Dear Mr. Laval:
General Eisenhower has asked me to reply to your
letter of January 24th.
While he would like to respond personally to your
queries, the great demands on his time and his
present writing chores make it impossible for him
to do so. In addition, as a policy of long standing,
General Eisenhower does not complete questionnaires.
With appreciation for your understanding of the circum-
stances surrounding this negative reply,
