The Polish-Russian Break: Opinion of Polish Progressives The London office of OSS transmits the results of an investigation of the opinions entertained by peasant and labor representatives in the Polish government-in-exile regarding the break with Russia: 1. A desire for and realization of the necessity for an understanding with Russi a exists. 2. Sikorski's 1941 arrangement with Russia was approved by the labor and peasant representatives in spite of the opposition of reactionary elements in the government-in-exile. 3. Peasant labor groups have feared that Poland might be forced to accept the Soviet form of government and have tried to impress upon the United Nations the danger of allowing Eastern Europe to be dominated by Russia. The Poles in Poland do not relish this prospect of Russian domination any more than their government in London. This is what lies behind the boundary dispute. 4. Peasant and labor groups were convinced that the missing Polish officers had been executed by the Russians long before the alleged "discovery" at Katin. Consequently, they could not dismiss the so- called discovery as merely Nazi propaganda. 5. There is, nonetheless, a feeling among these progressive groups that the whole matter has been badly handled. Under the circumstances, the appeal to the Red Cross was ill-advised. However, the progressives favor adoption of the strongest possible line, especially to inform American and British opinion on the magnitude of the Russian problem. 6. Labor and Peasant groups are, in con- clusion, willing to accept both the responsibility and the credit for supporting the attitude of the Polish government. They are convinced that they will have the full support of their respective groups in Poland itself.
