Gentlemen:
The Government Relations Board of the American Society of Mechanical Engineers is actively
considering a proposal to renew our Office of Science and Technology Policy (OSTP) Fellow
program, should this meet with your concurrence. In 1982 we placed Tom Pestorius as an
ASME OSTP Fellow. Dr. Pestorius served under ASME sponsorship for a year, and then was
continued directly by NSF/OSTP for an additional 2 years. This, obviously, was a successful
relationship.
Our current thinking is to recruit a small and very select group of candidates, under guidelines
suitable to OSTP and ASME, for final selection by OSTP. We plan that this would be a cost-free
service to the Government, and we now have seed money for the necessary support from our
Washington staff. We believe that it is possible for ASME to find candidates with no industrial
ties, if this is of concern to OSTP. It may also be possible to find candidates with current
appropriate security clearances.

at the Republican State Committee of Pennsylvania's Spring Dinner
to be held on Thursday, April 26th a the Adams Mark Hotel,
Philadelphia, PA. Our evenings schedule would be for a reception

As the new Chairman of the Pennsylvania State Party (and as

Dear Governor Sununu,
I would like to invite you to participate in an event I am hosting with
the Reason Foundation.
Like many free market conservatives, I believe we should reform many of
our country's farm policies--not only because they are costly for consumers
and taxpayers, but because they hurt farmers themselves. Unfortunately, the
opinions of farmers who are critical of farm programs are rarely heard. This
event is designed to help correct that.
It will be a public briefing for members of the press and
representatives of trade associations, and it will feature four farmers who
will discuss their views of farm programs. These farmers were interviewed by
Karl Zinsmeister in a four-part series for Reason magazine, copies, of which I
have enclosed. Although these farmers are quite typical, their views will
surprise many who believe that farmers cannot survive without hefty checks
from the Federal government.
I believe that this is an important opportunity for conservatives to
show that a free market farm policy is in the best interest of the individual
American farmer.
The briefing will be at 10:00am, Wednesday, March 14 in room 2257 of the
Rayburn House Office Building. If you may attend, we would be delighted if
you could make some brief remarks. I look forward to hearing from you.

Dear John:
It has come to my attention that the Environmental
Protection Agency and the State Department are in the process
of finalizing the Charter and Operational Guidelines for the
regional Environmental Center in Budapest, Hungary. Once they
are finalized, State and EPA are expected to announce the
appointment of a Board of Trustees.
Mr. Gene Megysey should be the first pick as a member of
the Board of Trustees for the regional Environmental Center in
Hungary. He's uniquely qualified.
As the world now knows, the environmental problems in
Eastern Europe are staggering. President Bush's initiative to
establish a center in Budapest, Hungary to begin to address
some of the region's environmental problems is clear evidence
of America's determination to stand behind the peoples of
Eastern Europe and the emerging democracies there. But
guidance from men and women who have an intimate knowledge of
Hungary and who have experience in the application of
environmental laws and environmental regulations is essential.
Without it, this center could hinder Hungary's movement toward
a market-oriented economy, rather than help it to move in a
smart, environmentally-sound fashion.
Mr. Megysey's unique blend of experience would help
insure the regional environmental center in Hungary meets
President Bush's desire for a center that begins to help the
people of Hungary and Eastern Europe to address their many
environmental problems in an effective way. In fact, Gene is
intimately acquainted with Hungary and with the administration
of U.S. environmental law. He was born in Hungary in 1945 and
came to America after the Soviets crushed the anti-Communist
revolt in 1956. He speaks fluent Hungarian and fluent German.
Not only is he a native-born Hungarian, Mr. Megysey also
has studied and practiced environmental law for over 18 years.
He studied law at the University of Denver in Colorado and

received his doctor of laws degree in 1972. He has served as
an Assistant Attorney General for the state of Colorado, as an
Assistant Regional Counsel for the EPA in Region VIII, and
currently represents corporate and municipal clients in all
forms of their legal interactions with U.S. government
agencies on environmental matters. He has broad experience in
air quality, water quality, solid and hazardous waste,
pesticide regulation and NEPA compliance.

I would like to lend my support to Mr. Kenneth W. Peppard for appointment as a
member of the National Transportation Safety Board to fill the remainder of
Member Joseph T. Nall's term.
Member Nall tragically lost his life in an airplane crash in Caracas,
Venezuela on November 27. Fortunately, three other persons and Mr. Peppard
survived the crash with relatively minor injuries.
As member Nall's Special Assistant, Mr. Peppard worked closely with him for
over three years in his efforts to improve transportation safety in the United
States. He is intimately familiar with the Safety Board, senior staff,
regional directors, and investigators.
Having known Mr. Peppard for 30 years, I can attest that Mr. Peppard's
technical abilities and experience will make an important additional asset to
the Board, while helping to provide continuity to the work of the Safety
Board. His career has been devoted to transportation safety and
transportation safety improvements.

Each year since being elected to Congress, I have had the great
pleasure of sponsoring an intern program which I believe is very
special. One junior student from each of the high schools in (my
Congressional District in Houston is selected by their peers and
teachers to visit Washington for a week of in-depth study of the
operation of our federal government. This program has been
tremendously successful in its twentieth year existence --
primarily because our nation's leaders have demonstrated a
willingness to share their thoughts and insights with these young
high school representatives.
The purpose of my letter is to ask if you would be able to spend
a short time with these young men and women, at a time and place
convenient to you, during their upcoming trip to Washington.
There will be 27 students participating in this year's program,
and they will be here from March 19th - 23rd. I know that an op-
portunity to meet with you would mean a great deal to them. It
has been my hope that this exposure will help foster an under-
standing that our government is accessible -- and to make them
feel a greater sense of participation in our democratic process.

Please extend our congratulations to the President
and Secretary of State on a job well done in Eastern Europe
and vis-a-vis the Soviet Union.
I mail your way, once more, articles from the local press
which I believe the President, you, and your staff would enjoy
reading.
As might be expected, there is a great deal of concern
hereabouts and in Central Texas (Killeen and Austin) about
base closings. Personally, I believe the President is showing
tremendous leadership and fiscal conservatism in his efforts
to streamline the military. Naturally, people are anxious
about their jobs, whether in the military itself or the de-
fense industry. Without question, there needs to be a con-
certed federal/local strategy of transferring and perhaps
even relocating people in a compassionate manner.
In general, however, I believe the vast majority of
taxpayers realize the time is right to lessen the defense
budget.

I promised Tom and Daph I'd only bug you when it is imperative to our national
fisheries. There are two very important items below.
Recently Andy Card received a letter from Gerald Abrams of Fresh Water Fish
Co., in Boston, regarding a proposed federal fishery management plan to conserve
Atlantic swordfish. Mr. Abrams also sent a copy of his testimony presented in
opposition to that conservation plan. He is obviously asking the White House to
intervene in opposition to this plan, too. I am writing to you 1. because I believe
very strongly that the swordfish plan is absolutely necessary to the future of
swordfishing in this country, and 2. because Mr. Abrams presents an extremely biased
and misinformed version of the facts. While doing so he unfairly and inaccurately
maligns a valuable and honest government administrator, Bill. Fox.
First of all, his letter implies that "absolutely no one spoke in favor of the plan".
I wasn't at the public hearing he attended, but I know that there is broad-based and
strong support for the plan developed by the South Atlantic Fishery Management
Council (the council with primary responsibility for swordfish management). especially
among fisherman like myself who have seen this valuable and once thriving fishery
reduced to what is clearly a dying fishery.
No one will dispute that the
but hard times are ahead either way, since if nothing la Cone our
will be idled indefinitely. With the swordfish conservation plan there !s at least
a chance that the fishery can be rebuilt to its former productivity.
The need to severely limit fishing for swordfish is based on a stock assessment
prepared by the National Marine Fisheries Service, an agency of the Department
of Commerce. The assessment was reviewed by a panel composed of the most
respected swordfish scientists from NMFS, the Regional Councils, state governments
and academia. The panel was chaired by Dr. William Fox, recently designated
Assistant Administrator for Fisheries in the National Oceanic and Atmospheric
Administration. The review panel confirmed that swordfish stocks are in an
"emergency situation" because of years of overfishing, and recommended a drastic
reduction in harvest for five years to avoid a collapse in the fishery and to rebuild
it.

Finally, I'd like to respond to Mr. Abrams' attack on the motives of the new NOAA
Assistant Administrator, Bill Fox, who is reportedly considering emergency action
to protect swordfish. Dr. Fox is one of the most highly respected fisheries scientists
in the world and his knowledge and fairness are unchallenged. If he acts, you can
be sure it will be in the best interest of the resource, the US fishing industry, and
the public, and he deserves the full support of the Administration.
Thank you for taking the time to read through this John. I realize how many other
important issues you have to deal with and will only write when I feel it is crucial.

I trust you, Nancy and the rest of the Sununu clan had .1
wonderful holiday. (I fear it was less than that given the
state of Panama at the time.)
I write to you on two matters:
1) The Social Security situation.
2) A matter recently prosecuted by the EPA.
Let me start with the latter. I preface it with this
observation: As you know, the Soviet Union and East Block
countries have caved into two realities: the infiltration of
western "ways" (thanks to satellite TV), and the realization
that the BUREAUCRACY was about to strangle its people to
death. We'll, if the EPA is allowed to continue to set the
example of BUREAUCRACY in this country, then it won't be long
before people of this country rebel against their government,
too. The specific case that causes me to give flight to my
word processor is one that involves a hard working American
in Morristown, Pennsylvania. He was just convicted of
filling in a "government declared wetland" SO he could expand
his business. Mind you, John, this was on land that had been
an adhoc dump sight FOR 30 YEARS prior to this man's
purchasing the land. HE RECEIVED TWO YEARS IN PRISON AND A
$200,000 FINE. THIS IS UTTER INSANITY!!! I WOULD APPRECIATE
YOU PERSONALLY INVESTIGATING THIS MATTER. (It was on the CNN
newscast this evening.) CNN pointed out that an EQUIVALENT
Billion FINE FOR THE EXXON ALASKA SPILL WOULD HAVE BEEN $62
TWICE EXXON'S NET WORTH!!! John, I appeal to you
to intervene in this poor man's situation. If his conviction
under EPA'S FOOLISH REGULATIONS is allowed to stand, then I
can honestly say, I have lived to see the day when our great
country has gone to HELL!!!
On the second matter, Social Security, please know that as
much as I disagree with the President on opposing the
reduction of this "out-of-control" tax, I back you on this as
a matter of partisan loyalty. But believe me, I also support

all your efforts to curtail this federal spending. It is
getting to the point that I, as a New Hampshire businessman,
am ready to throw-in the towel. And, I'm SO ashamed of
Congress for robbing our children of their right to a

Dear Mr. Sunnunu:
Please accept our sincere congratulations on your continuing
achievements, and that your desired goals and successes will also continue. We
trust that, by now, you and your family have made a fruitful and successful
transition within the Washington area.
We are writing to you, at this time, to bring to your attention
a project that we have been fostering for several years regarding the design and
development of future cities of our nation. We need, at this juncture, to bring
into fruition a model of these cities, and we feel quite strongly that it would
be, indeed, most appropriate to have the initial model developed at the Pease Air
Force Base site, when it becomes available within the next two to three years.
Aside from satisfying the economic need it would create within
the greater Portsmouth area, once the Military has divorced itself from the base,
an even more important factor surfaced during our analytical considerations; we
are aware of the administration's plans to begin withdrawing U.S. troops from both
the European theater as well as from other regions, such as Korea.
With the closing of several Military bases throughout the
country, and the discharging of large segments of returning Military personnel,
it became apparent that the marriage between using the Military bases to be closed,
as the development sites for several of the model cities, and the relocation/re-
structuring of the discharged personnel, would not only provide the socio-economic
transitional channel to satisfy all of the above conditions but, more important,
provide the paradigm to an even far-reaching program, for the betterment of our
nation and it's people.
The continued development of the overall plan that we have
envisaged, evolved from an awareness that the solution for resolving our nation's
vast socio-economic problems lie not in "patching-up" a decayed philosophy that is
no longer effective but, rather, in implementing new, innovative programs that can
realize the following:
Elimination of all unemployment
The construction of 200 new city complexes
Reformation of our social security benefits and socialized medical programs
Reformation of energy and environmental concepts
Reformation and direction of Federal and State tax structures

Adequate education and job training for every American
Elimination of bussing to achieve racial balance
Reformation of our justice and correctional systems

commodities
Control of nuclear materials and their disposal

of the above programs would not only greatly enhance the office of the Presidency

as well as the people of each country and territory throughout the world!

Dear Mr. John Sununu,
We have been witnessing a period of unprecedented change in
the international political arena. It is possible to draw
parallels between current events and mid-nineteenth or early
twentieth centuries, but what is certain is that humanity has
moved towards the realization of its most valuable ideals,
freedom and free enterprise. Turkey has made considerable
sacrifices towards these ideals as a member of the North
Atlantic Treaty Organization, and is very much involved in
current efforts to integrate not only the countries of Eastern
Europe, but also the Soviet Union and its republics including
Azerbaijan, Georgia and the Ukraine, into the world economy.
In other words, Turkey continues to be strategically important
not only geopolitically but also geo-economically. Recent
events are important steps towards preserving peace in the
world, objectives of Turkish diplomacy which constitues one of
the principle. We are proud of our commitments in this regard,
and we are confident in our collaboration with the United
States of America and other members of the Western Alliance.
The entire Turkish business community and the population
at large are deeply disappointed, however, with the re-
appearance of the so-called "Armenian Genocide Resolution"
before the U.S. Congress. We are disappointed because this
draft resolution does injustice to the historically strong
relationship between the United States and Turkey, and will
certainly injure a nation of 55 million Turks who supported
and fostered democratic institutions in pursuit of peace and
political stability, while other nations in the Middle East
were in political turmoil.

It, is regrettable that this draft resolution, which accuses
Turkey, a country that has always adhered to the principle of
peace, with genocide, has been approved by the Senate
Judiciary Committee. It is clearly a misinterpretation of
Turkish history and it offends the world Jewish Community,
which was the subject of a true genocide not SO long ago.
We consider it unfortunate that the U.S. Congress may become
party to an act which will serve the short-term interests of
those who wish to damage Turkish-American relations. The
Congress would thereby be led into an area where facts should
be examined by competent historians. It should also be kept
in mind that the subject party is a nation which values her
principles very highly, and which is justifiably proud of
providing safehaven to people persecuted in their own
countries. Sixty-nine American scholars with specialized
knowledge of Turkish and Ottoman history have already called
upon the U.S. Congress not to pass this draft resolution. The
Turkish Government has recently opened the Ottoman archives to
enable an in-depth examination of Ottoman-Armenian relations
by competent authorities.
We, the Turkish Chapter of the Turkish-U.S. Business Council,
have always expressed our conviction that economic coopera-
tion, in the form of trade and investment, should prosper
independent of political developments; however, we feel that
the adoption of this draft resolution would counter our
efforts to improve trade and economic cooperation between the
two countries, and may risk damaging relations between the
United States of America and Turkey profoundly, and across a
broad spectrum.
We would hope that you, Mr. Sununu, will contribute to our
efforts for the prevalence of wisdom and common sense and the
passage of this draft resolution be prevented once again.

Dear Mr. Sununu:
I am writing to support a request by the Governor of the State
of Oregon for a disaster declaration by the Federal Emergency
Management Agency in Tillamook County, located in my
Congressional District.
As you may know, Tillamook County was severely damaged by winds
and flooding resulting from a recent coastal storm. The
Governor has determined that the county was impacted with such
severity and force that effective response is beyond the
capabilities of the county or the state. A preliminary damage
assessment put the loss to public facilities at nearly $2.5
million -- a major blow to a small, rural and moderate income
area such as Tillamook County. This figure does not include
the expected $1 million in damage to agricultural operations in
the county -- a major component of the local economy.
I fully support the Governor's request in light of the
extensive damage suffered by utilities, rail roads, port
districts, schools and roads in the county. Thank you for your
timely and favorable consideration of this disaster assistance
request.

My main purpose here is to thank you and Jackie again for your good
offices in my behalf. As you know, thanks in great part to your good
offices, I became Secretary Cavazos' Region II Representative (cover-
ing NY, NJ, PR, and the VI). While my previous academic consul ting
and New Jersey State Government experiences have helped me in my new
position, I am still going through a wonderul period of adjustment.
Also as predicted, I love my work and I am confident of my positive
contribution to the Administration in my new capacity. Please do not
hesitate to alert me if there is anything I can do for you, in order
to enhance the Administration's initiatives. Meanwhile, although I
am aware of your tight schedule, I would be most honored to be able
to' greet you in person --if briefly-- during one of my trips to DC.

The Mall's construction is progressing on schedule toward its August 1, 1990
opening and demand by prospective tenants to lease space exceeds our expectations.
The project's timely progress is due in no small measure to valuable guidance from
Commissioner Stickney and his staff.
Your interest in this project is a matter of special pride to Homart Development Co.

This autumn the field of rehabilitation medicine lost its pioneer,
Howard Rusk. This remarkable doctor led the way during World War II
in establishing the field of rehabilitation medicine and gave up a
lucrative practice in St. Louis to establish the Institute of
Rehabilitation Medicine at New York University Medical Center in 1950.
It is. now known as the Rusk Institute.
Dr. Rusk was also the founder, president and chairman of the World
Rehabilitation Fund which has carried out rehabilitation work around
the world. He personally led missions to such countries as Israel,
China, Vietnam, Egypt, Korea, and many throughout Latin America.
Among other things, for many years he was medical editor of the New
York Times. He was an adviser to nine presidents, from Roosevelt to
Reagan, and held 26 honorary degrees.
Howard Rusk had an immense following in Congress and I joined with a
number of Members of Congress in nominating him for the Nobel Peace
Prize. Unfortunately the peace prize has become more politicized in
recent years and he didn't qualify as enough of a politician.
The purpose of this letter is to encourage a note from George Bush to
Howard Rusk's daughter, Martha Rusk Sutphen, as the family representative.

I am pleased to write a letter of recommendation on behalf of Mr.
Andrew DeGall, M.Ed., J.D.
Professor DeGall has been a member of the faculty of Saint Mary's
College of California since 1965 in the School of Economics and
Business Administration. He was granted tenure in 1968 and the
rank of full professor in 1973. Having been reared in the
European tradition of higher education, Andrew has an extensive
knowledge in language, international finance, economics,
government, and law. He is also a man of exceptional refinement
and his interest in music, architecture and the other fine arts
is admirable. For several years he taught a special course in
"seamanship," which included over a week of practical experience
on the Caribbean. Reports from students have been exceptionally
positive.
His reputation of a man of integrity, grace and competence is
widespread both among his students and his colleagues.
Though he is seventy-seven, Dr. DeGall is vigorous, incisive,
concerned and enthusiastic.
He is overjoyed with the current turn of events in Eastern Europe
and is in full support of the Bush Administration policies. He
would like nothing more than to be of service to both the United
States and his native land of Hungary. He has been urged by his
fellow emigres to present himself as a candidate for ambassador
to Hungary. Considering Dr. DeGall's educational background, his
governmental experience abroad, his personal integrity, and his
exceptional command of language, I believe that he is an
excellent candidate and support him in his aspirations.

news is that the meeting is at the very end of the month,
February 28 and the morning of March 1. I enclose a list of the
members. They will be joined by an equal number of our own
scholars, people such as Edward Luttwak, Steve Sestanovich, Helen
Kitchen, Kent Calder, Walter Laqueur and Murray Weidenbaum.
We will take you when we can get you, during that day-and-a-
half. Ideally, we would prefer that you make some remarks at
dinner on the evening of the 28th, and join in a little exchange

We have entered the Cathedral's Forty-fifth year of service and
have begun to plan an anniversary service for Sunday, August 26,
1990 at 2:30 PM.
It is our hope we can celebrate this occasion with a service that
captures the simplicity and the reverence of the first service in
1945. The inclosed outline will suggest our expectations.
You head our "short list" of candidates being considered to offer
the patriotic address, as indicated on the inclosed Order of
Worship. Though your remarks may take any direction you see fit to
address, it may not be too inappropriate to suggest that in this
glen of Northern White Pines, some attention to President Bush's
budget allocation for one billion new trees, and to the seeds of
the Earth Corps which apparently have fallen on fertile soil in the
garden you till, would provide a springboard for a twenty minute
discourse.
Information about luncheon and afternoon Tea will be forthcoming.
I trust you and Nancy would allow sufficient time to be our guests
at both events, and look forward to hearing at your early
convenience whether this date falls into a time period when you
might be free to visit New Hampshire and would be interested in

Dear Governor Sununu:
We strongly support uniform regulation of our national food
supply that is a cornerstone of the food safety proposal that
you introduced last year. Representatives Ed Madigan (R-IL) and
Terry Bruce (D-IL) intend to offer an amendment to require
nationally uniform food labels when the House Energy and Commerce
Committee takes up Health Subcommittee Chairman Henry Waxman's
food labeling bill this session. They seek for manufactured
foods and fresh fruits and vegetables the same level of
protection meat, poultry and egg products now enjoy.
Congress and the Administration need to work together to ensure
that the federal government remains the proper authority to
regulate our nation's food commerce. As you know, that was the
conclusion of your 1983 report on regulatory reform, and now in
the face of inconsistent state standards for labels as well as
pesticide levels, it is imperative that we protect consumers,
farmers, manufacturers and retailers through uniform standards.
We respectfully ask that your Administration support this
important Republican initiative and work with us to pass
Representative Madigan's amendment.

The Associated General Contractors of America (AGC) thanks you for
intervening to modify the recently drafted Memorandum of Agreement (MOA)
between the Army Corps of Engineers and the Environmental Protection Agency on
implementation of the 404 permitting process. While AGC applauds the effort to
clarify the regulations and procedures for the 404 permitting process, AGC believes
that the original MOA went beyond clarification and made substantive changes in the
regulatory requirements. Thank you for recognizing that substantive changes to such
an important process should only be considered in compliance with the notice and
public comment requirements of the Administrative Procedures Act.
AGC applauds the Administration's efforts to address environmental concerns
with an eye towards maintaining and providing the basic infrastructure which ensures
the high quality of life our citizens desire. Should an attempt be made to implement
a national policy of "no net loss" of existing wetlands, AGC requests that you ensure
full public participation in the process.

As you know, the tragic and sudden death of National Transportation
Safety Board Member Joseph T. Nall has left the Board with a
vacancy that must be quickly filled. I would like to take this
opportunity to recommend that this vacancy be filled by Mr. Nall's
trusted and valued Special Assistant, Kenneth W. Peppard.
Mr. Peppard has over twenty years experience in the transportation
field. As I previously indicated, he served the last four years
as Special Assistant to Member Nall. Prior to that assignment, he
had extensive experience in the Federal Aviation Administration as
an air traffic controller, an automation/data systems specialist
and as a management intern. Ken Peppard possesses a commercial
pilot's license with instrument, multi-engine land and single-
engine sea ratings. He is also the former president and safety
officer of his flying club in Leesburg, Virginia.
