Dulles.
He stressed two points for the President to make: (1) Some papers were
making point of saying President and Dulles were in opposition, particularly
on domino theory and (2) that French papers were saying that Dulles had
written off Indo-China.
Discussed with Secretary Humphrey story on resignation of Coleman
Andrews - Humphrey said nothing to it Discussed with Brownell
three items: (1) Security Division of Department of Justice to handle
prosecution in national security cases; (2) Attorney General bill sub-
mitted yesterday to (a) get subversives in defense plants and (b) to bring
before Subversive Activities Control Board business of labor unions con-
trolled by Communists; (3) Letter from McClellan and Mundt which they
had sent to Attorney General asking him for interpretation of law on
whether any criminal violation in connection with the Army officer giving
McCarthy secret document - Brownell told me (not for use at conference,
however) that he was going to reply saying he believed there had been a
criminal violation and that to bring Senator McCarthy before Grand Jury
for testimony under oath it would be necessary for the Senate to pass a
resolution to that effect. Going to break story late today or tomorrow
morning.
