for Medicare reimbursement.
How on earth will physicians be able to take care of their
patients once the targetted amount has been expended? As you

Dear Sir:
I'm writing to you to express my concern and opposition to
the B2 Stealth bomber program.
My first objection is to the astronomical cost of the program
and the price of five hundred million dollars per bomber is
absolutely ridiculous. This money could be put to much better
purpose in other areas of the budget. I also oppose the project
on the basis that in my opinion, this weapon system is
destabilizing and would actually seem to increase the chances
of nuclear war.

Dear John:
Recently President Bush announced before the Busi-
ness Roundtable his intentions to appoint an Education
Advisory Committee to offer him counsel on "the newest
and best ideas for reforming the education system.
"
This is one of the most important problems facing
our country today. I personally am involved in pro-
viding scholarships over the past several years for the
Archdiocese of Washington parochial schools and two
universities as well.
However, I wish to recommend a man of high integ-
rity and outstanding ability for this Advisory Committee
- James P. Gallagher, President of Philadelphia College
of Textiles and Science. Jim Gallagher has a PhD in
in education from Catholic University. For three years
he was Commissioner of Higher Education in the Common-
wealth of Pennsylvania. As Commissioner, he had
administrative responsibility for the State University
system - 14 colleges and universities with over 58,000
students enrolled and an annual budget of $500 million.
In 1983, he wrote the Civil Rights Plan for the
Pennsylvania State schools which was accepted by the
Federal Department of Education, a remarkable
achievement.
Jim Gallagher is a man who has a combination of
practical "hands-on" experience with the vision and

understanding of how to get practical education programs operat-
ing successfully. He was appointed by Governor Thornburgh who
I am sure will recommend him.
Jim worked with me in the Bush campaign on educational
issues including both public and private school programs. I am
sure that Jim would make a valuable contribution to the Advisory
Committeee. He is a strong supporter of President Bush and
performed surrogate tasks during the election campaign.
Your serious consideration of this highly qualified Bush
advocate would be most appreciated.

Craig Zieba is a parishioner in my parish. He is a 23-year old (A) student
at the University of Connecticut, who was born a quadrapalegic. His mother recently
approached me through a good friend who knows of our friendship to ask if her son
could obtain your autograph and that of President Bush. The young man's hobby is
collecting autographs of well known personages. He has the authentic signatures of
the past few presidents and a number of ballplayers. I suspect now that George Bush
is President, he may be equally proud of being Yale's first baseman on two NCAA teams.
That would make him the only person who could qualify in both of Craig's collection

Dear Governor:
Our fall Council for National Policy meeting will be held at The
Mark Hopkins InterContinental Hotel in San Francisco, California on
September 22-23, 1989.
Since 1926, The Mark Hopkins has occupied the prestigious location
where one of San Francisco's most glorious mansions once stood. Its
location provides easy access to San Francisco's financial, theater and
shopping districts. You can walk to Chinatown or catch a cable car and
ride down to Fisherman's Wharf, Ghirardelli Square or the Embarcadero.
On. Thursday evening before the meeting begins, we are offering a
tour of Napa Valley and will be visiting the Gloria Ferrer Vineyard
for a reception and dinner. Buses will leave The Mark at 5:00 p.m.
and return at 10:30 p.m. The cost of the tour and dinner is $163.00
per person ($135.00 + tax and gratuity). If you will participate in
the excursion, please send a check made payable to the Council no later
than Friday, August 18. We must have at least 30 people pre-register
to conduct the tour.
The conference begins on Friday, September 22 at 12:45 p.m. and
concludes following Saturday dinner at about 10:00 p.m. I have enclosed
important information on meeting registration, transportation, the tour
of Napa Valley, and hotel accommodations and reservations to assist you
with your travel arrangements.
As always, your guests are welcome. Please submit the name,
address, phone number and biography to the Council office no later
than Monday, August 14th. The deadline is firm. You will be notified
of final approval. The guest registration fee is $500.00 per guest and
$100.00 for an attending spouse. You will be billed when your guest
accepts our invitation.

Dear John:
In connection with the President's decision on a new
steel program, I want to bring to your attention the enclosed
Report by the General Accounting Office (GAO) released today by
Senator Pete Wilson, at whose request it was conducted, together
with Senator Wilson's press release.
The GAO Report strongly supports the conclusion that
extension of the steel quotas is not needed for the domestic
steel industry, but that it would continue to do harm to American
steel using manufacturers.
More specifically, the GAO concludes:
The primary cause of the loss of sales by the U.S.
integrated steel producers in the late 70's and early
80's was not increased imports, but decline, both long
term and cyclical, in domestic consumption of steel.
The industry has returned to normal levels of
profitability and has recovered strongly.
Expiration of the quotas could effect the market for
individual steel products, but it would likely have
little immediate effect on the steel market as a whole.
Should the steel industry need protection from injury
caused by subsidized or dumped imports, remedies are
available under existing unfair trade laws.

The most likely cause of the import surge in the early
80s was not unfair trade, but the rise in the value of a
dollar against other currencies in conjunction with the
recovery in U.S. steel consumption resulting from
general economic recovery.
Net indirect steel imports (i.e. goods containing steel)
are not reduced by the steel import quotas; in fact, the
quotas increase such imports. By making steel more
expensive and difficult to obtain in the United States,
trade restrictions put domestic steel consuming
industries at a competitive disadvantage relative to
their foreign counterparts.
The overall picture painted by the GAO Report indicates
that the health of the U.S. steel industry largely is a function
of macroeconomic factors rather than unfair imports, as asserted
by the steel industry. The GAO Report strongly reinforces the
position of steel users that a phase-out of steel quotas is
feasible and appropriate.

Dear Mr. Sununu:
I understand that the Administration is in the process of
reaching a decision on a critical vacancy, Chairman of the
Securities and Exchange Commission. While the Investment Company
Institute, which is the national association of the mutual fund
industry, does not as a matter of policy issue endorsements for
appointment to public office, I would personally urge most
strongly the appointment of Richard Breeden to this vacancy.
I first met Mr. Breeden in 1983 when he served as Deputy
Counsel to Vice President Bush and as the principal staff member
on the Vice President's Task Group on Regulation of Financial
Services. My organization submitted extensive suggestions to the
Task Group, and Mr. Breeden dealt with the issues raised by the
mutual fund industry in a fair and highly professional manner.
While we have not agreed with all of the positions Mr. Breeden
has taken, we have continued to be impressed by his open minded
and even handed approach to problems. I have spoken with a
number of individuals in the mutual fund industry who have dealt
with Mr. Breeden. They universally believe him to be a man of
high intelligence, knowledge and maturity.
Mr. Breeden's experience as both a private practitioner in
the securities area and as an official in two Administrations
provides him with a unique background to serve as Chairman of the
Securities and Exchange Commission. I believe that he would
serve the country and the Administration well and loyally were he
to be appointed to this most important position.

you speak at the joint banquet at the Winter Meeting of the American
Nuclear Society and our 1989 Nuclear Energy Forum on Tuesday,
November 28, in San Francisco. I am enclosing the earlier invitation letters
that Bert Wolfe and I sent to you and President Bush on June 5. We have
now gotten the enclosed letter from Mr. Joseph W. Hagin II indicating that
the President cannot accept our invitation. We had hoped that there might
be some chance to have the President speak at our banquet if he were
intending to be in California around that time. However, since he can't
make it, we certainly hope that you might be able to do it.
When we spoke after the memorial service for Mark Harroff, you mentioned
that you might not know whether you could do it until Labor Day. That's
o.k. with us. But we hope you will not mind if we indicate in our program
that we have invited you to address this joint ANS and industry banquet.
As we discussed, I believe it would be important for your presentation to
cover the the major goals of the President and his Administration with emphasis
on energy issues. We certainly don't expect your talk to be a nuclear
talk but hope that you would include the Administration's intentions, views
and policy on nuclear energy as part of the total energy picture.

My whole scientific career, spanning two decades, has been committed to magnetic
fusion research. During this entire period I have never witnessed the level of turmoil
and the aura of impending crisis now characterizing the US fusion program. This serious
situation has developed only over the last year or so, and has culminated in two events:
(1) DOE Director of Energy Research, Robert O. Hunter, Jr., has asked Congress to cut
$50 million from the President's FY1990 magnetic fusion budget. This money would
then be used to initiate a civilian krypton-fluoride laser fusion project, a project which
has had virtually no discussion or review within the magnetic or inertial confinement
scientific communities.
(2) As a consequence, the House Appropriations Committee, sensing a perceived lack of
support and enthusiasm for magnetic fusion has cut $68.8 million from the President's
$349 million request. Impacted by this reduction is the CIT project, the future flagship
of the US fusion program.
I am writing to strongly protest these actions. In my opinion they are based on perhaps
well intentioned, but nevertheless misguided views of the role of fusion, the progress in
fusion, and the proper scientific path to achieve fusion energy.
The role of fusion remains unchanged. Commercial electric power plants based on
the fusion reaction would satisfy the worlds energy needs for as far into the future as
one can imagine. Such plants would be environmentally safe, particularly with regard to
hazardous waste production and disposal, and utilize a fuel that is inexpensive, virtually
inexhaustable and easily extractable from the ocean. They would make no contribution to
acid rain, the greenhouse effect or other air pollutants. A fusion reactor would, however,
be a technologically complex facility. Whether or not such a facility can be engineered
for a reasonable economic cost and have high reliability, maintainability and availability is
unclear at present. The resolution of these issues is a primary motivation for the US Gov-
ernment to support a fusion research program with both a strong physics and engineering
base.
The progress in fusion research since the inception of the program has been truly
remarkable. Overall performance has been increased by an astounding factor of ten thou-
sand. Current experiments are factors of only two or three away in terms of performance
and temperature from those required in an ignited reactor. In spite of the remaining sci-
entific uncertainties, there is little reason to doubt that net fusion energy will be produced
if the program funding continues at a reasonable rate.
In my opinion the proper path to fusion requires the construction of an alpha particle
heated plasma experiment such as CIT, to be built and completed as soon as possible. De-
lays, in order to more fully understand the problem of plasma confinement, while seeming
logical in the abstract, actually can have a large negative impact on the overall program;
to wit, the projected budget cuts and the already visible decline in morale. The difficulty
is the insistence by some that CIT be a risk free demonstration device, demonstrating
what we already know, instead of a physics and engineering experiment whose goal it is to
learn what we don't know. Furthermore, I, like many scientists, believe that the additional
research carried out during a several year delay of CIT has only a very small possibility of
accurately providing the information required to design a "risk free" experiment.
The fusion program, in view of its enormous potential gains to society, should be
part of an environmentally sound national energy program. Many view the projected
budget cuts as the beginning of the dismantling of the fusion program. The losses in terms
of skilled, dedicated scientists and existing and new experimental facilities may well be
devastating. For the sake of the country's future energy needs and security, I urge you
to support a strong and stable fusion program as part of a national energy policy. Please
devote your efforts towards restoring these ill conceived budget cuts.

I am told that Paul MacAvoy's name has been put on the
short list for Chairman of the SEC. This letter is to tell you
what I know about Paul, which will make clear why I support him
for Chairman.
Chronologically, I first met Paul when he was an economist
at Yale and came to Washington to advise a committee which I chaired
on energy. His commitment to the market system, and his intelligent
recommendations for applying that to the then distorted energy
economy of this country, were both practical and helpful. (It
says something about the Nixon Administration that we readily took
the advice of a man who had mistakenly signed an ad for McGovern.)
Since that time I have continued to stay in touch with,
and discuss with, Paul our national economic problems. He continues
to be a particularly insightful proponent of the kind of economic
solutions that you and I espouse.
Several years ago Paul became the Chairman of the Simon
Business School at the University of Rochester. This is a school
whose philosophy is based on "entrepreneurship". At his and Bill
Simon's request I became a member of the Simon School's Board.
As such I have watched Paul run that institution with considerable
skill.
From the above you will see why I think Paul would make
a fine Chairman of the SEC. If I can be of any further help in

Dear John:
I appreciate the opportunity to set forth for the
President and you the key considerations which U.S. steel users
hope the President will take into account as he decides on
future steel policy in the coming days.
For the past several months, we have been working with
a large and growing group of American steel using manufacturers
which, for the first time in roughly 20 years of various forms
of protection for the steel industry, have come together in
1989 to assert the interests of steel consumers. The Coalition
of American Steel Using Manufacturers includes over 300
companies and associations representing manufacturers of farm
equipment, trucks, construction equipment, auto parts,
hardware, appliances, food equipment, industrial equipment,
machine parts, and many other steel-intensive products. I am
attaching a list of members.
Steel accounts for 20% or more of the total production
costs for many of these industries, which are among the largest
exporting industries in the United States. At at various
points over the period of the current steel VRAs, these
companies have experienced serious steel shortages and severe
price increases which have increased their costs and undermined
their competitiveness in this market and abroad. From 1986 to
1988, for example, U.S. steel prices rose 15% and prices for
some steel products increased 30-40% and more. Even worse,
steel shortages during periods of the VRAs have disrupted their
manufacturing operations, slowed modernization efforts, and
resulted in lost sales to foreign competitors. A recent report
of the U.S. International Trade Commission (ITC) found that the
VRA program has cost U.S. manufacturers between $4.1 and $12.3

billion in lost sales, including $1.7 billion in lost exports.
The consequences of this for the overall U.S. economy are
serious; steel-using industries like machinery, transportation
equipment and metal manufacturers employ 5.5 million workers,
compared to 170-210,00 in steel.
These are the problems that American manufacturers
have experienced over the past five years, but the real issue
before the President is what is the best steel policy for
America for the 1990s. The steel industry today is
profitable. It is operating at near capacity. By its own
acknowledgment, it is cost competitive with steel industries
around the world. It simply is not the injured industry it was
in 1984. What is troubling, however, is that U.S. steel prices
are rising while the prices that Japanese and German steel
producers are charging their domestic customers who compete
with U.S. manufacturers are steady or falling. The danger from
continuing the steel VRAs in their present form is that American
manufacturers who compete in global markets once again will be
forced to pay far more for their steel than foreign
manufacturers with whom they compete, as has been the case for
most of the past 20 years.
These concerns have led 21 Senators and most of the
House Republican leadership to write the President calling for
a new steel policy for America that eliminates the burden of
VRAs on American manufacturers. They recognize the commitment
of the President in favor of some form of extension of the
VRAS. But there also appears to be broad recognition on the
Hill, even among many sponsors of VRA extension legislation,
that a new balance must be struck between the legitimate
concerns of the steel companies for an end to foreign unfair
practices in steel trade and the essential need of American
manufacturers for readily available and competitively priced
steel.
Unlike the steel companies, the steel users have
proposed a compromise. It would have the following elements:
1. Announce a date certain (no more than 2 years) on
which steel quotas will end and U.S. trade laws will
be enforced. As long as foreign producers have an
exemption from U.S. unfair trade laws and a guaranteed
share of the U.S. market, as they do under the current
system, there is no real incentive for them to come to
grips with subsidies and other trade distorting
practices in their steel industries. Knowing that
they will lose that exemption on a date certain is
critical to successful negotiations.

2.
Launch serious international negotiations, as
indicated in the President's letter to Senator
Heinz, to eliminate trade distorting government
policies on steel. Setting a deadline for
termination of the VRAs is the predicate for
serious international negotiations to diminish
government subsidies and other practices which
distort steel trade. Countries with strong
records as fair steel traders could be dropped
from the VRA system immediately, or as they sign
on to a new discipline for freer steel trade.
3.
Phase-out the quotas over the duration of the
negotiating period with increasing quota levels
over that period. The most important feature of
a new VRA system is that it should be designed to
phase-out over the term of the VRAs. Quota
levels should increase immediately and increase
further over time thereby introducing greater
competition in the U.S. market. By building an
automatic increase in quota levels into a new
system, the U.S. government will insure that its
decision this year constitutes more than simply
another extension of a de facto permanent steel
industry protection program.
4.
Administratively change the VRA program to create
greater flexibility. There are a number of steps
that can be taken which would add greater
flexibility to the program during the phase-out
period. It should be understood, however, that
changes in short supply procedures alone are not
adequate to meet the needs of many steel users,
particularly smaller manufacturers who often have
no more than 4 weeks total from request for bid
to delivery and cannot afford to come to
Washington for their steel.
The steel users are convinced that a compromise along
these lines would have broad support in Congress, including
among many Senators and Congressmen who believe that some VRA
extension is appropriate but who also recognize that a new
program must be designed to enhance the overall competitiveness
of the American economy in the 1990s.

Finally, while the steel users recognize that the
Administration needs to maintain some flexibility as it enters
negotiations with our trading partners, at the same time we
hope that there is enough clarity to the framework set forth by
the President so that Members of Congress, and steel users
across the United States, can rally behind the President's
program and successfully resist any effort in the Congress to
impose a more restrictive steel policy on the Administration.

forth the concerns and thoughts of American steel users as the
Administration shapes this critical decision. If there is any

General Edward Rowny, U.S. Army, a distinguished
Army officer who has been assigned to Arms Control

Dear Governor Sununu:
Then Vice President, George Bush, in his November 18, 1986 letter (enclosed) indicated that an
independent quasi-judicial appeals board for the Environmental Protection Agency might be
appropriate. Enclosed is my letter to him explaining the concept and how it has worked in the State
of Washington.
The Administration's new proposals for the environment should include such a body to resolve
the politically and scientifically complex issues inherent in solving these problems. Enclosed is
other material to acquaint you with my background including a proposal to Exxon concerning the
Valdez oil spill.
In any event I am still interested in joining the administration even though I have found interim
employment as the Deputy Director for Operations of the Martin Luther King Center. This is a
nonprofit corporation formed in 1969 and is the largest provider of emergency shelter, transitional
housing and support services for the homeless in Tacoma and Pierce County. Enclosed is the
annual report which I just completed for them. The extent of the homeless problem is much
broader than normally thought and so being given the opportunity to help these people is a
rewarding experience.
The administration's consideration of this proposal is appreciated.

This is to invite you to a luncheon reception in Room B-340 of the
Rayburn House Office Building at noon on Wednesday, June 14, 1989, for Dr.
Israel Shahak, Chairman of Israel's Human and Civil Rights League and, until
this year, a Professor of Chemistry at the Hebrew University in Jerusalem.
Dr. Shahak, a Warsaw-born Holocaust survivor who was liberated from
the Bergen-Belson extermination camp by American troops in 1945, has lived
in Israel since its creation in 1948. He is an articulate observer of Israeli
society whose monthly "Translations from the Hebrew Press" provide the most
illuminating reading on contemporary Israel available in English.
In Washington, Dr. Shahak will also be a guest at the National Press
Club's "Newsmaker" breakfast and at a luncheon in his honor at the National
Cathedral hosted by Canon Michael Hamilton. He will speak to Washington,
D.C. clergy and peace activists on Israel's response to the Palestinian
intifada at 7:30 p.m. Friday, June 16, at the New York Avenue Presbyterian
Church.

candid observations concerning both Israel and the Palestinians of great value

Dear Mr. Sununu:
Recently I was at an antique book store and
found this enclosed book on the second meeting
of the Governors in 1910.
I thought that you would be interested in
having it since I've read in the past about your
involvements with these functions.
Another interesting thing thay I found out
was that President Franklin Pierce from New
Hampshire was the one who gave the Resolute ship
to Queen Victoria which in turn she had the
timbers made into a desk for President Rutherford
B. Hayes. It is the Resolute desk which has since
been used by all of the Presidents.
Yesterday I recieved a book from the White
House regarding all of the gifts sent to President
Reagan during his 8 years in office, and on page
52 at the bottom is the description of the engra-
ving that I sent with Queen Victoria on deck.
In my rare book collection I have a Harper's
yearly magazine of 1865 with many engravings full
page and half page of the last year of President
Lincoln's life.
I would like to give this to President Bush
and yourself for the White House collection and
also visit the White House with my wife. Both of
us have never been there.
