Dear Mr. Card:
As President of the world's largest producer of fresh
fruits and vegetables, I am keenly interested in the
legislation now making its way through Congress regarding the
safety of our food supply. The Administrations's Food Safety
Plan as well as legislation sponsored by the leadership of the
House Agriculture Committee contain proposals which are
essential in protecting the health of all our citizens.
In particular, I encourage your support of legislation
which would rationalize EPA's ability to remove potentially
hazardous pesticides from the market and enhance its authority
to regulate pesticide chemicals in a more orderly fashion.
Moreover, such legislation should provide for a uniform
"negligible risk" standard for pesticide residues posing no
threat to public health.
Finally, I urge your support of "uniform tolerances for
pesticide residues. Under current law, states may set
tolerances for residues in foods which are lower than those
established by EPA. Not only has this been a source of
concern to the food industry, but a real source of confusion
among consumers. In addition, inconsistent tolerances could
have an adverse effect on the ability of the United States to
participate in international trade of raw agricultural
commodities and processed foods.
In the interest of providing the American consumer with
a safe and inexpensive food supply, I strongly encourage your
support of these proposals.

I hope this letter finds you and your family happy and
healthy.
I am writing to follow-up on a request made by Mark Aldrich,
New Hampshire Chief of Staff to U.S. Senator Gordon Humphrey, to
be considered for an appointment to the Bush Administration.
Specifically, Mark would like to actively pursue the position of
International Trade Specialist, for the International Trade
Administration, in Orlando, Florida.
Mark is unquestionably one of the top, if not the top,
government relations person, working for a member of Congress, in
the State of New Hampshire. Knowing that the Bush Administration
is trying to place qualified people in responsible positions
throughout government, I can think of no finer person to fill one
of those positions than Mark Aldrich.
It is my understaning that Governor Sununu has already been
contacted regarding this matter. Understanding that you are very
busy, I would appreciate anything you could do to advance his
credentials to the appropriate decision-makers.
On a personal note, as you may know, my candidate, Tex
Lezar, was unfortunate in his bid for Attorney General. Although
the campaign did not turn up roses, Tex clearly made an imprint
on the debate and will definetely be a leader in the future for
Texas. At this time, my plans are to stay with Tex and work out
future political options.

There are two candidates under consideration for the U.S.
Attorney position in New Jersey, Peter Sudler and Michael
Chertoff. Sudler has the backing of the vast majority of the New
Jersey political structure. Chertoff is backed by Congressman
Matt Rinaldo. Congressman Rinaldo's main reason for backing
Chertoff is due to the fact that Chertoff's father is the Rabbi
at the largest congregation in Rinaldo's district. Politically,
this seems to be an easy pick in Sudler's favor.

Dear Mr. Card:
I wish to thank you once again for taking the time to meet with me to
address the issue of Puerto Ricans in the Voice of America. It is
reassuring to know that there are true friends of Puerto Rico in the
White House.
As I suggested during our meeting of Tuesday March the 20th, certain
measures are needed in order to eliminate the discrimination against
Puerto Ricans and to correct the hiring process at the Voice of America.
Although an investigation is warranted, it will not produce positive
results at this time, since it might unleash reprisals and stir up further
animosity against Puerto Ricans. Therefore, I dare to suggest the
following:
A Puerto Rican should be hired to an influential position in
the Voice of America to have a positive impact on the
recruitment, examination and employment of Puerto Rican
applicants to the Spanish Branch.
Qualified Americans should be given a higher priority in the
recruitment process over foreign nationals. A foreign national
should only be hired after it has been proven that no qualified
American applicants exist. Should a qualified American
applicant be failed by the Spanish branch examiners, a non-
biased independent examiner(s) should be called upon to
review and verify the results. Such applicant will be refused
employment in the event that the independent examiner(s)
concur with the examination results.
In order to provide a better coverage of Puerto Rican issues
that are in the United States' national interest, a Puerto Rican
should be recruited by the English division where the news
items and features are originated for use by the entire house.
This person should be given the responsibility of coordinating
the coverage of political events in Puerto Rico, interviews, the
plebiscite, accomplishments by Puerto Ricans in the mainland,
etc..
Short of an investigation which would futher aggravate the situation,
the above-mentioned suggestions represent the optimum solution to
the problem. Now that the political map of the world is being redrawn,
the United States will be engaged in low-intensity conflicts mainly
against drugs and terrorism. It is in the interest of the United States to
have a deeper appreciation and understanding of the socio-political
dimensions of Latin America. Puerto Rico, the 5 1st state, should be
given more attention in the official U.S. media for it represents a
potential bridge to Latin America.
My belief in the Bush administration's commitment to Puerto Rico has
lead me to you. I wish to offer my services to the administration to
achieve these objectives. Don't hesitate to call on me if the need arises.
I wish to thank you in advance for your involvement in our cause.

union.

I understand that Steve Kelmar, former administrative
assistant for Representative Sherwood Boehlert (R-NY), is a
candidate for Assistant Secretary for Legislation at the
Department of Health and Human Services. The Assistant
Secretary represents the Administration's positions to
Congress on health issues, including abortion.
For your information, the Congressman for whom Mr.
Kelmar worked is a pro-abortion activist. Representative
Boehlert has a solid pro-abortion voting record; he was a
co-signer of a friend of the court brief against the Webster
case; and, he is a cosponsor of the "Freedom of Choice Act.
It is possible, of course, that Mr. Kelmar's views on
abortion are opposite that of Congressman Boehlert. But it
is highly unlikely.
In addition, Jim Ricciuti, a staffer for Senator
Packwood, is a candidate for one of the four deputy slots
under Kelmar.
Because of the nature of these positions, those of us
who share the President's view on the sanctity of life are
very concerned. I urge that these positions be filled with
persons who both personally and officially support the
President's position.

Dr. de Planque currently serves as Director of the Environmental Measurements
Laboratory (EML). From 1982-1987 she held the position of Deputy Director. Prior to that
appointment, Dr. de Planque was a Physicist with the Radiation Physics Division, a position
held since she joined the Laboratory in 1967.
As Director, Dr. de Planque is responsible for the guidance, direction and management of
the programs, activities, budget, and administrative functions of the Laboratory. EML, a
direct descendant of the Manhattan Project, is a Federal research and development facility
funded primarily through the Department of Energy's Office of Energy Research. EML
conducts environmental research concerning pollutants associated with energy
technologies and related national security activities, principally for the purpose of providing
the scientific information required to determine the consequent effects on human health
and the environment. The Laboratory staff is composed mainly of physicists. chemists and
engineers, many of whom are acknowledged international experts in their fields. EML is
particularly renowned for its long-standing global radiation fallout programs as well as
research on radiation dosimetry, radon and radiation problems associated with nuclear
facilities and weapons testing.
Over the years, Dr. de Planque's research efforts centered around experimental and
theoretical investigations involving the application of the basic physics of radiation
interactions with matter to problems of radiation protection. Her areas of specialty include
solid state dosimetry. radiation transport and shielding, environmental radiation, nuclear
facilities monitoring and problems of reactor and personnel dosimetry. Her work in
thermoluminescence dosimetry. especially related to environmental radiation studies and
nuclear power plant monitoring, has established EML as one of the world's leading
authorities in this field. Dr. de Planque's activities also included extensive participation in
standards management and development both nationally and internationally. Dr.
de Planque has published over 65 scientific journal articles, proceedings and reports,
presently serves on the editorial board of the 'Radiation Protection Dosimetry' journal, has
been on the scientific advisory and editorial committees of the series of International
Conferences on Solid State Dosimetry, and has given numerous scientific lectures both in
the U.S. and abroad.
Her professional activities include active membership in the Health Physics Society and
the American Nuclear Society (ANS) of which she is a Fellow. In addition to serving in
numerous other positions in the American Nuclear Society, Dr. de Planque just recently
completed a term as President. A not-for-profit scientific and educational organization,
ANS has a membership of over 16,000 engineers, scientists, educators and managers
dedicated to the advancement of nuclear science and technology. With members from over
40 countries, ANS has 51 U.S. and nine overseas local sections, 18 technical divisions and
55 student branches.
Dr. de Planque received an A.B. Degree in mathematics from Immaculata College in

Responsible for the guidance, direction, and management of the
program activities, budget, personnel, and administrative functions of
the Laboratory, a federal research facility funded primarily through
DOE's Office of Energy Research. A direct descendant of the
Manhattan Project, EML conducts environmental research concerning
pollutants associated with energy technologies and related national
security activities, principally for the purpose of providing the scientific
information required to determine the consequent effects on human
health and the environment. The Laboratory staff is composed mainly
of physicists, chemists, and engineers, many of whom are
acknowledged as international experts in their fields. EML is
particularly renowned for its long-standing global radiation fallout

As mentioned in my letter to you of November 15, 1988, I am willing to serve
President Bush in some capacity. Although I continue to serve as Director of
the Bureau of Justice Assistance (BJA), it is my understanding that general
instructions from your office suggest that positions like mine will be filled
by new personnel soon.
Although I concur that The President has full authority to vacate a position
such as mine at any time, I believe that I can be of particular value to him
and the country on substance abuse control by remaining in my present
position.
It is my belief that I have served Attorney General Thornburgh well in this
position through work with him and his staff, including Dick Weatherbee and
Barry Stern. It is also my understanding that a positive view of my
performance at BJA is held by persons such as Senator Alfonse D'Amato,
Senator Dennis DeConcini, Congressman Bill McCollum and Congressman LaMar
Smith.
In addition, I have demonstrated my effectiveness to the various
constituencies served by BJA, including Governor Bob Martinez of Florida and
Chairman A1 Blumstein of the Pennsylvania Commission on Crime and Delinquency.
Finally, I have also demonstrated my loyalty and capacity over a long period
to serve President Bush through work with such persons as Phillip D. Brady,
Andrew H. Card, Craig L. Fuller and Peter B. Teeley. It would be a privilege
to continue my service to President Bush in this Administration.
