Dear lirs. Roosevelt:
I am indebted to you for making it possible
for me to read that report, which in compliance with
your request I an returning herewith. The facts
developed in the report should give us pause. They
give force to the warning in Macbeth that "we have
scotch'd the snake, not killed it."
I have brought the document to the attention
of Mr. Snyder, Director, War Mobilization and Reconversion,
and desire to assure you that its ominous disclosures
will not be overlooked.
