Dear Mr. Baker:
Wyckoff, New Jersey and the surrounding towns represent a very strong
Republican area. Most of the voters with whom I have discussed the current election
are trying very hard to find good reasons to support President Bush; but their
support, so far, is largely an act of faith. If we are less than enthusiastic about
George Bush's candidacy, it is not hard to understand why many other voters are
negative.
We believe very strongly that the President has repeatedly put forth proposals
which would have benefitted the economy, only to be stymied by the Democrat
controlled Congress which has chosen to put political advantage over the common
good. (See note 1). However, we also believe that Mr. Bush has not demonstrated
adequate leadership and zeal in coping with this problem. If the President is to
develop more broad based support, it is vital that he demonstrate an awareness of
this past weakness and put forth a very positive agenda for correcting it. The simple
statement that we will have a new Congress in 1993, is far from an adequate response.
There is a very high probability that the new body will still be under Democrat
control.
Mr. Perot is attempting to scare the voters with the vision of a four trillion
dollar national debt to be paid by future generations. The truth is that such a debt
is not an undue burden, if the economy continues to grow at the same average rate
that it has maintained over the last 30 years (about 3.25% real growth). The
critical item is to restrain further growth of the debt. Even so, a short delay in
deficit reduction to provide for selective economic stimulus, would not be
significant relative to the overall problem. (See note 2).
As citizens, we recognize and applaud the advances achieved in the world
political scene. Nevertheless, the economic picture is on the mind of our voters and
time spent reminding them of past achievements is becoming of marginal value in
getting their support at this time (what have you done for me lately?). We believe
in the philosophy of government being expressed by President Bush and wish to see him
re-elected.
I am writing to you with the hope that this view from one corner of our nation
will be helpful to you in the closing weeks of the campaign. I am acutely aware that
it may be difficult to put together a positive response to the concerns expressed in
this letter, but it needs to be done. If anyone can do it, you and your staff can.

1. The speeches made by Senator Lott this summer in the U.S. Senate provide a very
good summary of this point.
2. If we were to reduce the deficit at a rate of $50 billion per year, the national
debt would peak out at about $5.5 trillion by the year 2000. Thereafter, paying off
the debt over a period of 30 years at 7% interest would require an annual payment of
about $450 billion including interest. We are currently spending about $200 billion
on interest alone. The amortization payment of $450 billion would represent less
than 6% of gross domestic product in the year 2000 and less than 2% of GDP in 2030.
If it is further considered that a modest rate of inflation will persist over this
period, the actual payments will be even more modest. Again, the real urgency lies
in reducing the deficit.

RE: The Character Issue
Dear Mr. Baker:
This is intended as friendly advice for the campaign. I am a
Republican and a strong supporter of President Bush.
The character issue is important, and will make voters change
their minds in the last days before the election. I think the
President should change his approach. His answer to the character
question in last night's debate has problems.
First, it is all too obvious to the audience that it is
mudslinging. It allowed Clinton to be self-righteous and get away
with it.
Second, it was too specific. The demonstrations in England
and the trip to the Soviet Union are worthy of comment, but the
other character issues against Clinton should be given more
emphasis.
I have written an answer that I believe would be more
effective, both in debates and in speeches. The President should
use this as his closing statement of the last debate.
This election is not just a referendum on the state of
the economy this year; it is more than a measurement of one
proposal or one program against the other; the American people
must decide who will be their President, and character is
always the central issue.
In that job the American people need someone with a
lifetime of experience - in the military, in business, and in
government. We need a President whose decisions are guided by
faith in our people.
We need a President the people can trust to represent
this country in foreign affairs - someone who has the
seasoning and proven ability to build cooperation among world
leaders - someone with a vision of the world and our Country's
unique and special role.

We need a President who has demonstrated courage - the
courage to fight for his country, to start a business and
create jobs, to stick with a difficult mission in the face of
adversity.
We need a President who reflects the fundamental values
that made this country great: hard work, devotion to family,
honesty, strong moral values, patriotism, and a sense of duty.
The American people should take a very close look at the
direction a candidate leans. Change is inevitable, but what
change? What kind of people would he or she put on the
Supreme Court, in the Cabinet, and in the White House? We
must look at the candidate's political values, and where and
how they have been formed over the course of his life.
In choosing their President, the central issue is always
what type of person will lead and guide our Country. Who will
be Commander in Chief? Who will answer that telephone in the
middle of the night? Who has the courage, the experience, and
the fundamental values to be our leader through uncertain
times? Who should we trust to sit behind that desk?
There are three candidates here, but when you go inside
that voting booth, I am the man who should sit behind that
desk. I am the man who should be your President!

The facts that are being given are not sufficient to
convince the American people that their jobs are not in danger
or that they can get one.
Whatever can be devised to convince them that President Bush
can help them more on this than Gov. Clinton is the only means

Dear Mr. Baker:

This is my first letter to you and is concerned with the re-election of
President Bush. I have input relative to several of the issues. One of these
is job security which I wrote about in July, and unfortunately got lost in
the Department of Labor. That letter and the unsatisfactory reply are
enclosed. You will be interested in it because it addresses why the
approximately 90% of the work force who are employed are nearly
paranoid about the economy, and are extremely vulnerable to promises of
"more jobs". The job security issue I wrote about needs to be addressed
and President Bush needs to propose legislation to protect people from
layoff for non-performance reasons except when they are the lowest in
seniority. Last-in first-out is the acceptable way of conducting a layoff.
I also suggest charts be prepared showing employment trends over
recent administrations, changes as a result of defense spending cuts, U. S.
versus foreign, trends of real personal income showing inflation, the
impact of the national debt on economic growth, and the impact on U. S.
business of buying foreign made products. You should also be able to
relate foreign policy successes including the end of the cold war and Desert
Storm to jobs.
Health care costs should be addressed with more specific action
and data needs to be presented showing the flip side of government
controlling health care costs, in terms of choking free enterprise. You
might point out that most health care workers are low paid. Registered
cardiac intensive care nurses make about the same wage as a beginning
level computer programmer. Teachers, police, and nurses all make but a
fraction of the wages of a baseball umpire (not to mention the players'
salaries). Should government regulate sports and entertainment wages
and other costs, as well as health care in order to get our priorities straight
and be able to afford health care?
I believe that if you address these issues with data the average
voter can easily grasp, and include the abortion issue and Iran-Contra,
President Bush can still win in 1992.

along with your reply dated August 13, 1992. I am not suggesting that my
views on most issues are important. However, I recommended in my
letter that a strong position be taken by President Bush in favor of
legislation that would give value to seniority, I presented information
explaining why I think my recommendation is both credible and valuable
to re-election, and I offered to discuss the matter in more detail.
My impression from your letter is that you did not understand or possibly
did not read all of my letter. I can tell you in simple understandable terms
that my letter addresses an issue of great importance to me and to all
other working people with whom I have talked. Consequently, I believe
strongly that it is contrary to President Bush's interests to dismiss the
matter as your letter appears to have done. So far, all I have accomplished
by writing to President Bush, is to provide evidence that the Bush
Administration is out of touch with the working class American, which
seems to be a campaign theme of the Democratic Party.

Dear Mr. President:
I believe your record of leadership should make re-election nearly automatic.
However, many Americans are suffering from profound insecurity. Economic growth
is seriously constrained by this insecurity. A goal to provide more jobs is not enough
and is not exactly on target. What is needed, even for most of the 90% that are
employed, is legislation that provides assurance that an employee's years of service to
his employer will give him an advantage over other equally qualified employees with
less seniority. This was true for many years in many companies. In today's
environment, there are no rules. Employees find personal politics is the primary
criteria for surviving a reduction in force. This drastic change in values has opened
the door to many forms of discrimination which are disguised as "restructuring".
Today labor unions are blamed for many of the economic problems that we face.
I personally believe that is partly true. I also believe, with even more certainty, that
unions are absolutely necessary without legislation. Management has demonstrated
over and over that their salaries and return on investment will justify unethical
conduct if it probably can be defended in court (worth the risk). In the absence of
legislation to protect American workers, they will turn once again to unions. Both
white and blue collar workers will organize. The Perot following is part of the
transition phase. If people determine that help for their job security problem is not
available from government, they will turn to unions. Unfortunately, unions also have
not improved with the need. Present concepts are obsolete and can be destructive.
However, an alternative to legislation is to organize with productivity and quality
goals shared between management and the work force. I could elaborate for pages!
The most important issue for now is re-election. To convince the voters that
your administration now understands a crucial issue and is going to work to bring
about improvement (not just change - anybody can change things), you need to spend
some time talking to people like me. I have supervised groups of people for over 30
years and have studied personnel management and industrial psychology for years.
I
want to help. If you present my or similar concepts to the public, you will see an
immediate improvement in the polls. I know, I am out here among the working
wounded every day and very much in touch with them. Thank you for your time.

When CArter left office the mortgage interest rates
were 16 - 18% and sometime higher. Inflation was

Dear Mr. Baker:
I would like to call your attention to the attached Wall Street Journal
article which appeared on October 12, 1992. Clearly, it presents many
favorable statistics that I was not familiar with and suspect many voters
are not either (and most don't subscribe to the Wall Street Journal). I
think a TV presentation of these in the Ross Perot style could be very
effective. The statistics in the Regan years can also be explained by
normal business cycles -- in fact, considering we had 7 or 8 years of
growth which is longer than most business cycle growth periods, they are
positive in that they are not as bad as would be expected at the end of
the business cycle.
Also the Wall Street Journal of the same day had comparison of earnings of
manufacturing and white collar workers as well as managers and CEO's
between the U.S. and many industrial countries. If those were adjusted to
account for inflation/buying power. I believe they would also show a
favorable picture for the U.S. workforce.
I thought perhaps this input and perspective may be of some value.

Moore County, North Carolina has a high registration of
Republicans. For a county in the South we are neck-in-neck with the
Democrats.
I was invited to the Moore County Republicans Women's Club
luncheon just after the President's infamous speech "I Was
Shocked."
The hall was packed. The people asked, "What does he mean
supporting rioters?"
My letter of May 5, 1992 to the President expressed my views
and the views of a large number of Republicans and Democrats in
Moore County.
Last week the October luncheon meeting was held -- less than
30 ladies showed up!
Attached is a copy of a sign I saw on the back of a pickup
truck in Southern Pines yesterday. It clearly expresses the views
of some of the "Good Ole Boys" down here. That's a bit of good
news.
It is time the President did stand tall in the saddle. If
Truman could say, "The Buck Stops Here. why can't President Bush.
In the San Antonio show on River Walk, President Bush said, "I
don't have the facts.' Why say that? Is he still afraid of the
Media? It is morally wrong to "give aid and comfort" to the enemy.
During Vietnam, the North Vietnamese, the Chinese and the Russians
were the enemy. Our founding fathers called that treason and the
law says if guilty -- death.
If all the media, all the liberal academics, all the rioters
in LA, Chicago, and Atlanta voted they cannot swing the vote. In
the first place they wont all vote! If the President must pander,
why not pander to the majority of the nation that don't hold with
the media and the liberal academics. If you must listen to
academics listen to Dr. Thomas Sowell, senior fellow at the Hoover
Institution in Stanford, California. He wrote, "The Los Angeles
riots, repudiated as "totally unjustified" by 58% of the blacks
polled, were collectivized and romanticized by the President of the
U.S."
Why not tell the people the economic truth as the President
did about "Desert Storm"? Why not tell them that Clinton's program
is slightly left of Engle and Marx. Clinton's program will turn the
nation into a high tax welfare state that is totally broke as is
Sweden or wealthy living on the backs of the people as is Germany.
The choice is the Presidents! The question is, "Does he really
want to be reelected or is this a game?"
If he wants to be reelected he must "STAND TALL IN THE SADDLE"
tell the people how things are and what he plans to do to improve
the "State of the Nation"!
Time is running out and the patience of the People is about
gone.

I, too, am shocked! Not at the verdict but at the decision
of the President to place in jeopardy fair and impartial trail by
jury, a constitutional right of every citizen.
No jury can now be empanelled without fear of being overturned
by the President, The Attorney General or "Mob Rule".
You stated to the world that you were "Shocked by the Verdict."
You also told the world that you had instructed the Justice Department
to press for criminal inditements via Grand Jury. Do you intend to
press charges against the Judge or the Jury for failing to arrive at
the politically correct verdict as determined by the media or a
minority of the nation?
What was done by the President, the Governor, or the Mayor to
stop "Mob Rule" in Los Angeles, San Francisco, Las Vegas, and Atlanta?
There is a precedent as bad as it was; hysteria brought President
Roosevelt to round up all American Citizens of Japanese lineage and
throw them into concentration camps. In civil disorders, War Powers
Acts are not required to restore the peace. Seal off the area, round
up the mob and place them in detention. One might therefore conclude
that the leaders were derelict in failing to immediately and with all
force necessary restore the peace.
By that failure scores of people were killed and property damage
is estimated in the hundreds of millions of dollars. The taxpayer pays.
Today is primary day in North Carolina. For the first time in my
life I did not vote to support my Republican President. I have serious
doubts that I can cast a' supporting ballot in November. I realize that
Clinton and Perot are bad alternatives. Had you exercised the abilities
and wisdom demonstrated against the Iraqi Bandit in the LA case the
situation would be quite different.
My President, I, too, wonder what you can tell you grandchildren.
How can you explain the termination of fair and impartial trial by jury?
I served my country for over thirty years, fifteen in Washington,
four in the White House.
I fear for this nation on the current path. I pray that God will
give you the strength and wisdom to stand tall in the saddle and stop
pandering to the media and the fringees just to be reelected.

A successful outcome of these injuries depends
on the following important factors: the path of the
penetrating object, the size of the object, the space
the object takes in a constricted area, the time
factor (from the time of injury to the time of medical
and surgical care), the extent of the surgical
intervention, the elimination of all possible compli-
cations, and the routes of antibiotic therapy to
prevent or control secondary infection. A careful

27 days after operation, the patient was given leave
for 20 days' bed rest at his home. On 7 July he
returned from leave complaining of blurred vision
in his right eye. Examination revealed a massive
retinal separation. the right retina hanging like a

the distinguished professor Director Alexander Vassilyevich Roslavtsey of the Helmholtz
State Scientific Institute for Eye Disease in Moscow.
We in America, as well as in other parts of the world have heard much of the splendid
work you do here, but I know now, what Filatov really means. Great tribute is reflected
by your distinguished founder-profèssor Director Vladimir Filatov and the work carried on
by all of you dedicated and outstar ding people.
I am sorry I do not speak. Russian, but one thing is certain, we speak a common language
of medicine. Good medicine is a task for all physicians in all parts of the world, so
necessary in bringing relief to the suffering and restoring the blind to useful and
productive life - to bring people in all walks of life the joy to enable them to pursue
their journey in happiness. To use the Latin phrase - "Ex Obscurus Lux" - "From out of the
darkness cometh light. The medical measures to aid people in their quest for a better life
are preventive, medical, surgical, and extensive research. Such fine work is certainly in
evidence here at Filatov and at Helmholtz, equal to any place in the world. Your work on

This is October 12---We need a stronger approach. We need
arguments that appear, and are new. Yes, the old and current
responses are correct, but when the opposition is stressing
new and change, we need to argue that we have new ideas,
not worn out ones. We have positions and programs for the 21st
century! This needs to be done in the debates and ads. Where
are the hard hitting ads?
Re: the ads. We need to refute the Democratic ads that
state that Bush is the worst President re the economy in 50
yeaRS Mr. Carter was the worst. Compare Clinton and Carter.
Stress the Carter misery index. Spell out the parts inflation
at 15%, interest rates at 20%, etc. "Remember how bad it was?"
In ads, show Clinton constantly changing his mind on specific
issues as the campaign unfolded. "Phoney Bill". Describe in
real, lurid terms what his spending programs to all the people
he now owes will cost to the MIddle class and the working person.
Clinton used the term Middle Class numerous times at the first debate.
Mr. Bush used it once OR twice, and used the term "working man"
once or twice. We need to stress the middle class. Don't let
them take it away!
Re: the debates. The President must appear strong. His speech
today in Springfield, PA, as shown on Chan 13 was great strong and
vibrant. His debate was not as good. Use some of the Springfield
speech as an ad. It was authoritative. For the debates, use
new, positive terms, vision and proposed programs. "We have the
strongest country and the largest economy. We will continue to
with my new programs. We have some of the greatest minds in the
world working with my programs.
Keep the local and state organizations at full strength
and stress new ideas, strength and experience. Thank you.

Bush should be using at the debate:
"Let's talk about the economy I did not wake up one day
and say, 'Let's have a recession.' That's what the Democrats
would have you believe. They know better than that. There
have been nine recessions since World War II and no single
person or single party caused them. They are the result of
many global and domestic problems like inflation, wars,
international trade, competition and so forth. Ross Perot
knows that. Governor Clinton knows that. But we Americans
go through the bad times and we come out of them together.
And while we're at it, the Republican party and your
president did not ring up this national debt single-handedly.
We did not say, 'Let's have a big national debt:' Why do you
think I vetoed 35 bills from the congress? It was mainly to
hold down spending. I have fought all my time in office) to
hold down spending because you, the American people, end up
paying the bill. So let's put this whole debate into proper
perspective. I'm working for you, the American people, and
I want your vote."

Dear Mr. Baker,
President Bush could score. a stunning victory over Clinton in the
next debate(s) by taking over the questioning of Clinton to suit
the Republican agenda.
This is done quite simply. Bush must use the final 30 seconds of
his two minute answers and one minute rebuttals as a questioning
challenge, and ask things Clinton is totally unprepared to answer.
Clinton then either takes time to answer the question posed by the
press (thereby using up his time to answer Bush), or he's forced
to go on the defensive with Bush (thereby ignoring the press).
Either way, Clinton is forced to ignore either the press or Bush.
Every question Clinton fails to answer becomes a point of contention
in the Bush summation.
For example, Bush answers the press question posed to him and then
adds: "I'd like to remind the American people that Gov. Clinton
stood here the other night and he said that experience is important
but it is not everything. And then he looked the camera straight in
America's eye and called for change. And I am reminded of another time
in 1976 when another candidate did the same thing. He, too, was a
Democrat with no experience in the House or Senate; no experience
with the FBI or CIA; no experience making policy or dealing in Foreign
Affairs; no experience in dealing with nuclear arms or hostage taking
or dealing with disaster. And yet he stood before the American people
and promised the American people a change. And now we have you, packaged
a little prettier perhaps, but you are delivering the same Carter
doomsday message, the same Carter call for change, the same Carter
promises in education and health care and employment - and what I want
to know is. ifiyou're another Carter in Clinton clothing, and if you
plan to give Americans another four year Carter administration - and
don't try to slide out of an answer by saying I'm sad, or it's sad, or
the world is sad, because we all know how prone you are to sadness and

when you're sad you can't answer a question. Because I'll tell you,
the American people know there was no sadder time in their own
economic history than 1976 to 1980 when the last Democrat was in the
White House, and that President also said experience wasn't important
and the only experience he had was a fine military career and was
the Governor of Georgia And here you are and your only qualification
is being the Governor of Arkansas. What evidence do you have, Gov.
Clinton, that you can succeed where your party and your predecessor
failed so miserably? If
"If you, Gov. Clinton, don't want me to run against Carter then stop
echoing the Carter promises and the Carter plans, and the Carter
memory and the Carter doomsday message that calls for change as the
only answer to solving the problems of this nation. We've begun to
build something here and, yes, we're over budget and yes, we're
late in the completion of the project. That doesn't mean we should
tear this country down and start again based on a pipedream. Tell
me, Gov. Clinton, and tell the American people here and now while
they're all the edges of their chairs waiting for a magic answer
and easy way out - how are you going to get Congress to deliver on
even one of your promises when you have no experience?"
"Gov. Clinton, you've been a fine Governor of one southern state
and are to be commended for the progress you've made there. But your
job is not done in Arkansas. And I would ask the American people to
look at their own communities and own Governors and own quality of
life and then ask themselves if they are willing to change places
with the people in Arkansas. Do they think you could do a better job
than their own Governor is doing. Do they want theysame way of life
that the people of Arkansas have? And what makes you think, Gov.
Clinton, just because you've met with some success in some areas of
running one state that you can run this country? What evidence can
you give us - not promises - not plans - not pipedreams - but evidence
that the Congress is going to deliver on any of your promises. Do
you have their votes already locked in too? Because you seem to think
the American people are in the bag and all you have to do now is
coast down Pennsylvania Avenue. How are you going to deliver?"
And if he's asked the question back? "Experience, Governor. Experience.
It's a long word that takes a long time to earn as part of your resume
qualifications. I was born and raised in a political environment. My
father served as my role model as Senator of Conneticut. I've served in
the military and more branches of Federal Government than you've even
dealt with during your entire, one office career. I know the difference
between ideals and reality. I'm accustomed to making hard choices to
benefit the majority of people. I know how to prevent a war and fight
a war and win a war. And right now this country is at war over choosing
a glossed over, short-term rainbow, easy way out - or returning to finish
a job we started that will equate to long term security for the nation."

Finally, Bush is going to have to score some points to make the
American people think about decent, human values and priorities.
We already know the press is gunning for Bush so he can't make
outright accusations.
But he can sneak in commentary such as this, and let the people
interpret it as they will:
"I grew up in a world much different than yours, Governor Clinton.
I was taught to stop, and think, and try to make the right decisions
and live a straight and honorable life as a child, youth and an
adult. When I say my wife, Barbara, is my best friend, it means I
wouldn't lie to her and I wouldn't betray her. And because I consider
the VOW I made to my wife as the most important promise one person
can make to another during his entire lifetime, I think the country
knows I value the trust between two people on the same level as I
value the trust between the President and all the American people."
"I don't know who it was that changed the rules and I don't know why
it is that people are so willing to abide by them. But there was a
time that you had to be a solid citizen all your life before anyone
made you a hero. Nowadays, it is the reformed crimminal and the reformed
drug abuser and the reformed liar and cheat who get the stars hung on
them and I think that's wrong. I think we are sending a bad message
to America's youth by honoring only those who have abused society,
got caught, and reformed under spotlights. I think it would be better
to praise the men and women who were always good, always honest,
always hardworking, always believing in a better tomorrow. I think
a persons past should stand for something important because it demon-
strates character. I think we should go back to teaching our children
that they should strive to be honorable for an entire lifetime, and
not just when a chance at success makes being honorable important."
I'm not trying to tell you your job, Mr. Baker. But I won every award
ever offered for debate. And I did it by letting the other guy hang
himself. And I know that can only be done if you control the questions
and the questions are ones that your opponent hasn't got a prepared
and rehearsed answer for.
Please consider this, at least.

the principals of GH is the world's foremost scientist in hydrogen energy de-
velopment. He is Director of the Clean Energy Research Institute, President of
the International Association of Hydrogen Energy and has a 60 page biography.
He has a very close working arrangement with scientists all over the world, an
arrangement that the United States as a country could not have developed, an
arrangement that a company such as DuPont could not have developed. The
worldwide developments of all of these scientists will be brought to this prin-
cipal for appraisal.
Your friend Perot does a lot of talking, fortunately he doesn't say anything. The
problem is Clinton and the continual pounding about the economy and jobs,
jobs, jobs. And Gore is bound to push the environment issue.
Your rebuttal is simply this: The Bush Administration has a program underway
to develop the next major energy source. Developed in the USA, produced in
the USA (hydrogen is produced from water and is non-polluting) and is a
program that will provide at least 100,000 jobs within the next four years.
Many times that number over ten to fifteen years. The Bush Administration
will provide domestic jobs, jobs that will stay domestic. The Bush Admin-
istration is working to greatly eliminate much of the pollution problems of our
environment.

The information on the following pages is about three primary
companies that will, each in its own way, be more important to
the people on this planet than most of the existing companies
now on the face of the earth.
Advanced Energy Corporation (AEC), with world breakthroughs
in renewable energy equipment and other important develop-
ments underway, will be number one here and abroad in the
production of equipment instrumental in reducing global warm-
ing and other environmental problems.
World AgriPower Corporation (WAC) is the only company on
earth with equipment that can, for the first time in history, dry
food and crops enough to prevent fungus growth, thereby greatly
reducing post harvest losses. Every attempt to reduce post harvest
losses has always required electricity or fossil fuels. WAC will
make a serious reduction in world hunger!
General Hydrogen, Inc. will be one of America's major corpora-
tions within ten years. Hydrogen, termed the "Wonder Fuel" for
two basic reasons, will be the next major energy source of the
world. The reasons are; One - hydrogen is inexhaustible since
it is produced from water (H₂O). Two - it is non-polluting.
The acknowledged top hydrogen energy scientists of the world
are principals in the company and there are working
arrangments with virtually all other scientists around the world
who are doing any research in new energy sources. Part of
General Hydrogen will be the Hydrogen Energy Research
Laboratory (which will be similar in standing to the Bell
Laboratories) and will be the originator of many new uses and
applications of hydrogen energy.
CLEAN ENERGY RESEARCH INSTITUTE
Introduction
According to the best estimates, the world fossil fuel (coal,
petroleum, and natural gas) production, which meets about 80
percent of our energy requirements today, will start to decline in
20 to 30 years' time. The petroleum and natural gas production is
already decreasing in the United States. On the other hand, since
the demand for energy is ever increasing, as the nations of the
world try to better their living standards, alternative energy
sources are being considered and research into their conversion
into usable forms of energy is being accelerated. Since the fossil
fuels are the most significant pollutants of the environment, the
research emphasis is on the clean energy sources and carriers.
The energy problem has become one of the most formidable world
problems our civilization has ever faced, and threatens to worsen
as time continues. A solution must be found, and the universities
will, undoubtedly, play fundamental roles in creating viable
prototypes through both research and information dissemination.
Foreseeing this, the Mechanical Engineering Department of the
University of Miami established, early in 1974, the Clean Energy
Research Institute (CERI) to act as the focal point of energy-
related activities in the University and to contribute to the
search for solutions to this important and growing world problem.
CERI's goals are: to conduct research and to generate
research proposals to investigate energy and environmental
problems; to organize seminars, workshops, short-courses, symposia
and conferences using researchers within and without the
University; to assemble, compile, publish and disseminate
information related to every aspect of energy and environmental
problems; and to cooperate with other organs of the University,
other academic institutions, government and private organizations
in connection with the above mentioned activities.
The Institute is directed by its Founding Director, T. Nejat
Veziroglu, with the assistance of a twelve-member Scientific
Council composed of internationally known researchers in the energy
field. In addition, the Institute has more than 150 Fellows who
are actively involved in energy-related problems and who hail from
the various colleges, schools and departments of the University of
Miami, as well as from some other universities and research
organizations. The Scientific Council and the Fellows of the
Institute are listed in this publication.

Since its establishment, the activities of the Institute have
grown rapidly. It has conducted several interdisciplinary research
projects into clean forms of energy, organized many national and
international conferences, symposia, workshops and short-courses in
Miami and around the world, and attracted a large number of
visiting scientists from many countries. The Institute is also
attracting a growing number of scientists on sabbatical leave.
Through its dedicated and high quality work, the Clean Energy
Research Institute has established an enviable reputation, and its
activities have spread around the globe.

THE BEGINNING OF A NEW AGE IN TECHNOLOGICAL ADVANCEMENT!
Much research, such as new energy sources, is done in universities around
the world, but many new ideas and developments are lost due to no ability
to proceed past discovery into a well organized commercialization process.

In August 1983 a petition was submitted to the Honorable John Paul
Hammerschmit requesting assistance about a serious polution problem in
N/W Arkansas. A large Hog Farm owned by the then University of Arkansas
Football coach Lou Holtz and Basketball Coach Eddie Sutton managed by
Tysons Inc was spreading liquid Hog Litter adjacent to the White River.

Today, 5 October 1992, Bill Clinton and Al Gore are in Florida
talking about the horrible environmental record of the Republican
administration. Meanwhile, here in Northwest Arkansas the Litter Trucks
are out in full force polluting the White River, which in turn flows
into Beaver Lake, the major water source for this area.

Service Supervisor, Compliance Branch. It is hoped that you will
be able to work with Mr. Jones and other Department officials to
resolve this problem satisfactorily.

Dear Congressman Hammerschmidt:
This correspondence is in reply to your letter of August 16, 1983, concerning
a complaint from citizens living near Durham in Washington County, Arkansas.
The citizens were complaining about the odor from hog litter which is being
applied on two farms in that area.
The owners of the hog farms are Mr. Holtz and Mr. Sutton, as the complainants
stated, and the farms are being managed by the Tyson Company of Springdale,
Arkansas. Both farms are permitted by this Department and the permits allow
the farms to spread their waste on land owned by Mr. Marley and Mr. Homesly.
We have forwarded copies of the complaint and the complete permits to our
area field inspector in Fayetteville, Arkansas and instructed him to per-
form an inspection of the area where the hog waste is being applied to
determine if proper land application procedures are being followed. We
will inform your office as soon as we receive the results of our inspector's
investigation.

Dear John Paul:
Thank you for your letter of August 16, 1983, regarding problems your
constituents are having over a certain hog operation in Washington
County.
We must point out that this Agency does not have a loan with the
hog operation and, therefore, we have no interest or jurisdiction
over the operation.
We do know that the Arkansas Water and Air Control Act Number 472 of
1949, as amended, required that a State permit be issued for liquid
waste disposal in connection with any size farming operation. The
permit is not required for solid waste. In addition to the State
permit, a permit is required from the Federal Environmental Protection
Agency (EPA) if the hog operation has more than 2,500 hogs over 55
pounds.
If any additional information is needed, please advise.

WWIII IS AND WAS AS CLOSE AS THE AMERICAN BALLOT BOX
If Dukakis had been elected four years ago, as President,
Dukakis may have put into effect the Jesse Jackson foreign policy
of "no first use" of nuclear weapons. That disastrous policy could
have signaled a green light for the Soviets to roll across western
Europe in a massive non-nuclear attack starting a non-nuclear World
War III. The small conventional NATO forces would have been swept
off western Europe in 30 days, so some estimates go. European
military and civilian casualties could have been millions.
The Soviet leaders, knowing of their deteriorating economy,
Russian unrest, and possible eminent fall of communism, may have
chosen a last gasp war to save their government by taking Europe.
For 45 years, the American and NATO nuclear shield with the prudent
"first use" policy had maintained the cold war peace in Europe.
Such a frightening performance by Dukakis, leading to a hundred
thousand Americans coming home in body bags, would have only been
par for similar disasters of all Democratic Presidents elected in
the Twentieth Century for more than one term. Thank God for Bush
over these last four years who maintained a powerful and growing
nuclear shield until the Soviet state began its collapse. Yet Bush
was just like all 52 years of Republican Commander-in-Chiefs.
The only significant measure of a President's foreign policy
success or failure is the body bag count for wars a commander-in
chief leads America into. The 40 years of Democratic Presidents'
foreign policy blunders led us into the four major wars bringing
home 633,000 body bags. For example, Roosevelt sat on his duff as
Germany violated World War I treaties by making war machines and by
taking Czechoslovakia. Seven years of this created World War II.
In great contrast, Bush kicked Iraq out of Kuwait and will
continue to enforce (with cruise missiles or stealth fighters as
needed) the Gulf treaties. It is clear by Clinton's wimpy lack of
support for defending Kuwait, that Clinton would never have had the
leadership to guide the free world to stand against Iraq as Bush
did. Clinton's result would have been Iraq taking Kuwait, Saudi
Arabia, Syria, Iran, and then surrounding Israel and threatening
America with nuclear weapons in an Armageddon. If you like war and
body bags, you'll love a Democrat as Commander-in-Chief! Clinton
is not better than Wilson, Roosevelt, Truman, Kennedy, and Johnson,
and Clinton's foreign policy would have the same disastrous result.
Republican foreign policy over 52 years in this century has
brought back an overall total of only 2000 body bags. This
includes Panama, Grenada, Libya, Gulf, Iran-gate, Iraq-gate, Iran
Contra and all. You can bring up the smoke-screens, mirrors, and
the meaningless distractions of "who knew what and when," but the
bottom line of a successful foreign policy is a small body bag
count. This relative peace is the great success and the gift to
America from Bush and all Republicans. This is why after 12
Republican years, war is not number one on the minds of Americans.

After greetings and good wishes, I wish to congratulate
you for the outstanding role you have played in bringing about
world peace and for emerging as, perhaps, one of the greatest
Secretary of State the United States has been privileged to
have in all of its history.
You have been confronted with some extremely difficult assign-
ments and missions during your tenure as Secretary of State and
the world has witnessed with comfort and security how you have
handled such major and near catastrophic problems with great con-
fidence and supreme diplomacy.
You have yet another major task on hand with directing the reelect-
ion campaign for President George Bush and I wish you well in that
most difficult endeavour.
I have taken the liberty with your indulgence to send you a copy
of a letter I have sent to the President. Perhaps, my suggestion
for the establishment of a Civilian Conservation, Evacuation and
Emergency Corps may, at first blush, sound as a panacea to all
ailments and even elementary thinking, but then isn't that what
the mass public is all about?
I will leave that question to decipher to you and the President.
It solved many problems for President Roosevelt when he created
the Civilian Conservation Corps back in the 30's.
I wish you every success and good health now and in the future
when I hope America shall have the good fortune to have such an
able and highly respected person as you in the Presidency.

After greetings and sincere best wishes, I ask your indulgence
in my writing again on a matter which I brushed through in my recent
letter to you and which may be a suggestion that becomes even more
vital in view of the repeating natural disasters occuring in America.
In my last letter I respectfully suggested the possibility of address-
ing the problems associated with young people in America not having a
goal in life and perhaps turning to crime and drugs as a solution. It
was just this great problem that I suggested the possible need to
create a Civilian Conservation, Evacuation & Emergency Corps, not only
to prepare such disenfranchised young people a wholesome start in pre-
paring for a law-abiding and constructive life, but also to perform
useful services for the country when natural disasters occur and to
engage in programs such as road-building and repairing, reforestation,
battling forest fires etc. while learning trades to pursue.
Obviously, as you have shown in the recent Florida hurricane, the mili-
tary has played a vital role in assisting the unfortunate victims of
that disaster, but then the military has a limited role it can play by
law in the civilian sector. Such a corps as suggested herein, may in
the future become a necessary body to be on ready call as these natural
disasters, including earthquakes, occur.
Apart from such emergency services that it may be called upon to under-
take, It would seem to me that it would give civilians a more secure
feeling that its government is thinking more about their future welfare
than say that of foreign interests beyond their borders alone.
You, Sir, have become a President who cares and a bold move even at this
time during a Presideential campaign could not be interpreted as being
just a new campaign twist. Such a civilian corps at this time addresses
many urgent needs in America, particularly during a period of economic
strife - it balances the serious costs associated with battling the
drug and crime problem, but more importantly, it gives a dramatic boost
to those young people who seem to feel that no one cares about where
their lives are heading. Unlike aid to overseas problems the money
spent is for Americans and it recirculates in America where such an

important endeavour is bound to contribute to the economy in a very effec-
tive manner as, indeed, emotionally and spiritually.
The creation of such a civilian corps cannot possibly be considered to be
a political move to win an election, because there is, indeed, a serious
need for a bold, dynamic and aggressive effort to solve the problems of
the inner cities and to put thousands of young Americans to work in many
areas of infrastructural need, emergency services, and literally hundreds of
other areas of civilian life that is taxing heavily on the role of the
state and federal agencies.
I believe that the time has come to make a sweeping, bold move on the Ameri-
can scene that will provide thousands of jobs, give Americans a stronger
secure sense that their Government truly cares about their safety and future
and that it is taking one of the boldest moves ever to restructure young
lives and to give families that extra surge of assurrance that their streets
will become safer because the Government is taking aimless young people off
the streets to lead more useful lives and thus better citizens.
Perhaps, what I suggest here may sound idealistic, but somehow like millions
of people around the world who feel secure with you, Sir, as a world leader,
we would like very much to see you hold the Presidential chair longer. And
while the suggestion I make may appear too liberal in concept, I truly be-
lieve that in the long run it has inherent in its structure and purpose a
highly conservative approach to solving many problems, perhaps, ultimately
at less cost and dramatically constructive.
I rest my case with a small voice in the vast wilderness of a difficult
world rife with discontent, and virtual hopelessness, over-populated and
deeply concerned with economic and environmental problems.
I wish you well Mr.President; your task is unenviable and yet millions of
people depend on you daily. God Bless you AND KEEP YOU HEALTHY AND STRONG.

head and shoulders above all of the
rest is the fact that Bill Clinton is a
draft dodger. I served in the Army
during the Korean War and I have a
son who is currently into his 12th year
in the service. I was drafted. I was not
in favor of the war, and I did not
know anyone that was. However, the
thought of avoiding the draft never
entered my mind.
Should Clinton be elected, he would
not only be the president, but he
would be the commander-in-chief of
our armed forces as well. As far as I
know, this would be the first time a
draft dodger would be telling our hon-
est and brave men and women of the
armed services what to do. Question
- what if we had a national emergen-
cy requiring the draft to be reinstitut-
ed in order to meet the emergency and
50 percent of those eligible did not
want to go? What would commander-
in-chief Clinton say to them? Most of
the other issues would soon be re-
solved regardless of who sits in the
Oval Office, but the stench of having a
draft dodger as commander-in-chief
would last forever.
