MEMORANDUM TO: Mr. John Collier, Commissioner of Indian Affairs.

The accompanying plaque was given to me, while on a recent field
trip, by Mr. John Phoebus, white Trader on the Papago Reservation,
for transmission to President Roosevelt.
The Indian woman who wove this plaque explained the various
designs as follows: The NRA Eagle has its talons fastened on the
serpent, representing unscrupulous business interests, and the
coyote tracks around the edge represent the general public waiting
to see who is victorious before joining either side.
