Allan Bromley Assistant to the President for Science and Technology The White House Gentlemen: The Government Relations Board of the American Society of Mechanical Engineers is actively considering a proposal to renew our Office of Science and Technology Policy (OSTP) Fellow program, should this meet with your concurrence. In 1982 we placed Tom Pestorius as an ASME OSTP Fellow. Dr. Pestorius served under ASME sponsorship for a year, and then was continued directly by NSF/OSTP for an additional 2 years. This, obviously, was a successful relationship. Our current thinking is to recruit a small and very select group of candidates, under guidelines suitable to OSTP and ASME, for final selection by OSTP. We plan that this would be a cost-free service to the Government, and we now have seed money for the necessary support from our Washington staff. We believe that it is possible for ASME to find candidates with no industrial ties, if this is of concern to OSTP. Like many free market conservatives, I believe we should reform many of our country's farm policies--not only because they are costly for consumers and taxpayers, but because they hurt farmers themselves. Unfortunately, the opinions of farmers who are critical of farm programs are rarely heard. This event is designed to help correct that. It will be a public briefing for members of the press and representatives of trade associations, and it will feature four farmers who will discuss their views of farm programs. These farmers were interviewed by Karl Zinsmeister in a four-part series for Reason magazine, copies, of which I have enclosed. Although these farmers are quite typical, their views will surprise many who believe that farmers cannot survive without hefty checks from the Federal government. I believe that this is an important opportunity for conservatives to show that a free market farm policy is in the best interest of the individual American farmer. Once they are finalized, State and EPA are expected to announce the appointment of a Board of Trustees. Mr. Gene Megysey should be the first pick as a member of the Board of Trustees for the regional Environmental Center in Hungary. He's uniquely qualified. As the world now knows, the environmental problems in Eastern Europe are staggering. President Bush's initiative to establish a center in Budapest, Hungary to begin to address some of the region's environmental problems is clear evidence of America's determination to stand behind the peoples of Eastern Europe and the emerging democracies there. But guidance from men and women who have an intimate knowledge of Hungary and who have experience in the application of environmental laws and environmental regulations is essential. Without it, this center could hinder Hungary's movement toward a market-oriented economy, rather than help it to move in a smart, environmentally-sound fashion. Mr. Megysey's unique blend of experience would help insure the regional environmental center in Hungary meets President Bush's desire for a center that begins to help the people of Hungary and Eastern Europe to address their many environmental problems in an effective way. In fact, Gene is intimately acquainted with Hungary and with the administration of U.S. environmental law. He was born in Hungary in 1945 and came to America after the Soviets crushed the anti-Communist revolt in 1956. He speaks fluent Hungarian and fluent German. Not only is he a native-born Hungarian, Mr. Megysey also has studied and practiced environmental law for over 18 years. He studied law at the University of Denver in Colorado and able John H. Recently Andy Card received a letter from Gerald Abrams of Fresh Water Fish Co., in Boston, regarding a proposed federal fishery management plan to conserve Atlantic swordfish. Mr. Abrams also sent a copy of his testimony presented in opposition to that conservation plan. He is obviously asking the White House to intervene in opposition to this plan, too. I am writing to you 1. because I believe very strongly that the swordfish plan is absolutely necessary to the future of swordfishing in this country, and 2. because Mr. Abrams presents an extremely biased and misinformed version of the facts. While doing so he unfairly and inaccurately maligns a valuable and honest government administrator, Bill. Fox. First of all, his letter implies that "absolutely no one spoke in favor of the plan". I wasn't at the public hearing he attended, but I know that there is broad-based and strong support for the plan developed by the South Atlantic Fishery Management Council (the council with primary responsibility for swordfish management). especially among fisherman like myself who have seen this valuable and once thriving fishery reduced to what is clearly a dying fishery. No one will dispute that the but hard times are ahead either way, since if nothing la Cone our will be idled indefinitely. With the swordfish conservation plan there !s at least a chance that the fishery can be rebuilt to its former productivity. The need to severely limit fishing for swordfish is based on a stock assessment prepared by the National Marine Fisheries Service, an agency of the Department of Commerce. The assessment was reviewed by a panel composed of the most respected swordfish scientists from NMFS, the Regional Councils, state governments and academia. The panel was chaired by Dr. William Fox, recently designated Assistant Administrator for Fisheries in the National Oceanic and Atmospheric Administration. The review panel confirmed that swordfish stocks are in an "emergency situation" because of years of overfishing, and recommended a drastic reduction in harvest for five years to avoid a collapse in the fishery and to rebuild it. Times Mirror Magazines Finally, I'd like to respond to Mr. Abrams' attack on the motives of the new NOAA Assistant Administrator, Bill Fox, who is reportedly considering emergency action to protect swordfish. Dr. Fox is one of the most highly respected fisheries scientists in the world and his knowledge and fairness are unchallenged. If he acts, you can be sure it will be in the best interest of the resource, the US fishing industry, and the public, and he deserves the full support of the Administration. We need, at this juncture, to bring into fruition a model of these cities, and we feel quite strongly that it would be, indeed, most appropriate to have the initial model developed at the Pease Air Force Base site, when it becomes available within the next two to three years. Aside from satisfying the economic need it would create within the greater Portsmouth area, once the Military has divorced itself from the base, an even more important factor surfaced during our analytical considerations; we are aware of the administration's plans to begin withdrawing U.S. troops from both the European theater as well as from other regions, such as Korea. With the closing of several Military bases throughout the country, and the discharging of large segments of returning Military personnel, it became apparent that the marriage between using the Military bases to be closed, as the development sites for several of the model cities, and the relocation/re- structuring of the discharged personnel, would not only provide the socio-economic transitional channel to satisfy all of the above conditions but, more important, provide the paradigm to an even far-reaching program, for the betterment of our nation and it's people. In other words, Turkey continues to be strategically important not only geopolitically but also geo-economically. The entire Turkish business community and the population at large are deeply disappointed, however, with the re- appearance of the so-called "Armenian Genocide Resolution" before the U.S. Congress. We are disappointed because this draft resolution does injustice to the historically strong relationship between the United States and Turkey, and will certainly injure a nation of 55 million Turks who supported and fostered democratic institutions in pursuit of peace and political stability, while other nations in the Middle East were in political turmoil. This remarkable doctor led the way during World War II in establishing the field of rehabilitation medicine and gave up a lucrative practice in St. Louis to establish the Institute of Rehabilitation Medicine at New York University Medical Center in 1950. It is. now known as the Rusk Institute. Dr. Rusk was also the founder, president and chairman of the World Rehabilitation Fund which has carried out rehabilitation work around the world. He personally led missions to such countries as Israel, China, Vietnam, Egypt, Korea, and many throughout Latin America. Among other things, for many years he was medical editor of the New York Times. He was an adviser to nine presidents, from Roosevelt to Reagan, and held 26 honorary degrees. Howard Rusk had an immense following in Congress and I joined with a number of Members of Congress in nominating him for the Nobel Peace Prize. Unfortunately the peace prize has become more politicized in recent years and he didn't qualify as enough of a politician. The purpose of this letter is to encourage a note from George Bush to Howard Rusk's daughter, Martha Rusk Sutphen, as the family representative. Representatives Ed Madigan (R-IL) and Terry Bruce (D-IL) intend to offer an amendment to require nationally uniform food labels when the House Energy and Commerce Committee takes up Health Subcommittee Chairman Henry Waxman's food labeling bill this session. They seek for manufactured foods and fresh fruits and vegetables the same level of protection meat, poultry and egg products now enjoy. Congress and the Administration need to work together to ensure that the federal government remains the proper authority to regulate our nation's food commerce. As you know, that was the conclusion of your 1983 report on regulatory reform, and now in the face of inconsistent state standards for labels as well as pesticide levels, it is imperative that we protect consumers, farmers, manufacturers and retailers through uniform standards.
