IRENE DARZENTA Gs 1140 11/2 (grade level)
Dear John:
This letter is written in response to a situation brought to me
by a close friend and colleague at Tufts about his daughter.
Irene Darzenta is a graduate of Tufts and Fletcher School with
Masters. She has since graduation from Fletcher been in the Department
of Commerce. She is a top graduate of both schools her present
position being: Trade Analyst in the Office of Investigations, Import
Administration of the International Trade Administration in Washington,
Dept. of Commerce.
Irene is vying for a position as Import Compliance Specialist
(GS-1801-11). This position is in Boston.
As a personal note I have known her since childhood and of course
the family as friends and her father as a colleague in the Dental School.
She is a brilliant student who worked exquisitely hard in both schools
for high honors. She is a pleasant person and is a loyal Administration
worker whose background, intelligence and demeanor make her a person
of whom the USA canbe proud. She has worked in Japan with accolades
from her supervisors. She is fluent in Greek and French with an
easy capacity to pick up languages.
She is applying to: Mr. Frank O'Connor

The Honorable John Sununu
Chief of Staff to the
President of the United States
The White House
Washington, D. C. 20500
Dear John,
On November 28, 1989 our mutual good friend Woodrow W. Woody will be
celebrating his 82nd birthday and his 50 years of continuous service as
G.M. 's Pontiac Dealership in Hamtramck, Michigan.
Woody is a young 82 year old person who puts in a full day's work every
day of the week as well as continuing doing many things for civic and chari-
table organizations. No one that I know is as active as he is and contributes
as much to so many worthy causes
Above all he is a person who loves his
wife Anne dearly, and they continue to do many things together.
He is an outstanding automobile dealer whom you can trust. He continual-
ly preaches morality and ethics and practices same as he relates to his sup-
pliers, employees, and customers. His strong love for America and the freedom
of his beloved Lebanon, the country of his heritage, and further speaks around
the country on those two subjects
America
and Lebanon and peace.
It is my hope that you can send a letter, proclamation or resolution or
whatever which can commemorate those two wonderful milestones
and 50 years of Entrepreneurship. For your information, I am enclosing birthday his
resume for your perusal.
I will be acting as master of ceremony at a small dinner in his honor
and hopefully you can send the aforementioned directly to me.
With thanks and warmest personal regards, and awaiting your response,
I am

Dear Governor Sununu,
Your continued support of the President's efforts to enact
governmentwide ethics law reform this year is urged as the
President reviews House leadership proposals over the next few
days.
Attached for your use is a summary of several critical
strategic issues that I have shared previously with members of
the President's bill management team.
In the apparent short timeframe for legislative
consideration this year, I consider the careful review, revision
and continued vigorous implementation of plans to address these
and other issues absolutely essential to our ultimate success.
Again, thanks for your continuing support.

DEPARTMENT
THE SECRETARY OF TRANSPORTATION
UNITED

WASHINGTON, D.C. 20590
STATES
OF
November 3, 1989
The Honorable John H. Sununu
Chief of Staff
The White House
Washington, DC 20500
Dear Governor Sununu:
During a visit to Detroit on October 16, I had extensive discussions with
U.S. automakers, such as Ford Chairman Donald Peterson and GM Chairman
Roger Smith, regarding federal regulation of the auto industry.
Conversations were pointed and consensus was solid that the automakers
clearly understand the Administration's priorities of clean air and other
environmental issues, safety, and fuel economy. They clearly want to find
meaningful ways to support the Administration's efforts and to participate
in resolving some of these issues.
As you know, the Department of Transportation and the Environmental
Protection Agency have issued, or are proposing, a large number of new
standards for the auto companies to meet. While each standard is
justifiable (and may be simple and inexpensive by itself), the result is
that, for the early and mid-1990s, we have given the industry a
significant engineering task to incorporate these changes into new
vehicles. These requirements are being imposed at a time when the
industry still faces a substantial challenge to enhance its
competitiveness with foreign manufacturers.
The enclosure provides a listing of the major regulatory hurdles under
active consideration or recently imposed on the industry. Note that the
between now and the mid-1990s. And this list leaves out potentially the
companies will have to meet a new regulatory requirement almost every year
most costly government regulation of all: any significant increase in car
and light truck fuel economy standards over present levels.
2
Perhaps the auto companies can successfully implement the requirements
that now exist and at the same time improve their competitiveness with
foreign producers. However, adding more requirements may result in the
auto companies facing regulatory overload. Further, I believe the Federal
Government's regulatory activities are largely uncoordinated: no one in
the Administration is looking at them as a whole, the combined cost to
both the industry and consumers is not being evaluated, and no one is
ensuring that the regulations as a totality are time phased in a
reasonable manner. The confluence of all these regulatory requirements
may mean substantial price increases for new cars with an attendant effect
on sales and the overall economy.
I believe it would be prudent for you and me to meet with the domestic
auto companies and the United Auto Workers to discuss the implications of
the regulatory initiatives likely to take effect in the 1990s. They are
anxious to meet with you and to have an opportunity to share with you the
impact of these new regulations. Discussion is particularly needed of
whether the industry can respond to the paramount needs to improve
automotive safety and the environment, and still respond to energy
conservation concerns by increasing the fuel economy of their vehicles.
If you agree, I will have the meeting scheduled.
& Samuel K. Skinner
Sincerely,
Enclosure

Dear John:
We just wanted to let you know that we are proud of the
stand President Bush took on vetoing the abortion bill.
It is not an easy political move, but not many of his
decisions are. We also support the FCC's actions
against indecent broadcasting. Our country needs to get
back to the values that it was founded on. We know that
you and the President share our feelings.
Again, keep up the good work.

Dear chief of stuff Sununu,
as a New Hampshire resident and a concerned citizen
of the United states, I am writing in hapes that
you may speak to President Bush in favor of
letting bill HR1231 pass. I am a bit disappointed
in the mannel that the Eastern Shike- Frank Lorenzo
problem has been handled by this administration.
l hear lately that Lorengo has Continental Planes
and crews plying Eastern tidet holders. of one buys
a ticket in Eastern firlines one expects to ply with
Eastern crews in Eastern planes. l am outraged to
think that this is currently allowed.
ln addition menopolies are being formed in cutain
markets which is the antithesis of "the essense of
deregulation". When I want to take my three
children to Atlanta to visit their grand paints,
l am having to reconsider on principle. There is me
airline out of Boshu that flies direct and the
new faces reflect!
1 would be so pleased if this administration
shows some sympathy for the average american, by
not retoing He 1231.

Dear Honorable Sununnu:
I just listened to a very pleasant and informative interview
with you by CBS news.
Chuck and I are of Lebanese ancestory, a heritage we are
very proud of. The older we are the more we realize the
importance of our heritage. We also realize this may be
ending because of a very unnecessary war in our parents
country. I visited Lebanon in 1955 and loved every minute
of my visit. We feel Lebanese Americans have made great
contributions to the United States, and we are proud of you
and others.
In the spring of each year our local Chamber of Commerce
members visit our Congressmen and Senators in Washington
(Sam Nunn, Richard Ray and Wyche Fowler). At this time
meetings are set up, briefings at the Pentagon or the State
Department to keep our members abreast of situations that
are affecting our country or our community. If your
schedule permits with our schedule, would you have time to
give us a short briefing or visit? Each year our group
increases, we expect between 28 - 40.
As of today our dates have not been set. It is usually late
April or early May. Should you consider a visit with us, I
will have our Executive Director send exact dates and times
of our visit.
Your consideration to this request will surely be the
highlight of any of the Washington trips.
Most sincerely,
Barbara

The Honorable John H. Sununu
Chief of Staff to the President

Dear Governor Sununu:
The Department of Defense will shortly be faced with the task
of naming a successor to Lieutenant General Herbert Temple as
Chief of the National Guard Bureau. General Temple has served in
this post with great distinction, leading the National Guard to
an exceptional level of readiness and combat capability.
First as Director of the Air National Guard, and more
recently as Vice Chief of the National Guard Bureau, Major
General John Conaway has played an integral role in the
accomplishments of the National Guard. I strongly endorse
General Conaway to be nominated and confirmed as the next Chief
of the National Guard. In my mind, there is no better qualified
individual to serve in this position.
General Conaway, as Director of the Air National Guard,
oversaw the dramatic modernization and expansion of that force.
Under his leadership, the Air Guard has taken on an expanded role
in supporting the military requirements of the nation, including
overseas commitments in Europe, the Pacific and Central America.
I firmly believe that the current trend towards constrained
defense spending shall result in an even greater reliance on the
reserve component. General Conaway's experience, intellect and
dedication to the goal of the total force uniquely qualify him
for this task. General Conaway would be an able and effective
spokesman for Administration policy on issues pertaining to the
National Guard.
I appreciate your consideration in this matter.
With best wishes,
Sincerely,
and
Ted Stevens

Dear John:
I am requesting the President's support for a major drug amendment which I will
offer to NASAs reauthorization (HR 1759) early next week.
The amendment will help address the problem of drug demand in the country.
As the President emphasized in his address to the nation, it is the drug users
in this country who keep the market going. We will never win the war unless we
win the battle against user demand. As the largest employer in the nation, the
federal government has a compelling interest in establishing reasonable
conditions of employment. Prohibiting drug use is one of them.
The amendment simply states: The Administrator shall require random drug
testing of officers and employees of NASA assigned to carry out any program
funded under this Act.
This amendment does not conflict with the national drug strategy. It augments
and complements the President's strategy.
As you know, I offered an identical amendment earlier this year to random test
State Department employees. The vote failed by only eight votes in the House
because it was opposed by the State Department. John, I fully intend to offer
several such amendments and I would greatly appreciate the President's support.
Jilly Member of Congress
Sincerely,

Dear Mr Sununu,
I had the great pleasure to make your acquaintance on the occasion of your
speach at the Kennedy School of Government, Harvard University, on 19 May,
where I was present in my capacity as an alumnus of that School.
With this letter I would like to keep you informed about next year's Annual
ment members.
Meeting of the World Economic Forum and about our invitations to US govern-
Among the numerous political leaders who will be at our gathering in Davos
(1-7 February) - which will take place at a crucial moment in world affairs -
we have the confirmation of: Deputy Prime Minister Cho of Korea, President
Conable, President Delors, Director-General Dunkel, President Iglesias,
Chancellor Kohl, Prime Minister Lee, President Menem, Prime Minister Nemeth,
President Salinas, Chancellor Vranitzky, etc.
We have also been informed by the Soviet Ambassador that the Soviet Union
will be represented at a very high level. We have thus invited either Prime
Minister Ryzhkov or Minister Shevardnadze to join the meeting.
We consider that an important US participation is particularly vital in two
the world:
Sessions of the 1990 Annual Meeting that will receive wide coverage around
-
The Session that makes the most economic news is the one on the outlook
for the 90s (taking place Friday morning 2 February). Because of the
economic weight of the USA, we strongly hope that either Secretary Brady,
Mr Darman or Dr Boskin can play the leading role in this discussion.
The Session that will define the new US-European relationship in view of
the repositioning of Europe, especially taking into account the latest de-

pation, and we feel that Secretary Baker would be ideally the right person
from the Cabinet to put forward the US message.

In addition, I would like to inform you that we shall put a special focus

Finally, I just remind you that we have extended an invitation to President

I remain at your disposal for any further information - there are very
many fascinating political, economic, business and scientific highlights
sure to occur at the 1990 meeting.
With kind regards,
Yours sincerely,

As in previous years, we will also have, during the weekend of 3 and 4
February, an Informal Gathering of political personalities present at the
symposium, to determine a priority agenda for 1990. Mr Danzansky has
participated in these discussions in the past and could provide you with
more information. In the meantime, I enclose a preliminary agenda.

time, I have discovered a world of opportunity that has far surpassed my
prior expectations. At Vassar College, there is an independent newspaper
run only by students, called The Vassar Spectator, for which I have started
to write. In our first issue this year, our editor interviewed Judge Robert
Bork. I have become quite enthusiastic about interviewing some of the
prominent people whom I have always wanted to meet. Now I am getting that
opportunity. I wrote to several people, and many have graciously consented
to be interviewed. It has been a privilege and an honor to interview those I
have met SO far. In October already, I have interviewed defense attorney
Barry Slotnick, Nobel Peace Prize laureate Elie Wiesel, Republican National
Committee chairman Lee Atwater, and Alaska Governor Steve Cowper. In
October's Rollong Stone Magazine, there was 8 very positive article on
outstanding college newspapers, which discussed The Spectator at length.
As you can see, / am very excited about The Vassar Spectator.
Vassar has a very politically-conscious student body, which is why I would
like to branch out and feature more interviews with people who have
actually helped mold American politics in their time. That is why I am
writing to you.
I would be honored if you would share your fulfilments with the Vassar
College community. We could discuss your conservative political and social
ideas, and issues of the day that you feel are important. If it would be
convenient for you, we might schedule an interview in New York, or we can
talk via the telephone. Or, if you would prefer, we could conduct an
interview through the mail, or I could travel down to Washington, D.C..
I eagerly await your reply. I may be contacted at the above address, or at
my telephone in my room: (914) 451-3208. If I am not in my room, then a
message can be left for me at my dormitory (Jewett House): (914) 437-
7017.
With appreciation in advance for your time and consideration, I am
Sincerely yours,

Dear John:
I am writing on behalf of Dr. Jan Pillai, a constituent
from Philadelphia, as a candidate for a position on the United
States Commission on Civil Rights. This letter supplements my
previous correspondence dated March 3, 1989, regarding Dr.
Pillai's interest in serving in the Administration.
As reflected in his curriculum vita, Dr. Pillai is a
Professor of Law at Temple University Law School, teaching
courses in Corporations and Business Association,
Administrative Law, Advanced Corporate Problems, Securities
Regulation, and Legal Problems of Small Businesses. Prior to
his academic experience, Dr. Pillai served as Director of the
Office of Regulatory Analysis in the Federal Energy Regulatory
Commission and as Executive Director of the Aviation Consumer
Action Project, a consumer advocacy organization.
In addition to his years of experience in law and
academia, Dr. Pillai has held the positions of National
Chairman of the Asian and Pacific American Civil Rights
Alliance and Honorary Chairman of the National Association of
Americans of Asian Descent.
I have enclosed a copy of an endorsement of Dr. Pillai by
the India Globe, as well as his curriculum vita. Please accord
Dr. Pillai's candidacy for the United States Civil Rights
Commission your full and personal consideration.
Thank you for your consideration of this matter.
My best.
Sincerely,
ala

Dear John:
Thanks for taking some time to meet with me. President Cossiga
had a very successful trip and invited me to return to Rome as
his guest and to be part of the official delegation on their
arrival in Rome.
We reimbursed him for the tickets so as not to violate
government policy. However I wanted you to know that as a
post-graduate course in the "John Sununu School of Diplomacy",
I should get extra credit since there has never been an
American ambassador invited to fly back with the President of
Italy, (let alone as his guest).
There was one other subject that I failed to mention and that
is "I am available for assignments of difficult attainment."
Use me.

The Honorable John H. Sununu
Chief of Staff
The White House
Washington, D.C. 20500
Dear Mr. Sununu:
The National Academy of Sciences has just published a report
dealing with the agricultural, food and environmental system.
The report recommends actions that are critical to successfully
address several key priorities of the Bush Administration.
The President has a stated commitment to several key issues
dealt with in this report: 1) making an investment in the
future well-being of the country through excellence in science
and education; 2) restoring and preserving the environment and
natural resources; 3) assuring the health and well-being of the
populace; and 4) maintaining and enhancing the competitiveness
of U.S. industry in the international marketplace.
In the case of agriculture, these several key issues are
intricately interrelated; solutions to these difficult and
expensive problems require a bold new approach that uses modern
science to create the answers that are needed. Technology must
be developed to provide more environmentally sound production
practices for agriculture; practices which will assure a safer
and more wholesome food supply. This new technology must not
only achieve these goals, but must, at the same time, make this
country's agriculture a great deal more internationally
competitive. This means new methods to reduce the introduction
of potentially harmful chemicals into the environment;
developing new and better food products which are safer and more
wholesome; producing products tailored to the demands of both
domestic and international consumers, and doing this with an
increased efficiency that drives production costs down to
competitive levels.
The Honorable John H. Sununu
October 26, 1989
Page Two
In many cases, other countries have a competitive advantage over
the U.S. in lower land costs and in less costly labor. In other
cases, our competition is making major new investments in the
development of technology for agriculture that will provide them
a leading edge, unless we also make appropriate new competitive
investments. The food and agriculture system in the U.S.
accounts for almost 20 percent of all jobs.
The National Academy's study calls for a bold research
initiative with new funding of $500 million per year, in a
balanced R&D effort that will take advantage of new scientific
opportunities, such as biotechnology and the use of computer
sciences. This new infusion of resources should be added to the
presently inadequate public investment in agricultural, environmental
and food sciences research with a focus on addressing the key
thrusts of this Administration.
The U.S. Department of Agriculture, even with the constraints of
the present budget reduction goals, will propose to add more
than $100 million of new money to its research programs in
FY 1991. While this signals the importance of the need and the
value of the answers, it falls short of what is really needed to
be responsive to the goals of this Administration.
I hope that you will review the National Academy's report and
approve the addition of other new funds to those proposed by
USDA to bring the initiative to the full funding of $500
million. I hope that this will appear as a Presidential
Initiative in next year's budget. If this is done, I believe
the Bush Administration will have taken a great and highly
visible step toward meeting vitally important national
needs--needs that are crucial, not only to a major U.S.
industry, but to every citizen whose well-being and quality of
life will be enhanced by the results.
Sincerely yours,
Rx SIL

Zionist Organization of America
Office of the President
October 23, 1989
The Honorable John Sununu
Chief of Staff
The White House
Washington, D.C. 20500
Dear Mr. Sununu:
On behalf of the officers and members of the Zionist Organization of America,
it gives me a great deal of pleasure to extend to you a most cordial invitation
to address the 87th National Convention of the Zionist Organization of America
which will open on Thursday evening, December 7, 1989 at 8:00 P.M. and will
conclude on Sunday evening, December 10, 1989 at the Fontainebleau Hotel, Miami
Beach, Florida.
It will be our distinct pleasure to have you grace our platform during this 4-day
period.
This Convention will celebrate the 92nd anniversary of the Zionist Organization of
America and will mark a milestone in our history as the oldest American Zionist
Organization.
As you know, the Zionist Organization of America since its inception has been in
the forefront of the Zionist movement which worked for the establishment and recog-
nition of the Jewish State. On the American scene, we continue our vital work of
building bridges of understanding between Israel and the United States, sister
democracies sharing similar traditions, goals and working towards the achievement
of peace in the Middle East and throughout the world.
We will also be inviting leaders of the United States Government, as well as the
State of Israel, and other dignitaries to participate in our program. Several
hundred ZOA delegates representing all areas of the United States will be in atten-
dance and an important cross section of the general community.
We value and appreciate your vital leadership on behalf of the American people and
we sincerely hope that you will give this invitation your serious consideration.
Your affirmative response will be met with appreciation by our entire organization.
With warmest regards.
Sincerely yours,
Milton

Dear John,
I want you to know how much I appreciate your coming to our
Council XVIII and giving such a super speech recently at our
Friday afternoon Briefing at the OEOB. It was great to have you
in person for our leaders to hear and meet. I know you could feel
the appreciation of our members. It is most reassuring to know
that we have you speaking up for conservatives in the hostile
environment known as Washington, D.C., especially on SDI and
pro-family issues.
I'm sorry I couldn't write you until now, but that's no
indication of any lack of enthusiasm or appreciation. The reason
this letter was delayed is that I had a hectic ten days of
speeches immediately following our Eagle Forum Leadership Council,
and this is the very first chance I've had to get to my word
processor. And I couldn't delegate thanking you to anyone else.
With best wishes for your continued success, and looking
forward to working with you on many issues of mutual concern to
the Bush Administration and the conservative cause,
Faithfully

Dear John:
I wanted to alert you to an upcoming public television event of mutual interest.
On October 31st WETA will screen a special segment of the Search for Common Ground
series entitled, "Search for Common Ground on National Energy Strategy". It will
air in the Washington area at 11:00 p.m. local time Tuesday, October 31.
The segment, which will be broadcast nationally in the coming months on PBS
stations, is an excellent overview of the consensus-building efforts the American
Energy Assurance Council is sponsoring. I hope you will have a chance to watch the
program. I look forward to hearing your reactions.
Sincerely yours,

Dear Gov. Sununu,
I wanted to thank you for your courtesy in receiving the
delegation from the American Sociey for Engineering Management on
Tuesday the 17th. We are certainly honored to have you as the
1989 recipient of the Engineer Manager of the Year Award. As the
Founding President it is a great pleasure for me to see the
society honoring a person of your stature.
On the plane coming home, I was wondering whether the
National Technological University, located in Fort Collins, CO
has come to your attention. NTU is an all video university
providing some 550 credit courses and many non-credit courses to
thousands of students per year by satellite. Twenty nine major
universities provide the courses to nearly 250 corporate and
government sites. There are actually eleven government sites at
this time.
I thought you might like to be aware of it, since the
customers are for the most part high-tech industry and government
agencies. The objective is to help improve America's
competitiveness through continuing education of her technical
people at the workplace. It offers six masters degree programs
and is considering two additional ones.
I am enclosing a copy of a recent UPLINK which lists the
non-credit course offerings from September through December. If
you would care to know any more details about it, let me know. I
have given several papers concerning its development and have
taught for 11 semesters on the network.
Sincerely,

Dear Mr. Sununu:
I have received the enclosed portfolio from Mr. Charles
S. Sanford, Environmental Engineer in the Division for
Construction and Loans of the Tennessee Department of Health
and Environment. Mr. Sanford, as a Professional Engineer in
Training, would like your professional evaluation of his
project entitled "Remote Sensing of Desertification at Lake
Chad, North Central Africa.'
I understand that Mr. Sanford is concerned about the
relationship between (1) independent research and development
for planning and design with bids and proposals and (2) the
international community's commercial use of outer space.
Mr. Sanford has used the Lake Chad drainage basin as a
regional example of his proposal. Through this example,
Mr. Sanford attempts to show that observation of the Earth by
remote sensing satellites can assist in finding possible
cost-effective alternatives for capital improvement programs
in water resource management.
I will appreciate your looking into the matters raised
by Mr. Sanford, being as helpful as possible to his requests.
I will further appreciate your providing me with a report on
the status of your evaluation and returning the original
documents for Mr. Sanford's records.
Thank you for your courtesy and assistance.

Dear Mr. Sununu:
I understand that President Bush is considering the appointment
of Dr. Eugene P. Trani, Vice President for Academic Affairs at the
University of Wisconsin, as a member of the Board of Foreign
Scholarships. I am writing to give my strongest support to his
nomination.
Professor Trani is a distinguished academic administrator and
historian, who will bring great strength to the Board of Foreign
Scholarships. During the past few years, I have worked with him
closely as a member of the board of the Council for International
Exchange of Scholars, an agency responsible for administering the
Fulbright Senior Scholars Program. Dr. Trani has a superb
knowledge of academic exchanges and a deep commitment to their
advancement. He understands the intricacies of these relationships
and particularly how they effect the United States' national
interests. In my judgment, the Board of Foreign Scholarships will
gain immeasurably by the appointment of Dr. Trani.

Dear Mr. Sununu:
I would like to invite you to attend a plenary session of
"Supporting America's Families--Implementation of the Family
Support Act, a national conference kicking-off implementation of
the Job Opportunities and Basic Skills Training (JOBS) program.
The session will be held from 9:00 a.m. to noon on November 8,
1989, at the Fairview Park Marriott Hotel in Falls Church,
Virginia.
Other Administration officials will join me in discussing how
working together through the JOBS program can bring the hope of
achieving self-sufficiency to America's families in need. Over
900 State welfare, employment and training, and adult/vocational
education staff are invited for this plenary session, which is
part of a four day orientation and training conference for key
State JOBS staff. This special session will point out the
important roles that not only Federal, State and tribal agencies,
but also business and community service organizations and
advocacy groups must play to ensure the success of JOBS.
Please have your staff contact us if there is a possibility that
you might be able to attend by calling the Conference
Coordinator's office at (202) 252-4782 or 252-4500.
Several States and American Native organizations have already
begun implementation of the JOBS program and our final
regulations have been published. The time is right to discuss
how we can work together to bring the benefits of the Family
Support Act to our nation's families. We hope you can join us.

Dear John:
Enjoyed the U.S. News report. But why did the editors
deem it necessary to bring in your heritage. They don't
act this way with other political leaders. Why you?
Does having Lebanese roots mean you can't act in America's
best interests in the Middle East???
Have a staff member drop a note to the editors.
Attached is an article you may find interesting.
As you know, I would welcome the opportunity to serve
on a reshaped Civil Rights Commission. Speak at the
Museum of Fine Arts in Boston next month -- a Jewish
film series but they 've asked me to focus on Arab portraits.
Do an extensive interview with "World Monitor" on November 10.
Happily all-too-active.
Hope all is well with you and yours.
Go gently -- time hurtles.
Kind regards,
Said

The Honorable John H. Sununu
Chief of Staff
The White House
1600 Pennsylvania Avenue, N.W.
Washington, D.C. 20500
Dear John:
Some time in the next week or two you should be hearing
from Chase Untermeyer about candidates for the non-Republican
seat on the FCC. When you do, I hope you will give serious
consideration to my law partner Stewart Baker. I've known
Stewart for more than ten years, and he is as serious and con-
servative as a non-Republican can be. Indeed, I have long
harbored hopes of persuading him that there is no future in being
a conservative Democrat.
You may know Stewart and his work from your days at
the head of the National Governor's Association. Stewart is
widely acknowledged to be the founder, initial fundraiser, and
godfather for the State and Local Legal Center, which has now
filed one hundred briefs on behalf of the National Governor's
Association and several other state and local government asso-
ciations. Stewart's work on that project was entirely pro bono,
and it grew out of a deep sense that groups such as the ACLU and
the NAACP Legal Defense and Education Fund were outlawyering
state and local governments in the Supreme Court. Stewart was
motivated to start the Center in large part because of his view
that the resulting judicial activism had simply gone too far.
Stewart's approach to this problem was typical of him -- careful,
professional, conservative, and highly effective.
Stewart has not represented most of the interest groups
that contend for favor from the FCC, so his communications back-
ground is limited. Most of his practice, however, has given him
a perspective that is vital for the FCC in today's world. As an
international trade lawyer, he has represented companies facing
the full force of strong and sophisticated Japanese competition.
The Honorable John H. Sununu
October 11, 1989
Page 2
He has negotiated on behalf of U.S. exporters with European
Commission bureaucrats seeking to restrict U.S. trade. He
understands the extraordinary importance that must be placed
on increasing U.S. companies' investment in tomorrow's tech-
nologies. And he understands the leverage that FCC regulatory
decisions may give us in trying to open telecommunications
markets abroad. As a nation, we can no longer afford to make
regulatory telecommunications decisions in a vacuum. Stewart's
perspective on the international consequences of FCC decisions
would be invaluable at the Commission.
Finally, let me just say a word about the politics of
this appointment. Rightly or wrongly, family groups and other
groups concerned with social issues have felt left out of the
FCC appointment process. They are an important part of the
Republican coalition. Embracing many of their issues, however,
could lose the President as many votes as it gains him. Not so.
at the FCC. Outside of Hollywood, there is almost no support for
a further degradation of standards on television, radio, and the
call-in telephone numbers. Stewart has the support of these
groups. It is surely good politics to accommodate them at the
FCC, and it is even better politics to be able to accommodate
them with a seat reserved for a Democrat or an independent. I
know that Stewart believes in this issue, but he has always been
a team player. He isn't interested in cheap shots, and he isn't
interested in grandstanding. He would serve the President well
in this post.
Sincerely,
Dick

By Sm NARA, Date 12/16/98
Dear Governor Sununu:
The Salvadoran Foundation for Economic and Social
Development (FUSADES), a private, non-profit and non-partisan
organization, is sending a high level private sector delegation
to Washington on October 16-19, 1989. FUSADES provides technical,
marketing and financial assistance to local and foreign investors
in areas such as trade, industry, small business development and
agricultural diversification. FUSADES is also an economic and
social research center and a promoter of social programs. Through
these activities, FUSADES seeks to improve the standard of living
of all salvadorans.
The purpose of the visit to Washington is three-fold:
1) to support the Caribbean Basin Initiative Enhancement
Legislation pending in the U.S. Congress;
2) to establish closer contact with key U.S. government
officials, international and private sector
organizations, and to identify new opportunities for
development and to further FUSADES own development efforts;
3) to express FUSADES' opinions about the democratic
process and the economic and social programs of the
recently elected government of El Salvador.
The FUSADES delegation would be honored to meet with you to
carry personal greetings from President Cristiani and to share
with you the objectives of FUSADES' visit. On their behalf, I
wish to request an appointment at your convenience during the
period of their stay.

The Honorable John H. Sununu
Chief of Staff
The White House
Washington, D.C. 20500
Dear Governor Sununu,
On behalf of the 350,000 members of Citizens Against
Government Waste, I am writing to express the need for Bush
Administration leadership on an important privatization
initiative, and a Grace Commission recommendation, which is the
subject of an upcoming decision by the Secretary of
Transportation.
In 1986, the Coast Guard began a trial contracting
program to allow private firms to perform the maintenance and
repair of buoys in non-critical waterways. This effort began
as a result of Grace Commission findings that the private
sector could perform these functions at significant cost
savings to the federal government. To date, the program has
been a great success.
We understand that the Coast Guard has requested that
Secretary of Transportation Skinner terminate this program.
The three companies now involved in buoy maintenance
have invested major resources in equipment and personnel. They
fully expect continued participation in the program. To
eliminate the private sector's involvement would also require a
costly redeployment of scarce Coast Guard resources which are
needed elsewhere for emergency rescues and drug interdiction.
We urge you to support continuation the federal
aids-to-navigation program. Such an action would demonstrate
to the American people the Administration's commitment to
deficit reduction and a more efficient government.
Thank you for your consideration.
Sincerely,
Tom Schatz

Dear John:
Thank you very much for speaking at our 25th Anniversary
Symposium and for your very well received message to
engineers. We enjoyed several very thoughtful presentations
during the day, but attendees I overheard were most delighted
with you remarks and those of George Shultz (copy enclosed).
The unedited transcript of your remarks is enclosed along
with a VHS tape covering your portion of the program. The
session was originally recorded on 3/4" tape, should you ever
have use for that size. We have already had several requests
for your remarks, including one from Technology Review. Our
plan is to include all presentations of the October 4
Symposium and three talks given at the October 3 Annual
Meeting in a special supplement of our quarterly magazine, The
Bridge, to be available in January. May we have your
agreement to give your unedited remarks to all who ask for
them, and to include your remarks, edited where appropriate,
in our magazine supplement?
It was good to see you on Wednesday, if only for a few
moments. It's interesting to follow the newspaper/TV accounts
of your activities, but don't worry, I don't believe much of
what I see or hear. I personally enjoyed your remarks and
hope you will keep pushing that theme. For 25 years in the
State Department I tried to bring practical, technically
realistic views to issues; there were some successes.

I hope we can offer you another opportunity to visit with
us. Perhaps an informal small group dinner and evening
discussion of global warming, if the group reflected substance
and balance, would be interesting and helpful? In any event,
you and your wife will receive an invitation to our February
20, 1990 black tie dinner and presentation of the Charles
Stark Draper Prize to Jack Kilby and Bob Noyce, co-inventors
of the integrated circuit. Each will receive a gold medal and
share the $350,000 award. As you know, we have invited
President Bush and very much hope he will join us. Our aim is
to have this Prize accepted as the engineering version of the
Nobel Prize.
Thank you again for being with us on October 4. All the
best to you and your family.
Sincerely,

Dear Governor Sununu:
I would like to invite you to visit my beautiful hometown of Fort
Lauderdale on Sunday, November 19, when I will kick off my Florida re-
election fundraising effort.
My event will be held from 4:00 until 7:00 PM on Sunday, and will
be held at the home of a friend and supporter, Mr. Wayne Huizenga.
Those in attendance will become contributors to my campaign for $500.
I expect the afternoon event to be well attended, the food and refresh-
ments to be delicious, the atmosphere upbeat and friendly, and the
weather to be wonderful!
It would be a very great privilege to have you attend as my special
guest of honor. Should your schedule permit, I would be happy for you
to spend the entire weekend in Fort Lauderdale for some rest and relaxa-
tion, and to help arrange any activities of interest for you and your
family.
Invitations will go out shortly. If you are able to respond within
the next week or two, it would be a great help to me. Please accept my
best wishes and I look forward to hearing from you.

Dear Mr. Sununu:
I want to bring to your attention an unpleasant and embarrassing
situation that occurred when I was trying to serve my constituents in
the Third District of Nebraska.
First, you refused to let me arrange a White House tour for a
large group from my congressional district, but then you allowed
Senator Kerrey to do SO. Here are the facts:
In February I received a constituent request from the Nebraska
Council of Extension Clubs for a special White House group tour. At
that time the number of people in the group was thirty-six and the
tour was to be scheduled for September.
The Extension Club contacted me again in August, this time to
notify me that their group had grown to ninety. Now, I know that the
White House will not take tour groups of more than fifty. Of course,
I then contacted your "Bo" in the White House tour office by phone on
August 18, 1989, and suggested splitting this large group and
scheduling them on two consecutive days. Bo replied that their policy
is not to split large groups due to the excessive number of requests
that they receive. Therefore, Bo would not be able to schedule a tour
for this group.
To my surprise, I then discovered on August 25, 1989, that Senator
Kerrey had been successful in scheduling this very same group for two
consecutive tours despite what the White House had said to my staff.
How could this happen? I hope that in the future the White House
will better coordinate its operations and save myself and others from
these potentially disastrous situations.
With best wishes I am,
Sincerely,
VIRGINIA SMITH

Dear John:
As you know, the Senate Finance Committee has reported a
complicated amendment dealing with coal industry retiree health
funding. This amendment may not be substantially altered under
reconciliation procedures but could be struck in whole or part.
Therefore it is critical that the Senate receive the
Administration's position prior to final passage or at the very
last to conference with the House.
No hearings have been held on this provision. We are
hearing substantial objections from numerous small and idependent
coal operators and need to better understand the true impact of
this legislation.

Dear Mr. Sununu:
I am pleased to present to you a copy of my new book, Techno-diplomacy:
US-Soviet Confrontations in Science and Technology. As you can see from the
book jacket, a number of prominent Americans generally support my analyses
concerning limitations on nuclear testing, cuts in strategic and conventional
forces, liberalization of trade and technology transfer policies, and
expansion of scientific cooperation. I hope that you and your colleagues also
find the discussions helpful as you prepare for the Bush-Gorbachev summit.
My general thesis is that we should be more forthcoming in supporting
Gorbachev's efforts to reform Soviet society. There need not be winners and
losers since appropriate policies will serve our interests as well. I am
particularly concerned that many of our policies and operational procedures
are mired in conceptions of the past when it is obvious to all that we must
develop and implement new policies which are appropriate for the 1990s.
Should you or your colleagues wish to discuss with me any of the topics
which I have addressed, I can be reached during the day on 202-334-2644 or in
the evening on 703-528-3392. At the same time, you should be aware that the
comments in the book are my personal views and not the views of the National
Research Council where I currently am employed.

THE MOUNT VERNON LADIES' ASSOCIATION
OF THE UNION
MOUNT vernon, VIRGINIA 22121
MRS. ROBERT CHANNING SEAMANS. JR.. REGENT
190 BRATTLE STREET
CAMBRIDGE. MASSACHUSETTS 02138
September 29, 1989
The Honorable John H. Sununu
Chief of Staff to the President
The White House
Washington, D.C. 20500
Dear Mr. Sununu:
Since 1858, Mount Vernon, the home and final resting place of
George Washington, has been preserved and maintained by the Mount Vernon
Ladies' Association. The driving force behind the creation of the Association
was Ann Pamela Cunningham. This remarkable woman from South Carolina, against
incredible odds, led a successful effort among the nation's women to save the
home of our first president for the American people. In the process she formed
the first private historic preservation and first women's patriotic
organization in the country.
August 1991 marks the 175th anniversary of Miss Cunningham's birth.
To honor this occasion, the Mount Vernon Ladies' Association has endorsed the
proposal that a commemorative stamp be printed by the U.S. Postal Service. To
this end, in 1985, a group of interested citizens from North Carolina and South
Carolina requested the Citizens' Stamp Advisory Committee to consider honoring
Miss Cunningham by issuance of an Ann Pamela Cunningham stamp. However, with
less than two years remaining until the anniversary, a stamp in her honor has
not been recommended by the Advisory Committee.
Therefore, in order to gain the approval of the Advisory Committee,
The Mount Vernon Ladies' Association is forming an Ann Pamela Cunningham
Commemorative Committee, composed of ~distinguished Americans who share our
interest in honoring this unique lady. We are inviting you to be on this
committee, and we are asking for your assistance in only two ways. First,
would you write a letter of support to the Citizens Stamp Advisory Committee?
And second, would you permit us to place your name on a special letterhead to
be used to enlist the support of other Americans throughout the country?
I have enclosed a brief biography of Miss Cunningham in case you are
not fully aware of her remarkable accomplishments. Her commitment to
preserving Mount Vernon carries on today among the 30 Ladies who serve as the
Regent and Vice Regents of the Mount Vernon Ladies' Association.
I trust you will consider this invitation carefully and participate in
this effort. Thank you for your kind consideration. I will look forward to
hearing from you. We need you.
Sincerely,
Eugenia M.Seamans
