Dear John:
At your request, attached is a copy of the foreign policy paper
I handed to the President last week. Though the argument is
aimed at the Evangelical Christian community, it has policy
implications with broad national appeal and utility.
A three-page postscript, written since last week, has been
added to this version.

P. O. BOX 25201
RALEIGH 27611-5201
JAMES G. MARTIN
THOMAS J. HARRELSON
GOVERNOR
January 25, 1990
SECRETARY
Mr. John H. Sununu
Chief of Staff to the President
1600 Pennsylvania Avenue
Washington, DC 20500
Dear Mr. Sununu:
The North Carolina Department of Transportation has reviewed the
proposed Memorandum of Agreement developed by the Department of
the Army and the Environmental Protection Agency concerning the
determination of mitigation under the Clean Water Act. The
proposed MOA would have an extremely disruptive effect on our
state's highway improvement program--an effect that would result
in negative economic consequences and reduced levels of safety.
My department's principal objection to the proposed agreement is
that it establishes a new wetland policy with regard to
mitigation without the benefit of input from the public, from
affected agencies and parties, or from the President's Domestic
Council Policy Task Force. It is our understanding that the Task
Force is responsible for setting policy in this area and we
further understand that the Office of Management and Budget had
requested that no Federal agency set policies on no net loss
until the Task Force completed its deliberations.
The process employed in the development of the MOA has been badly
flawed and, for that reason alone, it should not become
effective. Additionally, there are numerous concerns about the
agreement that need to be discussed and clarified before it is
considered for implementation. A few of these concerns that
would effect this department are:
1.
The MOA states that mitigation decisions should not be based
on characteristics of the proposed project such as need,
social value, or the nature or investment objectives of the
project sponsor.
An Equal Opportunity/Affirmative Action Employer
Mr. Sununu
Page Two
January 25, 1990
2.
The MOA does not make allowances for "pipeline" projects
which have already gone through considerable planning and
coordination requirements thus creating uncertainty and
posing undue hardships for all public and private parties
concerned with such projects.
3.
The MOA states that mitigation shall be based on the values
and functions of the aquatic resources that will be affected
without specifying how such values and functions are to be
determined. Can you imagine the confusion and delays that
would result and the time and money that would be wasted
waiting for answers to these basic questions?
The only effective and proper way to resolve such points is to
provide an opportunity for interested parties to formally submit
comments concerning them. I am requesting that the MOA not be
implemented until it has been subjected to the Federal rulemaking
process and agencies have been given sufficient lead time to
prepare for its consequences.
In addition to considering the weight of our arguments, I would
hope that you would consider their source. North Carolina is
ranked as one of the nation's leaders in wetlands protection and
has demonstrated that it regards wetlands as valuable resources.
This department recognized the need to address the protection and
management of our wetland resources in 1985 and worked for the
development of one of the first major wetland mitigation banks in
the United States. Our bank now consists of approximately 1,200
acres of prime bottomland hardwood forest. Also, Governor Martin
has endorsed the President's goal to achieve no net loss of the
nation's wetlands and supports efforts to restore and create
wetlands where feasible to increase the quantity and quality of
the nation's resource base.
Finally, a legislative study commission and an interagency
working group have been established to develop wetlands
protection recommendations appropriate to our needs.
Mr. Sununu
Page Three
January 25, 1990
In short, you are hearing from a state that has taken many
positive steps relative to wetlands protection. If we have a
problem with the content of the proposed MOA and the process used
to develop it, you can be assured that our questions are
motivated by the best interests of effective government, and not
by any less honorable motives.
Thank you for the time and attention you are devoting to this
matter.
Yours truly,
Thomas

JERALD V. HALVORSEN
PRESIDENT
January 26, 1990
The Honorable John H. Sununu
Chief of Staff
The White House
Washington D.C. 20500
Dear Mr. Sununu:
As the the enclosed letter to the Domestic Policy Council indicates, the Interstate
Natural Gas Association of America is submitting comments regarding the
Environmental Protection Agency (EPA)/Army Corps of Engineers Memorandum of
Agreement (MOA) which is due to go into effect on January 31, 1990. Since no public
comment period was provided, we hope these comments are useful in the Domestic
Policy Council's decision on the final form and implementation of the MOA.
The interstate natural gas pipeline industry is committed to preserving this
country's fragile environment. Preservation of this nation's wetlands is a worthy goal.
However, the industry has some questions and concerns about the MOA. It is unclear
whether the MOA and the policy it implements will undermine the longstanding and
successful nationwide permitting process. With gas playing a greater role in cleaning
our nation's air, new construction projects will be necessary. Ambiguity over the MOA
and its impact on nationwide permits may delay projects which would bring increased
gas supply to the Northeast, for example.
The industry's second concern is the distinction between temporary and
permanent loss of wetlands. Pipeline construction results in temporary losses in
wetlands areas. Vegetation is typically restored in one to three years after consiruction
is completed. We believe the definition of no net loss" needs to be more clearly
delineated.
We appreciate your consideration of these comments and trust they will assist the
Domestic Policy Council in achieving a workable wetlands policy
Sincerely
dergia v Jerald VI. Halvorsen

Washington,
Dear
I received yesterday a copy of 1 letter sent to you
Thomas J. Harrelson, Secretary of the North Carolina's
Department of Transportation. Tommy wrote to you about the
proposed Memorandum of Agreement (MOA) between the Army Corps
of Engineers and the EPA regarding wetlands under Section 404
of the Clean Water Act. (A copy of his letter to you is
enclosed for ready referral.)
His concerns have merit and I urge that the
Administration give them the strongest possible
consideration. As a former governor, I know you can
empathize with state government officials about the problems
Washington causes when state officials are left out of
decision making processes. I'm sure that you faced many
problems similar to those described in Secretary Harrelson's
letter.
North

Governor John Sununu

Dear Governor Sununu:
When the American Jewish Committee delegation met with you in your office earlier this month,
you were kind enough to suggest that Archbishop Macros McGrath, an acquaintance of yours, might
well be helpful should the Panamanian Jewish community be the subject of any anti-Semitic threats of
attacks.
One week after our meeting, I travelled to Panama and had an opportunity to meet with the
Archbishop. Truly, he is a most thoughtful and impressive figure. And members of the local Jewish
community confirmed that the Archbishop has been a longstanding friend of the community and a major
force in the pursuit of enhanced understanding and friendship between Catholics and Jews. Indeed,
his name has become synonymous with the spirit of Nostra Aetate, Vatican Council Il's declaration that
spawned a new era in relations between Catholics and Jews. I would like to thank you, therefore, for
your most helpful recommendation.
In the course of our meeting, the Archbishop indicated that he would be travelling to Washington
in early February and expressed an interest in meeting with you to discuss the current situation in his
country. After being in touch with Sarah DeCamp in the Office of Public Liaison, I was delighted to
learn that a meeting had been arranged for Friday, February 2nd at 2:30 p.m.
I should also note that the Panamanian Jewish leaders with whom I met, like the vast majority
of other Panamanians, welcomed the American action to oust Noriega and restore democratic rule to
their country. They share the view that democratic stabilization and economic recovery go hand-in-
hand. To the extent that those twin goals are achieved, it will diminish any potential threat to members
of the Jewish community or other vulnerable minorities.
Again, please accept my appreciation for your suggestion to be in contact with Archbishop
McGrath.
With best wishes.

Dear Governor Sununu:
We have just been informed by the Soviet Foreign Ministry
that the USSR is willing to expedite the delivery of an "SS-20"
missile in exchange for a Pershing-2 missile, so that our planned
exhibit of the two missiles to memorialize the INF Treaty might
be opened in time for the June summit conference in Washington.
This event could provide an appropriate setting for a symbolic
gesture by the two presidents, should they wish to make use of

Dear Dr. Sununu:
I would like to offer my congratulations to you for a very
successful first year in office serving President Bush. The
press coverage indicates that your tenure has been outstanding.
My parents (Rosalind and Philip Hajjar of Salem, N.H.) and I were
strong supporters of your candidacy for Governor of New
Hampshire. However, it certainly is a pleasure to see your
transition from academic life in Boston to a very prominent
position in the federal government.
If you ever find the time when you are in New York to visit
Cornell Medical College for an informal visit, I would very much
enjoy meeting you again (my father introduced us many years, ago),
and to have the opportunity to show you around the "campus".
It would afford the opportunity for a concerned scientist such as
myself to discuss with you, another basic scientist, problems of
the future of science and medical research in the United States.
There are several matters of great concern which should be
highlighted to you.
I look forward to hearing from you. With best wishes for
continued success, I am
Sincerely yours

HAND DELIVERED
The Honorable John Sununu
White House Chief of Staff
Washington, D.C. 20500
Re: Meeting with Environmental Groups on the Corps and
EPA Wetlands Mitigation Memorandum of Agreement
Dear Governor Sununu:
As you must by now be aware, the environmental community is
extremely disturbed by the White House staff's decision to delay,
now for the second time, the very important Clean Water $404
Mitigation Memorandum of Agreement (MOA) between the Department of
the Army and the Environmental Protection Agency. We view these
delays and the continued deliberations within the Administration
with alarm, since a pullback on the MOA would violate The
President's campaign commitments and provide strong evidence that
the environment plays "second fiddle" to the oil industry's and
developers' agendas when the tough decisions must be made.
We know that Executive Office of the President staff coordinating
the Administration's decision on the MOA met with representatives
from Alaska prior to the most recent postponement of the MOA. We
too would like to have the opportunity to meet with these staff
members to present our position on the MOA. We suggest that such
a meeting include, at a minimum, you, Robert Grady from the Office
of Management and Budget, and Michael Deland from the Council on
Environmental Quality. Because we would like to schedule this
meeting early next week, we would appreciate receiving a call at
the number below as soon as possible confirming a time.

Alexandria Republican City Committee

January 18, 1990
Governor John Sununu
Chief of Staff
The White House
Washington, D.C. 20500
Dear Governor Sununu:
On Tuesday as I watched the local news I discovered that
President Bush and Secretary Kemp had made an unscheduled
appearance in Alexandria to: (1) Recognize the efforts of the
Alexandria Residents Council to fight the war on drugs in our City;
and (2) Promote the privatization of public housing. I was
delighted that the President chose Alexandria to make such a
statement and to reward the efforts of those dedicated residents
who through their weekly sit-ins, are helping to stop the spread
of drugs in their neighborhood.
My pleasure turned to disappointment, however, when I
discovered that our Republican Councilman, Bill Cleveland, escorted
the President, but that, as Chairman of the Republican Party in the
City, I had neither been notified of the visit nor invited to
attend. Upon discussing the matter with Mr. Cleveland, I learned
that he had been notified last Friday that Secretary Kemp would be
making the appearance, but was instructed not to mention the event
to anyone. He did tell me, however, that he was unaware that the
President was going to accompany Secretary Kemp until he stepped
out of the limousine.
The Alexandria Republican Party worked very hard for George
Bush in 1988, and that was reflected in the election results. The
President received the highest percentage of raw vote of any
Republican presidential candidate in Alexandria's history.
Additionally, the Alexandria Republican City Committee has
been very supportive of Secretary Kemp in his efforts to promote
the privatization of public housing. Not only have I written on
the subject as party Chairman (see attached), but last spring we
sponsored a forum in Alexandria's black community promoting that
concept. Among our speakers were Kimi Gray, Robert Woodson, head
of the National Commission on Neighborhood Enterprise, and David
Caprara, representing Secretary Kemp who could not attend. Our
purpose in sponsoring the forum was to promote not only Secretary

Kemp's program which the President endorses, but also to promote
the Republican Party. That our efforts were neither mentioned, nor
trumpeted, in Tuesday's meeting was unfortunate. A presidential
blessing would have gone a long way in assisting Republican efforts
to make inroads in that community.
Alexandria is predominantly a Democratic city. It is only
through tireless efforts that the Republican Party has been able
to grow, attract new members, and elect members of the City Council
and state legislature. Quite simply, we need all the help we can
get in broadening our party's base. To that end, a visit by the
President could have been a real shot in the arm to our efforts,
particularly in the black community.
As party chairman, I feel personally slighted in having not
been notified of the visit nor invited to attend. In my mind that
is a political sin of the first degree. President Bush and Lee
Atwater have for years placed great emphasis on the importance of
grass roots politics. To not involve the local grass roots
leadership in a presidential visit is politically unwise, short
sighted, and reflects a lack of commitment to detail.
The White House political office, so I understand, is charged
with making certain that the political details surrounding a
presidential visit are carefully attended to. The way the
Republican Party in this City was treated in this case suggests
that someone in that office was asleep at the switch.
As you know, one way to keep grass roots workers motivated is
to occasionally provide them access to the candidate or elected
official for whom they are working. Even though Alexandria is just
across the river from the District, the President rarely appears
in our City. To have scheduled an activity such as occurred
yesterday without involving the local Party leadership, suggests
some lack of commitment to the grass roots organizations that
helped elect the President.
I do not mean to suggest that the President's visit should
have been the occasion for a Republican rally. It would have been
very helpful to us, however, to have provided the local party
leadership an opportunity to be seen in our community with the
President. By limiting the number of people involved, security,
which is so important in such circumstances, would not have been
compromised.
Governor John Sununu

It is my hope that this type of slight will not happen again
and that at some future time the President will make another
appearance in Alexandria. If this letter results in greater
attention to detail by your political staff so that in the future,
grass roots leaders will not be neglected, it will have served its
purpose.
Should there be any reason to discuss this matter further, I
may be reached at either 684-2000 (w) or 683-6062 (h). Thank you
for your time and consideration of the points raised.
Sincerely,

NRLC said nothing then or since against any member of the "conservative
slate" for which Mr. Wootton has lobbied. Nevertheless, it seems that Mr.
Wootton was greatly offended that NRLC had urged the re-nomination of Prof.
Uddo, who Mr. Wootton regards as a political adversary. (Several years ago,
Prof. Uddo declined to support Mr. Wootton for LSC president.) In November,
a well-placed source in the Executive Branch informed us that Mr. Wootton
had arranged for the recently hired LSC inspector general, David Wilkinson,
to launch an "investigation" of a purported "conflict of interest" involving
Prof. Uddo and the National Legal Center for the Medically Dependent and
Disabled (NLCMDD). We were told that Mr. Wootton targeted the NLCMDD
because he associated the NLCMDD with NRLC. (There is, in fact, no legal
link between NRLC and the NLCMDD, although it happens that the president of
the NLCMDD, James Bopp, Jr., also serves as general counsel for NRLC.)
We were further told that the "investigation" instigated by Mr. Wootton was

Mr. John Sununu
Chief of Staff

Dear Mr. Sununu,
I am writing to you on behalf of my father, Bill Haubrich, who is
retiring after over 20 years as Athletic Director in the Concord (NH)
School District. We are in the process of preparing a testimonial that
will recognize his efforts as an athlete at UNH, a coach at Concord High,
and at UNH, and a successful and highly regarded A.D. since 1969. He has
been a leader in interschoastic sports in New Hampshire for the last
three decades but has been very prominent in the national scene as well.
My father has been a member of the National Federation's Athletic
Directors Advisory Council, a charter member of the National
Interscholastic Athletic Administrators Association, a member of the
National Conference of High School Directors of Athletics Committee, a
recipient of the NIAAA Distinguished Service Award (in 1981), a recipient
of a National Federation Citation, and a member of the Ways and Means
Committee of the NIAAA.
I address my letter to you, Mr. Sununu, because I know that as a
former leader of this state you would appreciate the efforts of this
individual with the youth of New Hampshire. I am currently putting
together a booklet that includes comments from former players, coaches,
and associates that serve to honor the contribution my father made to
athletics in New Hampshire. Maybe I'm asking for too much - but I was
hoping that the White House might recognize a significant career in the
form of a congratulatory letter. If this is possible, it would be the
perfect culmination to an active and successful career. Please send the
letter to my address and I will present it to my father on the night of
the testimonial.
My address:
Bill Haubrich, Jr.
25 Washington St.
Concord, N.H. 03301
Thanks for your time and I anxiously await your reply.
Sincerely yours,

Dear Gov. Sununu:
As you may recall, we talked briefly when you appeared at
the Citizens for a Sound Economy and Free Congress Foundation
events last year. You may also recall that we were both at MIT
in mechanical engineering in the 1960's.
Here in Washington, we have a federation of all the major
engineering societies (see attached list) - the D.C. Council of
Engineering and Architectural Societies (DCCEAS). I am a past
president of DCCEAS. Since you are the first engineer to become
Chief of Staff, our DCCEAS member societies are very proud of
you. The current president, Jim Powell, wants to present a DCCEAS
plaque to you during Engineers Week, and he asked me to contact
you. When I spoke to Jackie Kennedy of your staff, she asked me
I send this letter.
We are well aware of your busy schedule and we wanted to
arrange a brief five-minute presentation at your convenience
during the week of February 19 - 24. A presentation at your
office in the West Wing or next door in the Executive Office
Building would probably be easiest to arrange. We could also
make our presentation part of another Engineers Week event in
which you may be participating.
We would feel greatly honored if you can accept our award.
Please call me at (202) 659-9529.
Very truly yours,

You will recall that Campbell University,

The university is just a few miles from Fort
Bragg, and is also near North Carolina's media

I hope the President can go down.

ATTENTION: GOVERNOR JOHN SUNUNU
Dear Governor Sununu:
Please refer to my earlier letter in which I extended
an invitation for you to be the featured speaker at our statewide
Republican rally, reception and dinner on January 27, 1990.
Your office has advised me that you will be unable to
participate on that date; accordingly, we have postponed
indefinitely these events, hoping to reschedule them on a date on
which you can participate.
Please review your schedule and give us the earliest
date on which you would be available to speak at a reception and
dinner. We understand, through conversations with Tom Halloran,
that you might be able to coordinate a joint visit with Vice-
President Quayle. We would, of course, welcome this, since it.
would be a dynamite program, enhancing our fund-raising success.
We have several key state and federal races to be
decided this year, including Senator Rockefeller's seat, four (4)
congressional seats, and the state offices of Attorney General
and Treasurer. We have a legitimate political star in Oliver
Luck, a former West Virginia University All-American and Houston
Oiler quarterback, who is a sure-fire winner over
Congressman Staggers if we can get sufficient support from
Washington. As you may know, the Democrats who formerly held the
offices of Attorney General and Treasurer resigned in disgrace,
and we believe that we are going to have excellent candidates
seeking those offices this year. They need our help, and we, in
turn, need your help.

Natural

January 10, 1990
The President
The White House
Washington, DC 20500
Re: 30-Day "Consultation Period" on the EPA-Corps Wetlands Mitigation Memorandum of Agreement
Dear Mr. President:
As members of the Natural Resources Council of America, we, the undersigned, are writing to express our
serious concern about the Administration's December 15th decision to delay implementation of the Environ-
mental Protection Agency-Army Corps of Engineers Wetlands Mitigation Memorandum of Agreement
(MOA). The NRCA is an association of over 70 diverse nonprofit conservation organizations all dedicated to
the professional management, conservation and protection of the nation's natural resources.
As representatives of national and regional conservation organizations, we share the EPA and the Corps' view
that the MOA is not new policy but is "a procedural document that clarifies the existing permit-review process
to ensure compliance with the Section 404 (b)(1) Guidelines of the Clean Water Act." The MOA -- a product
of interagency negotiations which span years articulates a uniform and consistent policy and, ironically,
responds to one of industry's biggest complaints regarding wetlands regulation: lack of predictability in the per-
mit review process.
Opponents of the MOA claim it will stymie economic activity in Alaska and thus the State should be exempted
from the MOA. These arguments are flawed. First, because the MOA clearly allows for flexible and rational
application of mitigation in Alaska, economic activity will not be hamstrung. Second, the State's own wetlands
resource managers have adopted the "sequential" mitigation policy set out in the MOA as a workable approach
to achieving "no net loss of wetlands" in Alaska and, in fact, argue that "The state's current position is to en-
courage others to work within that framework, rather than seek an exemption for Alaska."
Mr. President, this is a national issue that has national implications and is not confined simply to Alaska. How
you resolve this controversy in the days ahead will be a major test of your commitment to wetlands protection.
Choosing to revoke, modify, or even delay the MOA beyond January 15, 1990 will indicate to us the end of any
real effort by your Administration to deliver on its repeated pledge of "no net loss of wetlands."
We look forward to your full support of an unchanged EPA-Corps Wetlands Mitigation MOA.

UNIVERSITY OF NEW HAMPSHIRE

The Honorable John Sununu
Chief of Staff
The White House
1600 Pennsylvania Ave.
Washington, D.C. 20005
Dear Governor Sununu:
I would like to request your assistance in a matter of
real importance to the biological science community. I write
as a Trustee of the Jackson Laboratory in Bar Harbor, Maine.
As you know, the lab is one of the premier sites worldwide
for genetic research. In addition to their own research
activities, however, they are also the most significant
breeding facility for mice in the world. They have developed
over 1700 strains used in research valued at $600-700 mil-
lion. There are perhaps 20 strains available commercially.
Last year, the lab suffered a devastating fire in the
production facility. Fortunately, they have protected the
ability to reproduce the strains through modern reproductive
techniques. The ability to make the mice available to the
research community was virtually halted, however. In this
past year, they have been able to restore a modest production
effort, but need $25 million to complete the project. With
substantial scientific community support, NIH has been
authorized to expend $25 million over the next two years on a
genetic research production facility (competitively awarded)
for which Jackson Lab is the only logical contender.
Some Congressmen, however, in their inevitable wisdom,
appear to be trying to split the authorization with part to
be used for pork rather than mice.
Secretary Sullivan, we believe, is supportive of the
laboratory and its efforts. A word to him, however, would be
most timely in support of maintaining the original purpose of
this authorization. He is obviously under some political
pressure. The decision will likely be made in the next few
days.

This is in the real national interest. The Jackson
Laboratory is the source of the mice for the most important
genetic research which use these techniques.
Many thanks for your help in this matter.

HARVARD UNIVERSITY
Office for Information Technology
December 29, 1989
The Honorable John Sunnunu
Chief of Staff
White House
Washington, D.C. 20500
Dear Mr. Sunnunu:
This letter requests your support for the National Research and Education Network
(NREN). Harvard University strongly supports the construction of this network, a
high speed, high quality network, which will support research and instruction,
enhance national competitiveness, and improve national productivity.
In recent years, the United States has lost much of the international lead we have
had in networking technology, due in part to an inadequate level of funding for
networking research. It is critical that the Office of Science and Technology Policy
recommendations for a five year, $400 million networking research program be
adopted. The federal government has played a critical role in financing research
networks and should continue to do so.
The $400 million allocated to the NREN over a period of five years is a very
small amount when compared to the total funds spent by government, higher
education, and industry on networking technology and services over a similar
period. The proposed $400 million will be highly leveraged and will provide
substantial new networking capabilities to many people who have not benefited
in the past.
Many institutions do not have the funds or mid-level networks to connect
themselves to the existing NREN network. With this support, not only will
more institutions gain access, but also valuable research resources will be made
available over the network. Examples of these resources are academic libraries,
medical information, and scientific databases which might include weather data,
census data, economic data, and environmental data remotely sensed via
satellite.
The existing national networks are already an important part of the educational
infrastructure. Harvard currently uses the four major networks: the Defense
Research Internet sponsored by DARPA, the National Science Foundation Network
(NSFnet), the Energy Science Network sponsored by the Department of Energy, and
(617) 495 3240 or [email protected]
the NASA Science Internet. Listed below are several of the major benefits Harvard
achieves through its use of the Internet and the NSFnet, a network established five
years ago by the National Science Foundation to provide connectivity to the
university community with particular emphasis on science and engineering:
1. NSFnet and the Internet provide electronic connection to faculty
members at other institutions (in New England, in the nation, and
throughout the world) which facilitates collaboration, discussion,
and the generation of new ideas.
2. By using the network, members of the Harvard Community may
share in the use of scarce or expensive resources such as the
national supercomputer centers.
3. The network improves the climate for academic innovation by
facilitating information dissemination for current research and by
providing access to network-based resources such as libraries,
databases, software, and other information technology based
services.
Many of Harvard University's unique resources will be made accessible to others
over the national networks. Examples of these resources are the on-line catalogue
for Harvard's library system, which represents the largest private collection in the
United States, the research and teaching programs in our graduate schools, and
several programs of the teaching hospitals with which the University is affiliated.
We encourage you to support new legislation and funding for the research,
development, and implementation of the NREN - $50 million for fiscal year 1990,
$50 million for fiscal year 1991, $100 million for fiscal year 1992, $100 for fiscal year
1993, and $100 million for fiscal year 1994.
Sincerely,
Salall

Dear Governor Sununu,
Monsignor Quinn, Rector of the Cathedral of St. Matthew
told me that you were trying to reach me on Christmas eve. I regret
that you were unable to do SO. Unfortunately, I was ill on Christmas
eve; I was unable to celebrate Midnight Mass at the Cathedral and at
the National Shrine on Christmas Day. I am happy to report,
however, that I am now fully restored to health.
It occurred to me that perhaps I should supply your Office
with direct numbers to my Office and Residence which do not go
through the main switchboard of the Archdiocese. They are:
Office: 853-4540
Private: 559-4088

Please be assured, Governor, of my prayers for you and
for your service to our President and to our country. May the year
ahead be a time of special grace and blessing for you and for your
loved ones.
With kind personal regards, I am

Dear Mr. Sununu:
The enclosed publication indicates very vividly,
I think, that we in The LTV Corporation have
taken very seriously the President's spirit of
volunteerism. "A thousand points of light" are
evident with our employees and I want to share
this good news with you because of your special
interest.
Incidentally, since this publication came off
the press, our Dallas area employees established
a national record in contributing one million
pounds of food to the needy during the holiday

drive was remarkable and we are very proud of
our people.

Dear Mr. Sununu:
By way of introduction, the New England Newspaper Association is
the major regional association serving newspaper publishers. I am
its current president and am publisher of the Cape Cod Times.
Our midwinter convention is scheduled for March 15 and 16 at The
Westin Hotel in Boston. It-would certainly be an honor if you
could address the membership sometime during that period. We were
thinking of a keynote speech on either Thursday or Friday morning,
but will accommodate you with whatever timing is best for you.
I certainly hope that your busy schedule will allow for a trip
back home, and hope that you will be able to join us.
Best wishes.

Dear Mr. Sununu:
Edward M. Nagel, of Allentown, PA is most interested in an
appointment to the Federal Energy Regulatory Commission.
There are a great number of reasons why I support Ed Nagel for
this position. Firstly, the FERC regulates a number of industries
and has a high impact on the electric utility industry, but there
is no member of the electric utility industry presently sitting as
a Commissioner. He currently serves as Vice-President and
Secretary of the Pennsylvania Power and Light Company, one of the
most highly valued corporate entities in Eastern Pennsylvania.
PP&L is a nuclear utility and has been recognized by the industry
as running the best-managed nuclear power station in the United
States. His dedication to PP&L is unparalleled, having served
there beginning in 1954 as Attorney, Assistant Counsel, Assistant
General Counsel, General Counsel, and Corporate Secretary.
He served his country with distinction in the Naval Air Corp
in World War II. Augmenting his military service is an array of
civic activity. Community organizations throughout Pennsylvania
support Edward Nagel's candidacy to the FERC.
Senators Heinz and Specter, and the entire Pennsylvania
Congressional delegation are actively supporting Ed Nagel for
appointment to the FERC. Additionally, Senator Jim McClure is
also supporting his appointment.
Ed's candidacy was brought to my attention by Charles D.
Snelling, the major Bush/Quayle pointman in the Lehigh Valley.
It is my privilege to recommend Ed Nagel for appointment to
the Federal Energy Regulatory Commission. I urge you to give him
your most serious consideration.
Most sincerely,
ElsiEH.Hulman

Dear Governor:
Did you ever expect Malta and Panama? Life must be both
hectic and exciting. Nice work. I hope you can find time
for a few runs down Waterville, although actually you should
go to Vail; it has much better snow.
I am enclosing a brief addition to the proposal on
doctoral student support in engineering which outlines the
joint industry/government partnership which we envision. As
I mentioned in my earlier note, Dr. Ruben Mettler, former
Chairman of TRW, is spearheading this effort. He would
appreciate a chance for a brief chat. I will check with
Jackie to see if a visit or a phone call is possible.
On March 30, I will be assuming the Presidency of
Gettysburg College in Pennsylvania. It will be quite a
change but, I believe, timely. Thanks for your help.
Best wishes for the New Year.
Sincerely,
Cordin Gordon A. Haaland
