THE WHITE HOUSE
Office of the Press Secretary
BIOGRAPHY OF
PRESIDENT GEORGE BUSH
On January 20, 1989, George Herbert Walker Bush was sworn in as
the 41st President of the United States.
Mr. Bush was born in Milton, Massachusetts, on June 12, 1924. He
graduated from Phillips Academy, Andover, Massachusetts, in June
1942, and on his 18th birthday, he enlisted in the U.S. Navy
Reserve as a Seaman 2nd Class. Receiving his wings and
commission while still 18, Mr. Bush became the youngest pilot in
the U.S. Navy at the time.
On active duty from August 1942 to September 1945, he flew
torpedo bombers off the USS San Jacinto, fighting in the Pacific
Theater. He was awarded the Distinguished Flying Cross and three
Air Medals.
When the war ended, he entered Yale University, completed his
economics degree in 1948, graduated Phi Beta Kappa, and captained
the varsity baseball team.
After graduation, Mr. Bush moved to Texas, where he worked as a
trainee and then as a supply salesman for Dresser Industries in
West Texas and California from 1948 to 1950. He co-founded a
small royalty firm, Bush-Overby Oil Development Company, in 1951.
In 1953, he co-founded Zapata Petroleum Corporation, and one year
later, Mr. Bush became president and co-founder of a third firm,
Zapata Off-Shore Company. The fledgling firm pioneered in
experimental offshore drilling equipment.
He was elected to the U.S. House of Representatives in 1966 from
Texas' 7th District. One of the few freshman members of Congress
ever elected to serve on the Ways and Means Committee, Mr. Bush
was re-elected to the House without opposition two years later.
From 1971 to 1973, he served as the United States Ambassador to
the United Nations, and as Chairman of the Republican National
Committee from January 1973 to September 1974. In October 1974,
Mr. Bush traveled to Peking and served for more than a year as
Chief of the U.S. Liaison Office in the People's Republic of
China.

In 1976, Mr. Bush served as Director of Central Intelligence. He
is given credit for helping restore the morale of the CIA and for
strengthening the Intelligence Community, as well as helping
write the Executive Order that guaranteed the protection of civil
rights of U.S. citizens.
In July 1980, Mr. Bush was selected by Ronald Reagan to be his
running mate at the 1980 Republican Convention; on November 4,
was elected Vice President-designate of the United States; and on
January 20, 1981, was sworn in as the 43rd Vice President of the
United States. On January 20, 1985, he was sworn in to a second
term. As Vice President, he served as President of the Senate
and as a close advisor to President Ronald Reagan.
In June 1985, Mr. Bush was named to coordinate the Reagan
Administration's activities to combat international terrorism.
He headed similar efforts on the Presidential Task Force on
Regulatory Relief and The National Narcotics Border Interdiction
System (NNBIS). At President Reagan's direction, he traveled to
74 foreign countries to consult with world leaders on matter of
bilateral and international concern.
He is married to the former Barbara Pierce of Rye, New York.
They are the parents of five children: George, Jeb, Neil,
Marvin, and Dorothy Bush LeBlond. The Bushes have ten
grandchildren. His father, the late Prescott Bush, served as a
U.S. Senator (R-CT) from 1952 through 1962.
The President and Mrs. Bush are residents of Houston, Texas, and
are members of St. Martin's Episcopal Church, where he is a
former vestryman. When in Washington, the Bushes attend St.
John's Episcopal Church. He has served on the vestry of St.
Ann's Episcopal Church Foundation, Kennebunkport, Maine, and is
on the board of the Episcopal Church Foundation.

Biography of Barbara Bush
Barbara Bush, wife of President George Bush and the 38th First Lady, has
lived a life which reflects her husband's varied career in business and public
service, her involvement as the mother of five children, and her own energy
and commitment to a wide variety of community projects.
Barbara Pierce Bush was born on June 8, 1925, grew up in Rye, New York,
and married George Bush on January 6, 1945. They have five children:
George, Jr.; Jeb; Neil; Marvin; and Dorothy; four daughters-in-law, one
son-in-law, and 11 grandchildren. By virtue of George Bush's service as a
Member of Congress, U.S. Representative to the United Nations, Chairman of
the Republican National Committee, Chief of the United States Liaison Office in
the People's Republic of China, Director of the Central Intelligence Agency,
and the Vice President of the United States, the Bushes have lived in 17 cities
and 29 homes since their marriage.
Mrs. Bush has chosen reading and the eradication of illiteracy as her special
areas of focus. She serves on the national board of Reading Is Fundamental;
she is a sponsor of Laubach Literacy International, a world-wide program
committed to eradicating illiteracy; she is an honorary member of the board of
the Kingsbury Center in Washington, D.C., an organization for children with
learning disabilities; she is Honorary Chairperson of the National Advisory
Council of Literacy Volunteers of America, Inc., a national volunteer tutorial
organization; and she is a member of the Board of Directors of the Business
Council for Effective Literacy, a foundation established by Harold McGraw, Jr.,
to encourage business support for efforts to combat illiteracy. All of the
proceeds of a book by Mrs. Bush, C. Fred's Story (Doubleday, 1984), a
collection of anecdotes about the Bushes' late cocker spaniel, were donated to
two major national literacy organizations, Laubach Literacy Action and Literacy
Volunteers of America, Inc.
Reflecting her own years as an active volunteer, Mrs. Bush also encourages
volunteerism and the giving by people of their time and energies for the
betterment of others and their communities. She is a member of the Board of
Trustees of Morehouse School of Medicine in Atlanta and is an honorary
member of the boards of The Washington Home and the Children's Oncology
Services of Washington, D.C., Inc. She has served as Honorary Chairman of
the Washington Parent Group Fund, and she is the National Honorary
Chairperson for the Leukemia Society of America, the Hispanic American
Family of the Year Awards Program, and the National School Association of
Partners in Education.
The Bushes' home is in Houston, Texas. She is an exercise enthusiast and
enjoys reading, needlepoint, and being with her family.

I.
DISTRICT OF COLUMBIA
A.
Taxes
Real property taxes in the District of Columbia are
imposed based upon assessed valuation. Information
regarding these taxes and amounts due is mailed
directly to the property owner or to the company or
financial institution which holds a mortgage on the
property.
Income tax forms must be filed with the District of
Columbia by any individual who resides in D.C. on the
last day of the taxable year, or who maintains a place
of abode within the District for 183 days per year,
regardless of their legal domicile. The "D-40" form is
used whether the individual is claiming full year, part
year or non-resident status. Copies are generally made
available each year in the corridor outside the OEOB
cafeteria. They may also be obtained at any time at
the District Building, 14th and E Streets, N.W. or by
telephoning 727-6170.
An exemption from D.C. income tax is provided for
officers of the Executive Branch of the Federal
government who are --
1. appointed by the President by and with the advice
and consent of the Senate; and
2.
serving at the pleasure of the President; and
3. not legally domiciled in the District at any time
during the taxable year.
D.C. Code § 47-1801.40 (17)
The exemption, by its terms, does not apply to
Presidential appointees who have not been confirmed by
the Senate.
B. Motor Vehicles
Presidential appointees who qualify for exemption under
the D.C. income tax provisions are also exempt from.
D.C. motor vehicle registration, inspection and
licensing purposes. D.C. Code § 40-303 (c) (4). All
others must comply if residing in the District.
1. Registration
Within 30 days of becoming a resident of D.C., an
individual must register his motor vehicle and
obtain D.C. registration tags. The registration
office, Room 1157, 301 C Street, N.W., is open
Monday through Friday, 8:15 a.m. to 4:00 p.m. For
further information, call 727-2490.
In addition to vehicle registration, one who lives
in a residentially zoned parking area (so marked
on road signs) should obtain a parking permit for
such area. These may be obtained in the same
registration office. A fee of $5.00 is required
and title, registration, insurance and proof of
residence must be shown. (A signed lease or
utility bills made out in the individual's name
will be accepted for this purpose.) For further
information, call 727-2486.
2. Inspection
The District requires annual inspection of motor
vehicles, in the anniversary month of the first
inspection. A valid D.C. registration must be
shown prior to inspection. There are two
inspection stations: (1) Mt. Olivet Road and West
Virginia Avenue, N.W., phone 576-6392; and (2)
Half and M Streets, S.W., phone 727-6816.
These stations are open Monday through Friday,
between 6:00 am and 2:00 pm. Further information
may be obtained by calling an inspection station.
3.
Operator's Licensing
Within 30 days of becoming a D.C. resident, a D.C.
operator's permit is required. One holding a
valid permit from another jurisdiction may obtain
a D.C. permit by merely completing a written and
visual examination and presenting a valid permit
from another jurisdiction and a social security
card. The D.C. operator's permit, valid for four
years, is available at Rm. 1157, 301 C St., N.W.
The fee is $15.00.
A first time driver, or one whose prior license
has lapsed, must pass a driving test as well as
the written and visual examinations and must
present a birth certificate and a social security
card.
4.
Automobile Insurance
The District requires that all registered
automobiles have general liability insurance, but
does not set minimum coverage levels. For further
information, call 727-5986.
C.
Voter Registration
One who wishes to change his voter registration to the
District of Columbia, or one who has never previously
registered to vote, may obtain a mail registration form
at any D.C. Public Library, police station or fire
house, or register in person at Room 2, District
Building, 14th and E Streets, N.W. between 8:30 am and
4:45 pm, Monday through Friday. A registration form
may also be received through the mail by calling 727-
2525. When registering in a new jurisdiction, of
course, prior registration at a former residence should
be cancelled.
II. VIRGINIA
A.
Taxes
Individuals residing in Virginia in excess of 183 days,
but less than a full year, are required to file the
income tax Standard Form 760-PY (part year). Those
residing in Virginia for less than 183 days may file a
non-resident return, Form 763. Virginia residents file
the Standard Form 760. All filers must pay income
taxes to Virginia unless the State from which they come
has a reciprocity agreement with Virginia. Virginia
tax forms may be obtained at county courthouses or by
calling the Northern Virginia District Field Office,
Virginia Department of Taxation, 534-5791. Some
Virginia tax forms are also available after the first
of the year in the corridor opposite the OEOB
cafeteria.
Anyone owning personal property in Virginia during any
portion of the year must pay property taxes. The
relevant county assesses and bills, for the entire year
or on a pro rata basis. Reciprocity agreements apply
only if the reciprocal state provides for the
collection of personal property taxes. If not, the
property is taxable by Virginia. The rates vary
according to county, and specific information may be
obtained from the following offices:
Arlington, Commissioner of Revenue
358-3055
Alexandria, Director of Finance
838-4755
Fairfax, Superintendent of Assessment

Motor Vehicles
1.
Registration
All residents must register their cars within 30
days of moving into the state. To register, the
title of the car must be presented to the
Department of Motor Vehicles in the county of

tags is $26.00. City and/or county stickers may
also be required in some locations. For further
information call 761-4655.
2.
Inspection
A vehicle must be inspected upon registration and
annually thereafter; emissions inspection is
required every two years. Inspection can be made
at most gas stations in Virginia. The fee for
inspection and emissions testing is $12.00; the
fee for safety inspection only is $6.00.
3. Operation
A Virginia driver's license must be obtained
within 30 days of moving to the State. A visual
examination is required for those presenting a
valid permit from another jurisdiction. The fee
ranges from $7 to $16. The licenses are issued at
the appropriate county Department of Motor
Vehicles and are valid for four years.
4. Insurance
Virginia requires motorists to have insurance.
Minimum coverage is $25,000 personal injury;
$50,000 minimum per occurrence. Minimum coverage
for property damage is $20,000.
C.
Voter Registration
Virginia requires registration in person in the county
of residence. No proof of residence, other than taking
an oath, is required. Registration is available at
most local courthouses and libraries. For further
information, call 838-4050.
III.
MARYLAND
A.
Taxes
Real property taxes are assessed through individual
counties on the basis of evaluation. Information on
these taxes is mailed to the property owner and the
mortgage company or financial institution holding a
mortgage on the premises. Real property owners are
billed, based on State records, by the County
Assessment and Taxation Division in July of each year.
For more detailed information, call (301) 279-1355.
Income tax is levied on any individual residing in
Maryland for longer than six months. An individual not
residing in Maryland less than six months is not taxed
if he is domiciled in a state with which Maryland has a
reciprocity agreement. In the absence of such an
agreement, the individual is taxed as a nonresident for
that period.
Individuals who have resided in the state for the
entire year must file Maryland Tax Form 503. All
others must file the longer Form 502. Both forms are
generally available after the first of the year in the
corridor opposite the OEOB cafeteria. In addition,
forms may be obtained from the Maryland Tax Division
in:
Landover 459-2710
Wheaton 949-6030
Free tax assistance is provided at both of the above
offices from 8:30 a.m. to 4:30 p.m., Monday through
Friday. From February through April 15, the offices are
open Saturdays as well.
County income taxes are collected by the State and are
included with Forms 502 and 503.
B.
Motor Vehicles
Questions concerning registration, inspection,
operation, and insurance may be answered by calling
950-1682.
1. Registration
Within 30 days of moving to Maryland, an
individual must register 'his car at one of the
State Motor Vehicle Administration Offices. To
register a car, the owner must produce proof of
inspection, proof of insurance, and a valid
Maryland driver's license.
2. Inspection
Maryland does not require periodic inspection of
vehicles; however, a car purchased out-of-state or
a car being purchased second-hand must be
inspected prior to registration. Maryland does
not honor out-of-state inspection certificates.
Approximately seventy-five percent of the gas
stations in Maryland are Certified Inspection
Stations. Title to the vehicle must be exhibited
prior to inspection.
3. Operation
An individual must obtain a driver's license
within 30 days of moving to Maryland.
Requirements for obtaining a driver's license
include the title, Maryland insurance, and
Maryland state safety inspection. If you are
twenty-five years of age or under, an individual
must also bring a government-issued birth
certificate. Written and visual examinations, as
well as road tests for new drivers, are
administered at Gaithersburg, Upper Marlboro,
Annapolis, and Glen Burnie. The license fee is
$20.00 and is valid for four years.
3. Insurance
Maryland requires all motor vehicles to be insured
with minimum coverage complying with Maryland law.
Minimum coverage is $20,000/$40,000 for personal
insurance and $10,000 for property insurance.
Auto insurance companies licensed in the State of
Maryland are familiar with the insurance
requirement and should be contacted for specific
information. Proof of coverage should be obtained
from the insurance company prior to registering
the vehicle or obtaining an operator's permit.
C.

MEMORANDUM FOR WHITE HOUSE STAFF
smg
FROM:
SHIRLEY M. GREEN
SPECIAL ASSISTANT TO THE PRESIDENT
FOR PRESIDENTIAL MESSAGES AND CORRESPONDENCE
SUBJECT:
Guidelines for Staff Requests for
Presidential Acknowledgment Letters
The guidelines for accepting STAFF REQUESTS for Presidential
Acknowledgment Letters (as opposed to Greetings Cards, which are
sent to the general public) are as follows:
1.
Presidential Acknowledgment Letters are generally
restricted to close friends of the President or Mrs. Bush
or friends and relatives of White House staff members.
Do not use these forms for requests from the general
public. *Public requests should be sent, in writing,
directly to the Greetings Office, Room 39, The White
House, Washington, D.C. 20500.
* Additional Correspondence contacts may be found on
the attached list.
2. All requests must be in writing, using the attached
revised form. (Please destroy all previous forms.) No
requests will be accepted over the telephone. TWO WEEKS
advance notice is necessary to assure your greeting
arrives in time for the event. Several offices are
involved in the processing of a Presidential letter, so
please do not expect requests to be honored on shorter
notice. If we cannot get the letter there by the date
of the event, we will send a belated letter.
3. Please note: This criteria is for staff requests only.
Birthday letters are sent only at the birth of a baby and
to persons 50 years or older. Wedding anniversaries are
sent to persons celebrating 20 years or more of marriage.
The Greetings Office (x7639) has cards that can be sent
to persons not meeting this criteria. For the general
public to receive Greetings Cards, individuals must be
80 years or older or celebrating 50 or more years of
marriage.
2
4.
Wedding letters may be dispatched in three ways:
a.
If the letter will be hand-carried by a member
of the White House Staff personally, it can be
addressed to "Mr. and Mrs." and dated the day of the
ceremony (providing Presidential dating is available
for that day).
b.
If the letter is to be mailed, a letter addressed to
"Mr. and Mrs.' will be dated ASAP after the wedding
and the wedding date will be mentioned.
C.
If the letter is desired prior to the wedding, it
will be addressed to Miss Jane Doe and Mr. John
Smith.
* Please provide first names of bride and groom
and date of wedding in all three cases.
5.
The inside address appears on the letter itself. The
mailing address appears on the mailing label. These
addresses will differ if you want the letter mailed to
someone other than the honoree. Please supply complete
addresses including zip codes for each address.
6.
It is White House policy not to include autographed
photographs with Presidential letters.
7.
Questions about Presidential Acknowledgment Letters
should be directed to Ellen Strichartz or Tammy Bloom,
Room 93 (x2276).

Revised April 1990
THE WHITE HOUSE
WASHINGTON
January 24, 1989
MEMORANDUM FOR WHITE HOUSE AND EOP STAFF
FROM:
Rose Zamaria 12z
Special Assistant to the President and
Director of Operations
SUBJECT:
Policy for Use of EOP Conference Rooms
In order to facilitate the organization of events associated with
the White House and EOP, the following is a clarification of
policies and procedures for use of the EOP Conference Rooms.
POLICIES
The use of Executive Office of the President (EOP)
Conference Rooms (see Attachment A) is limited to
official functions. The Conference Rooms are not
available for use by private citizens or organizations.
For an activity to be considered "official" it must
accomplish an official purpose, be completely subject to
government control and be a proper subject for the
expenditure of appropriated funds. Questions as to
whether an event is official in nature will be directed
to the White House Counsel's Office. Official events
scheduled by an EOP agency must be attended by a senior
staff member from that agency.
No outside organization may pay for food or refreshments
at official events within the EOP complex.
Use of the EOP Conference Rooms are available to all
agencies within the Executive Office of the President.
However, the White House staff has precedence in using
these rooms.
No Saturday events in the OEOB will be scheduled as the
Preservation Office has scheduled tours of the Old
Executive Office Building on this day.
-2-
PROCEDURES
The White House Administrative Office has responsibility
for approval, reservation, and coordination of set-up
and occupancy of the conference rooms.
In order to tentatively schedule a conference room, call
x2500 with the appropriate information such as
conference room required, date, time, purpose of event,
and staff person responsible for event.
The Administrative Office, after tentatively scheduling
the event, will forward a "Conference Room Reservation
Request" form (Attachment B) to the appropriate office
for completion. This form must be returned to the
Administrative Office 48 hours prior to the event in
order to confirm the reservation.
The Administrative Office will coordinate with General
Services Administration for the set-up of conference
rooms.
Requirements for slide projectors and screens should be
coordinated through the OA Supply Office, x 2622. Other
audio-visual requirements may be obtained by calling the
White House Communications Agency, x 4040.

GENERAL INFORMATION
NOTE: Sometimes, the machine may go into a "logic lockup;" it might not
allow a job to be discontinued or changed, or it might exhibit some other
erratic symptoms. If this happens, try to clear the problem with P 73
<START>. or. that fails. turn the machine off. and turn it back on.
The copier has a memory, and requires specific actions to be taken before
it is satisfied that a jam or other problem has been properly cleared.
These actions MUST BE TAKEN, or the machine will not allow you to
continue. Also, the copier will not allow you to stop in the middle of
one type of job and run another type without using the "job interrupt" or
the 'C" (clear) buttons [ "clear all' button on the 1090].
Here is a list of some copier components, and their functions:
Area 1. This is the vertical transport: it carries paper from the paper
trays to the registration transport.
Area 2. This is the registration transport; it "squares up" the paper SO
the image on the copy will not be crooked (skewed), and times
the paper to hit the photoreceptor at the correct instant, so
that the copy image will be centered on the paper from left-to-
right. Area 2 includes the turn baffle, which directs the paper
toward the photoreceptor.
Area 3. This is the prefuser or vacuum transport, which carries the
paper to the fuser, where the image of the original is melted
onto the copy.
Area 1. This is the fuser. Here, the ink forming the image of the :
original is melted onto the copy. CAUTION: The fuser is HOT;
340°F on a 1075, and 360°F on a 1090.
Area 5. This includes the decurler, the inverter. and the "in" side of
the output transport. The decurler removes longitudinal curl
from the copy after it passes through the fuser. The inverter
"flips" the copy in the two-sided copy mode so the second side
can be copied. The output transport sends the copy to the top
tray or to the bypass transport.
Area 6. This includes the "out" side of the output transport and the
bypass transport, which sends copies to the duplex two sided
copy) tray or to the finisher.
COPY QUALITY
Deletions: these are "blank" areas where text or graphics should be on a
copy. The three major causes are damaged paper, moisture-laden
paper, or a copier problem. Before calling Service, try running
fresh paper; if the problem disappears, it was the old paper
causing the deletions.
Spots: If the spot is in the same place on every copy, check the
original; if not on the original, check the document glass, and
clean it if necessary. If the spot(s) is on every fifth copy,
then it is caused by the photoreceptor; call for Service. If the
spot (s) vary from copy to copy, some internal component has become
contaminated; call for Service.
Please remember that the more information you can provide for your
technician, the more he can help you. Often, his having a good idea of
the specific problem will enable him to help you "fix the machine over
the phone," saving both of you time, and keeping you operational. At
other times, the technician Will be able to bring the proper parts with
him when he responds to your need for service, again reducing downtime:
he will not have to first locate the trouble, and then go for parts-he
will already have them with him.
HOW TO GET A JAM CODE FROM A 1075 OR 1090
Run the copier -In a mode that is reported to cause jams or faults. When
the jam or fault occurs. wait for the machine to quit running. at which
time it will display a message telling you which actions to take to
the copier running again. Ignore the message. Instead, press the <STOP> get
button. A code will be displayed; write this code down, and press the
<STOP> button again. If another code is given, write it down. too. Do
this until you begin to 968 the codes repeat (Note: THE FIRST CODE IS
ALWAYS THE MOST IMPORTANT ONE). After you have gotten the code (s) follow
the copier instructions to clear the jam(s). Some common codes follow:
CODE WHAT IT MEANS, AND ACTION TO BE TAKEN
C103 Tray 1 or 2 levator is not raising the paper into a feed
or position. Pull out the appropriate paper tray and "rock" the feed
C104 head from left to ight several times. Push the paper tray back
in and close the copier doors If the code persists, enter P 73
and press the START button. If this fails, turn the machine
off, and turn back on again. If neither of these two actions
will clear the code, call for Service You should still be able
to run copies from the other tray.
