C. 20500 Dear Mr. President: Re: H.R. 776 - VETO REQUEST While recognizing the eventual need for sound new energy legislation, I am upset that no corrective action has been taken to ameliorate gross inequities that would be brought about by the bill's "reachback" provision pertaining to coal industry health benefits. We have pointed out these inequities to various members of Congress and representatives of the Administration. For this reason alone, I urge you to veto this bill. Moreover, an unjust reachback provision, the terrible precedent of government intervention in this type of matter, and questions about the bill's revenue provisions, are ample reasons to recognize the fact that this nation is not in such critical need of new energy legislation in 1992 to enact H.R. 776.
