Dear Dr. Sununu:
I was recently made aware of the consideration of Mr. Herbert Fontecilla
for the Nuclear Regulatory Commission position currently held by
Commissioner Roberts.
I wish to express my support for Herb. I believe he has the technical
and regulatory experience to make a positive impact on the Commission.
Based on working with Herb over the past few years, I am convinced he
has excellent knowledge of operating plant concerns.
In particular, Herb can bring knowledge of the regulatory reactions to
the technical concerns that evolved during the 1970's. Many of the
regulatory programs that developed during the period Herb was employed
at the NRC are still affecting operating nuclear plants. Herb's insight
into both the technical and regulatory aspects of these programs is not
often found in our industry.
You may recall that I have lamented the disconnect I often perceived
between the problems and programs. I believe that Herb has the I
understanding and rationality to make the appropriate connections.
also believe that he will do this in the fair and unbiased manner
required of a Commissioner.
I am convinced that Herb's experience and abilities will help give the
commission a proper sense of direction and purpose that is vital to the
continuation of a nuclear power option.
I would appreciate any advice or assistance to help direct my
recommendation of Mr. Fontecilla to those involved in the selection
process.

I am writing to invite you to make informal remarks at a
luncheon for members of the James Madison National Council here at
the Library on April 24, 1990.
The Madison Council the first such national advisory
body in the Library's 190 year history--was formed in 1989 to
enlist private sector leaders in making the Library's vast
knowledge and information resources available to the nation.
Madison Council members, most of whom are prominent business
executives, make substantial financial contributions to the
Library's programs and are already making a difference in the
Library's ability to serve this country.
We will have a day-long series of events focused on high
technology issues, in which the Library has an important role to
play. Your academic background and White House perspective would
make you an ideal speaker on technology-related issues or on any
subject you might choose.
The luncheon will begin at 12:00 noon and end at
1:30 p.m. We would be pleased to adjust the timing to fit your
schedule, however.
The Madison Council is a group with extraordinary
potential for helping the Library of Congress. I know that the

Shirley Adamovich and I were just discussing our delight to learn that
President Bush submitted 5--year reauthorization legislation for the National
Endowment for the Arts calling for no restrictions on the content of
artistic work funded.
Given your support of the Council's work in New Hampshire, we expect you had
something to do with this and we both wanted to send along our thanks. I
think we all agree that more can be done to make the panel processes more
open to the public and to make the public aware of the many fine
contributions the NEA's $170 million have made all across the country. In
terms of return on the dollar I'm certain the NEA effects more people with
positive, high quality programing and cultural opportunity than almost any
other federal agency.
I commend you for standing up for the basic premise == which the NEA was
founded and supporting the concept of artistic freedom and diversity.

American Jewish community. Frankly, what is needed is for you and the people around you
to be seen as interested in Jews and Jewish concerns. Ultimately, this is more telling than
actual positions as this is an area in which good feelings and trust go further than substance.
I know that Ed Rogers is doing yeoman's work in drawing out the positive elements in
AIPAC. Here are some other suggestions:
1. Visits to Israel-- Even in time of strain, it is important for American Jews to feel
that the dispute is "in the family" so to speak, and that even if there is a
difference, there is a desire to keep close. You may know that Andy Card has
been invited to participate in a conference in Jerusalem. Subject to Counsel's
approval, I would urge that you allow him, and indeed, other top staff, to visit
Israel on private visits under appropriate auspices. It would explicitly show that
policy differences do not taint human contact.
2. Your own relations with the community-- You have done an excellent job over the
last year in reducing the fear of you (I mean that) in part because the Jewish
community's free-floating anxieties "floated" over to Secretary Baker. The wheel
is turning. It is important, therefore, that you personally evince positive interest
in Jewish communal concerns. With your permission, I would suggest these
things: (1) Enlarge the kinds of Jewish groups you meet with. (2) Attend a few
selected Jewish activities to show your interest in Jewish culture and ethnic
concerns. (3) Set up a few roundtables to bring in Middle East experts. I kid
you not when I tell you that Ambassador Newman is seen as the President's
Rasputin on Middle East affairs.
I would be happy to develop such activities and roundtables for you. With your
permission, I would like to schedule an appointment in May to pursue these matters further.

House Majority Leader Chris Paulson regarding a meeting
between state legislative leaders and Environmental
Protection Agency Administrator William Reilly about the
veto of the Two Forks water storage project.
As you can see, the issue has become extremely divisive.
Is there anything that can be done in terms of finding a
compromise to diffuse this issue? The leaders of the
Colorado General Assembly are wondering if there is a
possibility of conciliation before the EPA veto becomes
final.

Having observed with admiration your public service activities in
New Hampshire over the past decade, I know that you are a man that operates
on the principle that "the impossible just takes a little longer." The
pro-business attitude which you projected during your tenure as Governor
of New Hampshire and an opportunity for me to fulfill a long-held
"impossible" dream coalesced in 1988 with my acquisition of the former
Bryar Motorsport Park in Loudon. A substantial conversion effort is
culminating in the transformation of the Park into the New Hampshire
International Speedway. For your information, I am enclosing a brochure
and news clippings highlighting "the country's newest auto racing facility".
On Saturday and Sunday, July 14 and 15, 1990, New Hampshire International

A brief note to say hello and congrads on a job well done.
You continue to receive high marks from the public and
media. If I can get you to take up fly fishing, we'll set
up a photo op in some Montana stream and the environmental
boys will get into line! I don't know where you go with
the approval ratings you have - I suppose they got to
retreat a bit.
Here in the Granite State Bob Smith appears to be gaining
strength while Tom Christo, I've heard, is beginning to
have some money problems! If Bob can have a strong fund
raising dinner in May, he should be in an excellent
position to be successful.
Judd called Bill Bartletts bluff and while their personal
relationship is not the best, to let it spill over into
the political arena is bad form on both their parts. I
don't know where this will end up but I sure hope it does
not go to a nasty primary.
Bill Zeliff is working very hard. He's done a pretty good
job defining issues and addressing remedies as he sees
them. Doug's name recognition will be difficult to
overcome.
Nina and I are bringing the kids to Washington for their
first visit April 18-20 and Bonnie has been kind enough to
invite us to the White House mess for breakfast on the
20th. If your schedule allows, we'd love to stop by and
say hello!

I'm spending too many hours as a Bank Meridian Director
(an Amoskeag Bank) speaking with the O.C.C. If those
fellows are not slowed down, they' 11 drive New Hampshire
and New England into a tough situation.
We've spent some time with the Stabiles. John is working
hard-away from politics. Ginny has had some problems
which we're worried about, but hopefully medication will
allow them to be worked out.

Dear Governor:
Food labeling has been an issue of great debate and
interest in the House in the 101st Congress. In crafting
legislation to produce results both beneficial to consumers
and feasible for food manufacturers, my colleagues and I have
reached agreements on several important matters. However,
not all the concerns have been resolved.
A somewhat complicating factor has been the simultaneous
effort on the part of the Department of Health and Human
Services to exercise its discretion in developing food
labeling regulations. While I certainly support this effort
on the part of Secretary Sullivan, as well as most of his
proposals, I have serious reservations over one policy
statement that is key to the legislation we are debating.
In the bill being considered in the Committee on Energy
and Commerce, the Subcommittee on Health approved an
amendment to require a national uniformity provision with
regard to nutritional information and health claims on food
labels. In the full committee, we hope to adopt a Madigan-
Bruce amendment which would provide for national uniformity
for all elements of food labeling under the Food and Drug
Administration's jurisdiction, comparable to the labeling of
meat and poultry products under the U.S. Department of
Agriculture's jurisdiction. While there is broad support for
such a policy, the President's support of the amendment may
be critical in ensuring its passage.
However, when Secretary Sullivan recently spoke at the
National Food Policy Conference on this issue of food
labeling, he indicated that his proposal would not preempt
the fifty states from mandating different labeling
requirements. Rather, he stated that, under the FDA plan,
states would be able to add additional labeling information.
Many of my colleagues and I are convinced that such a policy
constitutes an invitation to the states to impose varying
requirements on the food industry. Moreover, it appears to

be contrary to the President's position on other food safety
issues.
I applaud the position taken by the President earlier in
support of national uniformity for pesticide residue
tolerances. It is abundantly clear that food companies in
Richmond and the farmers of Virginia should be able to market
their products throughout the United States, when their
products meet the safety requirements of Federal and Virginia
law. The food safety needs for people in California are, in
general, not different from those for the people of Virginia.
The issue of uniformity in food labeling is very similar.
It is important for the position of the Administration
on uniformity in food labeling to be consistent with its
position on uniformity on food safety. In addition, the
regulation of food by one Federal agency, FDA, should be
consistent with the regulation of food by another agency,
USDA.
Ambassador Hills and Secretary Yeutter are working hard
in the latest round of Gatt talks to achieve international
uniform food standards, so that our highly successful food
and agriculture industry will have access to the world
market. Inviting the states to impose additional labeling
requirements would counteract these efforts. The
"balkanization" of the U.S. market with different labeling
requirements will surely provide excuse for some trading
partners to create non-tariff barriers to American farm and
food products. Instead, we should have uniform national
standards, so that we can be known internationally as a
reliable customer, as well as a supplier of safe, high
quality food and agricultural exports.
There is a proper and appropriate role for the states in
food labeling within the national framework. Any proposal on
uniformity should provide for state input and involvement in
the regulatory process. The Madigan-Bruce amendment does
this.
I urge the President to adopt a position in support of
national uniformity for food labeling, consistent with his
position on pesticide residue tolerance, so that we will have
his support when the Madigan-Bruce amendment is considered by
the Energy and Commerce Committee. I also hope the President
will direct FDA to adopt this position as it moves forward
with its revision of food labeling requirements.

Our meeting is certain to be remarkable!
It is our pleasure to invite you to the joint meeting of
the International Policy Forum and the Council for National
Policy, July 20-21, 1990, at the Hotel Sacher in Vienna,
Austria.
The topic of the meeting will be "Upheavel in Europe."
An array of top speakers will address the meeting.
And, by now, you undoubtedly have heard: our Vienna
meeting will be directly followed by a trip throughout Eastern
Europe.
The trip will include stops in Budapest, Hungary and
Prague, Czechoslovakia. In each city we will hold private
meetings with key reform leaders.
The events now taking place throughout Europe will
profoundly affect the world, dwarfing any other changes since
the end of World War II.
Vienna stands in the middle of a rapidly changing
continent. It is important for us to be there to help shape
it.
This meeting will be well attended by ambassadors,
statesmen, heads of public policy groups and business leaders
from all over the world.
You can register for the meeting on Friday, July 20, at
10:00 a.m. at the world renowned Hotel Sacher. The opening
session will begin at 1:00 p.m.
The Hotel Sacher is nestled in the heart of historic
Vienna. A brochure touching on the rich culture and
remarkable history of the beautiful city is enclosed.
Remember, this meeting is open only to IPF and CNP
members, their spouses, and a few specially invited guests.
As always, members may invite special guests. But we urge you
to submit names and biographical information to our office as
soon as possible.
This conference is a special event every participant is
sure to enjoy and remember.
One important note, however. For this meeting, space in
the Hotel Sacher is strictly limited. The sooner you respond,
the sooner you guarantee your place with us.
Rooms will be reserved on a first come, first served
basis. And no rooms can be held without a reservation fee. A

("NMMA"), a national trade association representing the vast
majority of domestic manufacturers of recreational marine craft,
engines, accessories, and related service industries, I would like
to invite you to be the keynote luncheon speaker at the Annual NMMA
Government Relations Conference on April 24, 1990, at 12:30 PM, to
be held at the Hyatt Regency Hotel on Capitol Hill, 400 New Jersey
Ave., N.W. Approximately 150 industry leaders will be in
attendance.
We believe that this year the recreational boat manufacturing
industry will achieve the status of net exporter. It this proves
to be true, it shows the commitment of our member companies to
compete and innovatively market their products overseas.
Given your important position at the White House, NMMA

We are delighted that President George Bush will be in Birmingham
on April 20, 1990. We would like to extend this invitation for
him to visit Birmingham-Southern College while he is here. We
could adapt the schedule to the function that would be best for
the President, including the possibility of a campus-wide convocation,
reception or whatever else might be appropriate.
Let me share some brief information about Birmingham-Southern College.
Two years ago, U.S. News & World Report recognized Birmingham-Southern
as the best of 161 liberal arts colleges in the South and border
states. Last night, Birmingham-Southern College had the good fortune
of winning the national basketball championship for the NAIA, an
organization composed of over 600 colleges and universities in
this country.
We would be deeply honored to have the President as a guest on
campus. We are prepared to cover the costs of hospitality and

Our country recently celebrated the birthday of Abraham Lincoln. We are
pleased and proud to tell you about Gettysburg College's plans to announce a

On Thursday, April 19, 1990, at 12:00 noon, we will hold a luncheon at

Beginning in 1991, The Lincoln Prize will be awarded each February 12 to
the author of the finest book released during the previous year about Lincoln,
the Civil War soldier, or their era. In rare instances the prize -- the
largest in the field of history -- will go to an exhibit, film, or work of art
that is faithful to history. Attending the April 19, 1990 luncheon will be
many of the nation's foremost historians, authors and Civil War enthusiasts.
Among them will be the jury for the 1990 Lincoln Prize: Robert Bruce,
Professor Emeritus of History, Boston University, the winner of the 1988
Pulitzer Prize in history for his The Launching of Modern American Science,
1846-1876; James McPherson, Edwards Professor at Princeton, and winner of the
1989 Pulitzer In history for The Battle Crv of Freedom: and Tom Wicker of The
New York Times. whose deep interest in the Civil War is so well manifested in
his novel Unto This Hour (1984).
As an Honorary Trustee of the 1990 Eisenhower Centennial Celebration in
Gettysburg, you share our interests in presidential leadership and example.
For this reason, we request your personal attendance at the public
announcement of the Prize and a private luncheon following the announcement at
the National Portrait Gallery, in the hall where in 1864 Lincoln and guests
celebrated his second inauguration. As you are dedicated to continuing the

Charles William Kauffman (Ph.D), to fill the unexpired
term of Joseph Nall on the National Transportation
Safety Board.
Dr. Kauffman, an Associate Professor in the Department
of Aerospace Engineering at the University of Michigan,
is well respected for his academic, professional and
technical achievements. His resume attests to his
background in many of the technical areas the NTSB
evaluates. Professor Kauffman would add his technical
expertise to the wide range of expertise possessed by
the other NTSB board members.
Professor Kauffman's service to the nation will extend
beyond his term on the NTSB. When he returns to the
University of Michigan, he will be able to share design
criteria which will enhance safety and quality in
aviation and space vehicles with his colleagues and
students.
The appointment of Professor Kauffman to the NTSB will
enhance its excellent reputation of objectivity and
enhance the capability for this nation to continue its

I am enclosing two copies of a special edition of the pocket
Constitution which we are quietly circulating through the Eastern
European countries from the Baltic states down to Yugoslavia.
This is not to stimulate any formal programs but rather in the
hope that faculty or students in the universities or others who
read English will gather small groups and review our Constitution
as they face up to their new and difficult problems.
This is essentially the pocket Constitution of which we have
circulated many millions throughout the country including the
1899 Inaugural Edition with the message of President Bush in the
face. About 12 million of the regular- edition have gone to Boy
Scouts, Girl Scouts, 4-H Clubs and other youth groups.
This special edition has the Declaration of Independence
added as an appendix and a special introduction aimed at Central
European people. The USIA is handling all the logistics. We
hope it will help.

occasion of his retirement from this institution after two decades of

American Banker Conferences is proud to present our "Second Annual Money
& Banking" Conference in Tokyo, Japan on June 13 & 14, 1990. This
conference was a prominent event in the Japanese Financial Community
last year, and this year we expect our event to surpass its predecessor.
Last year this conference attracted an audience of 500 senior-level
Japanese banking leaders and speakers including Sadaaki Hirasawa, Vice
Minister of Finance at the Ministry of Finance, Tom Theobald, Chairman
of Continental Bank, H. Rodgin Cohen, Partner, Sullivan & Cromwell,
Congressman Norman D. Shumway and ten other renown International Banking
Leaders. The notable audience mix is represented in the attached
attendee list of last year's event.
The theme of the conference is "Management Strategies Of The U.S.
Financial Circles In The 1990's & Beyond Opportunities and Challenges
In A Changing Industry. " We would like to invite you to present the
Keynote Address at the dinner reception on June 13, 1990 via satellite
transmission. Details on the satellite transmission will be provided
shortly.
This conference again will be co-sponsored by NIKKIN (The Japan
Financial News) which is the Japanese equivalent of the American Banker
in the United States. We will provide simultaneous English/Japanese
translation. We will also be holding a dinner reception for our honored
