McCARTHY, Sen. Joseph
Sometime prior to the President's statement relating to Mr. J. B.
Matthews' charges against the Protestant clergy, arrangements had
been made for the signing of the bill creating the Commission on
Intergovernmental Relations. As Chairman of the Senate Government
Operations Committee, Senator McCarthy was invited to attend along
with many others.
On the evening prior to the signing, the President issued the
statement which was regarded as a blow against McCarthyism. Senator
McCarthy turned up, nevertheless, for the formal affair next morn-
ing. Informal reports were to the effect that he was lost in the
crowd.
