    "ocrText": "S.2150\nCheck\nEighty-third Congress of the Minited States of America\nAT THE SECOND SESSION\nBegun and held at the City of Washington on Wednesday, the sixth day of January,\none thousand nine hundred and fifty-four\nAn Act\nProviding for creation of the Saint Lawrence Seaway Development Corporation\nto construct part of the Saint Lawrence Seaway in United States territory in\nthe interest of national security authorizing the Corporation to consummate\ncertain arrangements with the Saint Lawrence Seaway Authority of Canada\nrelative to construction and operation of the seaway; empowering the Corpo-\nration to finance the United States share of the seaway cost on a self-liqui-\ndating basis: to establish cooperation with Canada in the control and opera-\ntion of the Saint Lawrence Seaway to authorize negotiations with Canada\nof an agreement on tolls: and for other purposes.\nBe it enacted by the Senate and House of Representatives of the\nUnited States of America in Congress assembled,\nCREATION OF CORPORATION\nSECTION 1. There is hereby created, subject to the direction and\nsupervision of the President, or the head of such agency as he may\ndesignate, a body corporate to be known as the Saint Lawrence Sea-\nway Development Corporation (hereinafter referred to as the \"Cor-\nporation\").\nMANAGEMENT OF CORPORATION\nSEC. 2. (a) The management of the Corporation shall be vested in\nan Administrator who shall be appointed by the President, by and\nwith the advice and consent of the Senate, and who shall receive com-\npensation at the rate of $17,500 per annum.\n(b) To assist the Administrator in the execution of the functions\nvested in the Corporation there shall be a Deputy Administrator who\nshall be appointed by the President, by and with the advice and con-\nsent of the Senate, and who shall receive compensation at the rate of\n$16,000 per annum. The Deputy Administrator shall perform such\nduties as the Administrator may from time to time designate, and shall\nbe acting Administrator and perform the functions of the Admin-\nistrator during the absence or disability of the Administrator or in the\nevent of a vacancy in the Office of the Administrator.\n(c) There is hereby established the Advisory Board of the Saint\nLawrence Seaway Development Corporation, which shall be com-\nposed of five members appointed by the President, by and with the\nadvice and consent of the Senate, not more than three of whom shall\nbelong to the same political party. The Advisory Board shall meet\nat the call of the Administrator, who shall require it to meet not less\noften than once each ninety days; shall review the general policies of\nthe Corporation, including its policies in connection with design and\nconstruction of facilities and the establishment of rules of measure-\nment for vessels and cargo and rates of charges or tolls; and shall\nadvise the Administrator with respect thereto. Members of the\nAdvisory Board shall receive for their services as members com-\npensation of not to exceed $50 per diem when actually engaged in the\nperformance of their duties, together with their necessary traveling\nexpenses while going to and coming from meetings.\nFUNCTIONS OF CORPORATION\nSEC. 3. (a) The Corporation is authorized and directed to construct,\nin United States territory, deep-water navigation works substantially\nin accordance with the \"Controlled single stage project, 238-242\" (with\na controlling depth of twenty-seven feet in channels and canals and\nlocks at least eight hundred feet long, eighty feet wide, and thirty feet\nover the sills), designated as \"works solely for navigation\" in the joint"
