C.\nWAR DEPARTMENT\nAMOUNT\nHEADQUARTERS OF THE ARMY AIR FORCES\nWASHINGTON\n21 JUN 1943\nMEMORANDUM FOR:\nAssistant Chief of Air Staff, Operations,\nCommitments and Requirements.\nSubject:\nEstablishment of Office of Special Assistant\nfor Women Pilots.\n1. You will establish within your organization the Office of\nthe Special Assistant and Director of Women Pilots within the Army\nAir Forces, to perform the following functions:\na. Determines the most effective utilization of\nwomen pilots in the Army Air Forces and makes\nrecommendations to Assistant Chief of Air Staff,\nOperations, Commitments and Requirements where,\nand in what capacities they should be used.\nb. In coordination with other staff agencies, de-\ntermines the number of women pilots to be trained\nto meet the needs of using agencies and makes\nrecommendations to the Assistant Chief of Air\nStaff, Operations, Commitments and Requirements.\nInsures that training agencies are advised con-\ncerning approved requirements.\nC. Determines, in coordination with Assistant Chief\nof Air Staff, Personnel and Assistant Chief of\nAir Staff, Training, the qualifications of women\npilot trainees and makes recommendations to\nAssistant. Chief of Air Staff, Operations, Com-\nmitments and Requirements.\nd. Recruits women trainees and, in coordination with\nAssistant Chief of Air Staff, Personnel, effects\ntheir assignment to the Flying Training Command\nin accordance with established schedules.\ne. In coordination with Assistant Chief of Air Staff,\nTraining, determines training standards for women\npilots and makes recommendations to Assistant Chief\nFOR VICTORY\nof Air Staff, Operations, Commitments and Require-\nBUY\nments.\nUNITED\nSTATES\nWAR\nBONDS\nAND\nSTAMPS\nElectrostic -\nby the Elsephower LEAV for\npreservation purposes\ni. In coordination with Assistant Chief of Air Staff,\nPersonnel, allocates trained women pilots to\nusing agencies.\n6. In coordination with Assistant Chief of Air Staff,\nPersonnel, formulates rules and regulations govern-\ning the conduct and welfare of women pilots and\nestablishes a system of ranks and ratings, and pro-\nmotion and demotion. Makes recommendations to\nAssistant Chief of Air Staff, Operations, Commit-\nments and Requirements.\nh. Makes recommendations to the Air Surgeon relative\nto the health and living conditions of women pilots.\ni. Formulates plans, in coordination with Assistant\nChief of Air Staff, Personnel, for the removal of\nwomen pilots from Civil Service status or for their\nmilitarization, and makes recommendations to Assistant\nChief of Air Staff, Operations, Commitments and Re-\nquirements.\nj. For Assistant Chief of Air Staff, Operations, Commit-\nments and Requirements, coordinates rmy Air Forces\nfunctions, plans and projects relative to women\npilots of the Army Air Forces.\nk. Makes inspection trips and maintains liaison with\nusing agencies to inform them of policies and to\nkeep informed as to all activities and problems in\nconnection with the women pilot program.\n1. Performs such other functions as may be directed by\nthe Assistant Chief of Air Staff, Operations, Commit-\nments and Requirements.\n2. You will appoint as Special Assistant and Director of Women\nPilots within the Army Air Forces, Miss Jacqueline Cochran, who will\nbe responsible for performance of the functions stated above. The\npersonnel required by the Office of the Special Assistant and Director\nof Women Pilots will be reviewed and approved by Management Control,\nand will be allowed over and above the limits established by the Exact\nManning Table for the Assistant Chief of Air Staff, Operations, Commit-\nments and Requirements, and the Exact Manning Table for Headquarters\nArmy Air Forces, dated June 1, 1943.\nN.
