Wrote the President enclosing a copy of his book, "TVA--Democracy
On The March," to reaffirm his gratitude for the opportunity of public service the
President has given Mr. Lilienthal. Suggests that the President skim through the
table of contents, and the first and final chapters. -- -Presidential Memorandum for
Bill Hassett dated Apr. 8, 1944, the President said "Will you prepare a nice letter
to him saying how much I loved his book? Make the letter sound like me and not like
Dr. Samuel Johnson or Shakespeare's prose.' -- -Memorandum for the President - I
have attempted to follow the President's admonition in memorandum of Apr. 8th. Here
is offering in the manner of Thornton W. Burgess' bedtime stories." - - -The President
replied May 8, 1944, stating that his tardiness in acknowledging his new book is not
any indication of lack of appreciation on his part. Says that ""A-Democracy On The
March" is a delight. Further states that there is a sweep and a grandeur and a vision
in that opening chapter, One Valley --And A Thousand, which is a fitting introduction
to that other chapter which smacks of Aladdin -Twelve Billion Genii. Expresses his
thanks for sending the book to him. - - -Pencilednotations indicate that the President
kept the book.

The President wrote to Congressean Bloom saying that he is glad that he
has written the book -- OUR HERITAGE - setting forth the part played by the
great Washington in the establishment of the American Union. The President
thinks, too, that it is e happy circumstance that now for more than a dozen
years the Congressean has devoted his talents 80 assiduously to the study of
the part played by Washington, first in winning independence and then in build-
ing the Nation foursquare on the rock of the Constitution. The President deep-
ly appreciates the beautiful copy of the book which Congressman Bloom has in-
scribed to him. He offers hearty congratulations on the work itself and looks
forward with pleasure to an opportunity to read the book.

Miss Grace G. Tully,

My dear Miss Tully:
The first salmon caught at Bangor
(Maine) Salmon Pool for the 1944 season, landed after several weeks' con-
stant fishing by our most practiced anglers, was delivered at the White
House on Saturday by me on behalf of the Bangor Democratic Club, for the
President.
The President, an enthusiastic
fisherman himself, will understand the pride this organization takes in
presenting this trophy to him. In years past it has been our custom
to make an event of this presentation, but in view of the emergency I..
felt that the Bangor Democratic Club would wish to add not at all to the
President's burdens. However, if it is possible to obtain an acknowledge-
ment of the President, which I may transmit to the Bangor Democratic Club,
I am sure it would be greatly appreciated.

Wrote to Miss Tully, sending a copy of the "Abraham Lincoln Association Papers
for 1932" and asks that she call the President's attention to outstanding address by
Judge John M. Zane of Chicago, entitled "Lincoln the Constitutional Lawyer" which was
delivered 2/12/32. Mr. Nickols thinks this address is of particular moment just now
following all the political publicity which has been given the Montgomery Ward seizure
and the attempt to charge the Government with violating the Constitution.
The President
acknowledged this volume on 5/30/44 thanking him for it and saying in part, "I particularly
appreciate your calling to my attention Judge Zane's analysis of Lincoln's Constitutional
Formula'. In the light of current issues this study of Lincoln's theory of war powers under
the Constitution is extremely pertinent. It is fortunate that it was made by so able a
jurist as Judge Zane.
