This letter concerns the current controversy surrounding the
Republican Party's stand on the issue of abortion. NCPAC believes
the Republican Party will bring only dishonor upon itself if it
compromises the principled pro-life stand it has taken throughout
the past decade. NCPAC believes that this issue is a vital one to
the future fortunes of Republicanism in the United States.

Dear Mr. Sununu:
Nearly every action that our national Administration
takes can have major impact on the private sector,
particularly on American manufacturers. One of the most
significant near-term decisions facing the Bush
Administration is reauthorizing the 75-year old federal-aid
highway program. As we near the end of the Interstate era,
the next round of highway legislation may well influence the
U. S. economy for decades.
This is why we have followed with great interest
Transportation Secretary Sam Skinner's effort to develop a
coordinated long-term national transportation policy. Our
own corporate decisions are made in the context of strategic
plans, and we are sure you agree that this approach is sound
for government as well.
As you consider the various options for future highway
policy, please keep these facts in mind:
1. U. S. industry today is more dependent on a
high level of highway service than ever before. The
expanding use of "just-in-time" delivery systems means that
many of our factories are shifting deliveries of supplies to
the highway mode. During the 1980's this trend reduced
inventory and storage costs, and contributed to the
resurgence of American industries. We cannot turn back the
clock.
2. Urban and suburban road congestion is growing,
and is adding to the development costs of American products.
The Department of Transportation estimates that we
collectively waste 2 billion hours in traffic jams every
year, and this figure will grow in the future. This is a
severe penalty for U. S. industry to overcome as we try to
compete in world markets. We believe it is a matter of high
national concern.

3. The Bush Administration has been firm in its
desire to hold down taxes. We fully support this principle,
and we do not propose an early increase in federal user
fees, even to finance road and bridge programs. However, we
firmly believe that the entire concept of user financing is
jeopardized when existing tax revenues are not used in a
timely manner. We urge the Administration to accelerate
highway spending over the next few years, using the
unreasonably high balance in the Highway Trust Fund. This
would permit an orderly, and a much needed increase in
federal highway funding without raising taxes.
4. America's roads and bridges are not serving us
as efficiently as they should. Under ever expanding auto
and truck traffic, our $485 billion capital investment is
wearing out faster than we are replacing it. This shortfall
is not totally a federal problem to solve, and so in
addition to the federal-aid program, we support extending
the state and local government roles as well as seeking
greater private sector participation.
The U. S. industries we represent feel that we must
have a safe and efficient highway system that will serve our
mobile nation into the 21st century. We believe the
enclosed plan would responsibly meet the nation's surface
transportation needs, but other approaches should certainly
be examined and all should be judged against their
effectiveness in meeting this paramount national need.
We would welcome further discussion on these issues.

Dear Governor Sununu:
Thank you for your support of our effort to reform the legal
services program. We feel confident that significant progress
will be made this year, but are concerned that the momentum for
reform could dissipate without a solid majority of reform-minded
directors on the LSC Board.
We are requesting that you advise President Bush to appoint
two additional former Members of Congress to the LSC Board of
Directors before the current recess ends on January 23, 1990.
We understand that both former members Guy Molinari and Mike
McKevitt are under consideration for appointment and have agreed
to accept recess appointments, if offered. These appointees
should replace two members from the current board's liberal bloc.
We have considered a number of factors in making this
recommendation, including a vote on the next Chairman of the LSC
Board, which is scheduled to take place on January 26, 1990.
Mike Wallace, who has done an outstanding job as Chairman during
the last year, will be in the hospital for the next six weeks due
to a back injury. While we feel strongly that Mr. Wallace should
remain on the Board, we would like to see Guy Molinari elected
Chairman.
A motion to fire LSC President Terry Wear failed 5-6 at the
December 15, 1989 Board meeting and, in the interest of
stability, any further consideration of that issue should await
the confirmation of a new board. There is no reason to continue
the current acrimony.
On December 26, 1989 three programs sued LSC to nullify the
Corporation's regulation prohibiting redistricting activity.
President Wear is in the process of defending that regulation and
should be supported in this effort.
President Wear is also successfully forcing the programs to
comply with the "McCollum Amendment", which requires that a
majority of the members of a local legal services program's board
of directors be appointed by the majority bar association in the
program's service area. In addition, Mr. Wear is enforcing the
"Humphrey Amendment", which limits the pro-abortion activities
carried on by the legal services programs, and needs to be
supported in these efforts.
On October 26, 1989 the moderate, but significant, legal
services reforms contained in the McCollum-Stenholm amendment
were narrowly defeated on a vote of 199-206. A Board vote on
this reform package is also scheduled for January 26, 1990, and
the board's solid support of the package will be critical for
passage this year.
Finally, if the Administration's slate of Board nominees is
not sent to the Senate before March or April, Senate action will
be delayed until fall and could be delayed until 1991. Without
these two recess appointments, Senator Kennedy will be in a
position to destroy the momentum for reform created by
Congressmen Rogers, McCollum, Stenholm, Hall, and the entire
House Republican leadership.
Consequently, we ask that President Bush recess appoint
former Congressmen Guy Molinari and Mike McKevitt to replace two
Board members from the liberal bloc before Congress convenes on
January 23, 1990. Thank you for your help.

Enclosed is an excellent article by Dr. Thomas Sowell, published by
the Public Policy Education Fund, Incorporated of Grove City
College. Personally, I believe it to be an article everyone in the
United States of America should read and particularly, those in
government who are wishful thinkers.
Let's not get too enthusiastic about Gorbachev. Remember, he once
headed the K.G.B. and I do not think those leopards change their
spots.
Further, if you read the story of the Chinese Master Spy in the
December 1989 issue of the Reader's Digest, a decent U.S. citizen
would ask you why our government will not only give financial aid to
the Marxist Chinese but also induce U.S. Companies to do business with
them. Of course, the same applies to the Soviets, our George Schults
implementing the US-USSR Trade & Economic Council to do business with
our most deadly enemy. Is the whole charade put on by the
international bankers to make money?

Dear John:
I am writing you regarding the Portsmouth, New Hampshire Navy Yard.
As you know, this historic shipyard occupies a now consolidated island
situated in Portsmouth Harbor and is connected to Kittery, Maine by two
bridges over the northern channel of the Piscataqua River. At present,
there is a boundary dispute between New Hampshire and Maine regarding
whether the shipyard should be viewed as part of New Hampshire or Maine.
For your own background, my office has spent the last nine months
conducting the most extensive research ever done on the shipyard and the
islands it now occupies. I am personally convinced after reviewing this
research in detail that the Portsmouth, N.H. Navy Yard has always belonged
to Portsmouth, New Hampshire. This research is so overwhelming and
compelling, in fact, that Governor Judd Gregg has instructed our State
Attorney General to prepare the legal options available to New Hampshire.
The location of the Portsmouth, N.H. Navy Yard has a very direct
impact on the nearly 5,000 New Hampshire workers there who are presently
being forced by the Navy to pay income tax to the State of Maine. This is
the area where I am requesting your assistance. Under the Buck Act, passed
by Congress in 1947, the Federal Government can only withhold state income
taxes from the paychecks of employees at federal installations which are
within the state. In the case of the Portsmouth Naval Shipyard, the Navy
cannot say conclusively that the facility is within the established physical
boundaries of the State of Maine. However, it is continuing to withhold
income taxes for the State of Maine from New Hampshire shipyard employees.
John, this is a gross injustice. At the very least, the Navy should
be taking a neutral position on the shipyard's location. It should not be
taking sides in a boundary dispute by acting as a conduit for the State of
Maine. The American Law Division of the Library of Congress has recognized
the ambiguity here, and the Navy should do so as well. It should
immediately suspend the withholding of Maine taxes until the boundary
dispute has been resolved. Your direct intervention would be greatly
appreciated as I am apparently being stonewalled by the Navy. (I've
enclosed my last letter to the Secretary of the Navy)

these youngsters are senior honors students, much like Michael and James,

Dear Mr. Sununu:
The President's OCS Task Force will soon be making a recommendation as to
whether leasing and development in the three targeted OCS lease sale areas off
California and Florida should go forward. As a key advisor to the President,
I would like you to urge a decision in favor of proceeding with the lease
sales, allowing sufficient time to collect the information deemed to be
lacking by the National Academy of Science (NAS).
I am sure you realize that any decision will have a profound effect on other
OCS areas and will impact the Department of the Interior's ability to design
and implement a new five-year leasing program. Lease sale cancellations and
long-term delays will be interpreted as validating the claims of OCS leasing
and development opponents, who wrongly maintain that industry is incapable of
exploring for and producing oil and gas on the OCS in an environmentally
acceptable fashion. Already opponents of OCS operations are using the NAS
report as ammunition against the entire OCS leasing program, when in fact NAS
did not recommend against leasing but rather indicated a need for further
environmental and socioeconomic information.
The President should be urged to proceed with leasing and development in all
three OCS lease sale areas as soon as the information is gathered to meet the
recommendations of the NAS. A decision to cancel the three lease sales in
question, or to delay them beyond the time required to gather needed
additional information, would serve only to jeopardize the future of the
entire OCS leasing program. Without an orderly and predictable leasing
program, the loss of OCS production and revenue would have serious negative
impacts on the industry, the budget deficit, the trade deficit, and on our
national energy security.

With the State of the Union message coming up, you are thinking about what to
suggest to the President about the climate change issue.
As you make that choice, you'll be thinking about what to say at the State of the Union
messages to follow. The key milestone will be the 1992 message when the nation will
be reviewing his performance as President in the upcoming election.
Keeping in mind where the various interests are today and what they want to hear
most, the enclosed remarks to the Earth Sensing Symposium last September are
where industry is coming from. This was confirmed during a meeting yesterday,
January 11th, with Tom Lambrix who heads up industry's Climate Change Coalition.
In our judgement as well, this is pretty close to the middle ground among members of
our multi-interest network.
If you'd like some insights as to where the broad-based coalition is coming from, I
need about 45 minutes of your time. Then I can answer questions about the Lambrix
comments and suggest ways you might use one minute, two mintes or four minutes in
the State of the Union to the maximum advantage. Each option will include ways to
coordinate the message with the February IPCC meeting in Washington and Earth
Day on April 22nd.

Dear Governor:
NFIB has commissioned a Gallup survey of public
attitudes about the current structure of terms for
members of Congress. Some 250 members of Congress
were interviewed for this survey. Gallup also polled
300 state legislators, 1,000 members of the general
public, and NFIB members. The result is a
comprehensive analysis of current public opinion
regarding the American political process and how we
choose those who serve in Congress.
We undertook this project because during the last
12 months, I have received an increasing number of
letters from NFIB members expressing concern about
the way the Congress is functioning and the seemingly
guaranteed tenure of those in office. As the number
of letters increased, I directed that our NFIB
Mandate Ballot include a question on the possibility
of limiting terms for members of Congress. The final
results showed that 64 percent of those responding
favored limitation of congressional terms (29 percent
opposed, 7 percent were undecided).
In order to gauge the breadth and depth of this
sentiment, we decided to embark on a massive opinion
survey. The Gallup poll to be released today is a
result of that effort.
I wanted you to be among the first to receive a
copy of this survey. We are studying the results and
will be looking forward to talking with members of
the Administration about appropriate courses of
action which can be taken to address the concerns
expressed by NFIB members and the public at large in
a way that will make for better government in the
1990s and beyond.

Enclosed is a copy of the letter I have sent to Illinois
Republicans explaining why I am supporting Steve Baer for Governor
of our State.
You will note that the tax issue is 100% of the reason why I
am supporting Steve Baer and not supporting Jim Edgar. Apparently
some persons, for their own purposes, have gone around Washington
officialdom misrepresenting the motivation and membership of the
group backing Baer. Those of us supporting Baer are (a) regular
Republicans who have a long record of supporting Republican candi-
dates even when they are "moderates" (e.g., I actively supported
Jim Thompson every time he ran and even Chuck Percy in his last
race), and (b) prominent business interests who really care about
the economic future of our state. Our Illinois economy lagged far
behind the rest of the country in 1988 (and still does), and I am
not sure George Bush could have carried our state without the
targeted use of my video JUSTICE ON FURLOUGH in ethnic areas of
Chicago in the three weeks before the November 1988 election.

Linda Bray in Panama was just feminist media hype, and she didn't
engage in any battle at all! Please don't let the President get

Dear Governor Surtunu:
It has been brought to my attention that the Administration
will soon make a decision on whether the provisional listing of
the artificial color Red Dye #3 should be extended.
De-listing red dye #3 would be economically devastating to
cherry growers in Oregon, Washington, Michigan and California.
Red Dye #3 is the only viable coloring agent for use in fruit
cocktail as well as the only food coloring legal in most European
and Asian markets. What is most disturbing about this action is
that the tree fruit industry could be severely damaged by a
decision based on politics, not science.
As you may know, former Commissioner of the FDA, Frank
Young, has stated that there is no public health concern
associated with the use of this additive. In addition, legal
authority exists to extend the provisional listing of Red Dye #3.
In June of 1989, Mr. Young came to Capitol Hill looking for
guidance from Congress on whether to begin additional studies or
delist the dye. In response to this, language was included in
the conference report on Rural Development, Agriculture and
Related Agencies for fiscal 1990 requesting that the FDA complete
a final study in conjunction with the industry that would decide
the final fate of the color additive. Congressional intent was
clear--no final action should be taken on the status of Red Dye
#3 before a definitive, long-term study on the effects of red dye
was completed.
John, Congress' message on Red Dye #3 has been lost in a
bureaucratic abyss. The agencies charged with overseeing this
matter insist on turning their backs on scientific facts as well
as the powers granted them by law.

so long has put Congress as well as the industry on a roller
coaster of agency actions, and it's time to stop.
The industry has agreed to fund a long-term study on Red
Dye, and a protocol has been developed. Let's move forward on
the study as it was intended by Congress, instead of allowing the
tree fruit industry to fall prey to petty politics.
I'm confident you will thoroughly review the scientific
facts that have been made public on this issue. I would be
happy to discuss this with you further should you desire.

Dear Governor:
On behalf of the Global Climate Coalition, we would like you
to consider meeting with a representative CEO group to get your
views on the issue of global climate change. The CEOs will be in
Washington on January 29 to attend a dinner hosted by Russell Train
and coordinated by EPA Administrator Bill Reilly.
The Global Climate Coalition is a group of 57 business and
industrial organizations that are working with policymakers and
scientists to responsibly address the global climate issue. We
have organized into several committees which cover science,
research, business, and governmental initiatives, as well as
international activities.
We have worked with EPA, DOE, Interior, the Office of the
President's Science Advisor, and several other Federal agencies,
and have developed an industry approach to this issue.
We are engaged to contract with the CSIS for a
$250,000,000.00 study on economic implications for business,
related to a variety of global climate proposals.
We believe a meeting in January could be productive for the
business community, especially as the United States approaches the
upcoming IPCC meeting, the President's international meeting, and
the ministerial conference in Houston on global climate change.

Dear Governor:
On January 3rd I read in the Wall Street Journal that
the White House and Bush administration was considering a
tax on paper, glass, plastic and metals that are made from
virgin materials.
Speaking for my company in the paper industry, I find
the idea appalling.
The paper industry is moving very rapidly to advance
recycling and to promote conservation of our fiber resources.
To tax virgin materials as suggested flies in the face of "No
New Taxes".
Perhaps even more important is the tremendous burden
such a tax puts on our industry when it tries to compete in
export markets, and in our home markets against imports
without the burden. Let's use our natural resources to
advantage, not to punish some of our greatest assets and
competitive industries. Driving our basic manufacturing in-
dustries into non-competitiveness is not in keeping with the
great job the administration is doing.
Please reconsider and give this idea a lot of thought
before it goes any further.

You may be aware that the Australian-American Association is a
non profit making organisation dedicated to strengthening the bonds
of friendship between Australia and the United States of America.
The Association was founded in Sydney in 1936 and today there are
over 2500 members in 15 branches throughout Australia.
The Association conducts a busy programme of social, cultural and
educational activities aimed at establishing and extending links
between Australians and Americans from all walks of life and all
age brackets. Our members have also taken a leading role over the
years in the major people-to-people projects such as the American
Field Service (AFS) and the Sister Cities organisation, and more
recently the Schoolmates Project. In keeping with our charter our
efforts in this regard have naturally focussed on promoting
triendship and mutual understanding between Australia and the United
States of America.
The Association is proud of its long history of providing hospitality
for American groups and individuals visiting Australia. As our
special guests of honour during past Australian-American Friendship
Weeks we have been privilged to entertain United States dignit into,
such as Vice President Bush (1982) Governor Thornborg (1988) and Vice
President Quayle (1989). We have also been pleased (1) welcome and
hest functions for innumerable groups including in receip firms
Smithsonian Institute group tours, Texas Boys Cheir, and Unive: the

of California groups. During the Vietnam War the Sydney Division of
the Association established a special Hospitality and Information
Centre for United States service personnel on R & R leave. Over
60,000 American troops passed through this centre and were introduced
to Australian families. Despite the current prevelence of anti-
nuclear/anti-military demonstrations the Association continues the
tradition of welcoming United States servicemen with receptions
for visiting U.S. Naval, Air Force and Coastguard personnel being
a regular commitment.
For the Association to continue to have a strong positive influence
on Australian-American relations it must be seen to be regarded by
both the Australian and American governments as relevant and important
to their own efforts to maintain and strengthen the ties between the
two countries. This can be achieved in part by the appropriate
authorities ensuring that the Association is informed well in advance
of impending visits to Australia by significant individuals/groups
from America. It is essential for the maintenance of the Association's
image that provision be made in the itinerarys for these important
and influential visitors to meet with our members. The Association
will be only too happy to host a function in their honour to
facilitate this.
May I suggest that you nominate an officer on your staff to be your
point of contact for the Association. The Federal Secretary of the
Association could establish a line of communication with this officer
and thus keep all divisions of the Association well informed on
impending visits to Australia by VIP's from the United States.

Re: R. Harcourt (Harry) Dodds
Dear John:
In addition to wishing you our personal best wishes for a
happy and sane New Year, I wanted to impose upon your time for a
couple of minutes to discuss the judicial candidacy of the above
Harry Dodds, who was a classmate of mine both at Dartmouth and at
Yale Law School, and a long-standing, good personal friend.
I am also taking the liberty of enclosing a current curricu-
lum vitae of Harry to underscore my belief that he, like my other
good friend Dave Souter, ought to be a judge for the simple
reason that he is the best possible man for that type of job
given his background, experience, and demeanor.
The only addition of note to Harry's curriculum that I am
aware of is that as of January 1st, he has accepted a position on
the faculty at St. John's Law School in New York with the knowl-
edge by said school that he is still being considered for a fed-
eral judgeship. I note that that fine institution granted you an
honorary degree recently, which suggests that they have good
judgment on at least two counts.
In simplest terms, Harry was nominated during the
administration by Senator D' Amato of New York to be a

District Court Judge for the Southern District of New York. Time
ran out during the Reagan Administration and the nomination was
never acted upon. Senator D' 'Amato resubmitted Harry's name early
in 1989. Harry went through all the F.B.I., etc., checks and
personal interviews, and in April was told that there would be
some decision in the near future.
My personal investigation reveals that the matter has actu-
ally stopped at the Justice Department level, has never reached
the White House, and probably won't unless someone with appro-
priate interest requests some action.
I suspect you may have met Harry, as he was a Trustee of
Dartmouth for ten years during your time here in Concord; but I
have to tell you that of all of the people over the years who
have asked for my help, directly or indirectly, on judicial
appointments, I can say without reservation that I would do what-
ever anyone thought might be appropriate to speak in his behalf,
present testimony, etc., to ensure that a man of this caliber,
with this background, doesn't fail to be considered fairly. He
happens to be a registered Democrat during a Republican adminis-
tration, but I think it is significant that Senator D' Amato was
the one who put Harry's name in nomination on two occasions in
rapid succession.
If you feel that I or anyone else can do anything that would
be helpful, I would most appreciate your advice. If, in your
view, however, from a practical, political sense, the matter is
at an end regardless of activity, then I am satisfied and I am
sure Harry will be, also.
One final, personal thought in closing: those of us back in
New Hampshire who have been on the list of your admirers for. a
number of years cannot be more proud of the way you have con-
ducted yourself in the service of our President, or more proud of
his conduct based on your advices. May 1990 be a good one for
both of you.

Dear Governor Sununu
I write to introduce my Legislative Director, Michael J. Russell,
and strongly recommend him for a senior position at the State or
Justice Department.
Michael has been on my staff for almost five years. He has
served as Counsel to the Judiciary Subcommittee on Juvenile Justice,
as Minority General Counsel to the Judiciary Subcommittee on the
Constitution, and currently as Legislative Director.
Michael Russell has demonstrated a mastery of the legislative
process. Throughout his service, he has been extensively involved in
law enforcement and foreign affairs issues, and has played a critical
role for me on the Judiciary Committee and Appropriations Subcommittee
on Foreign Operations, of which I am a member.
Michael began his service on my staff as a Judiciary subcommittee
counsel, serving as the key staff member on juvenile justice and crime
issues. Since that time, he has continued to work closely with me on
many of my major crime initiatives, including the Armed Career
Criminal Act; provisions in the Omnibus Drug Bills of 1986 and 1988;
judicial nominations; crime appropriations; and my amendments to
increase funding for the Bureau of Alcohol, Tobacco and Firearms
Repeat Offender Program and prison expansion. He also serves as the
Senate staff liaison to the Congressional Crime Caucus, of which I am
co-chairman. It was no surprise, therefore, that the Bush/Quayle 88
Campaign invited him to serve on its Crime Advisory Committee.
Michael's other major area of responsibility involves foreign
affairs. He staffed my trade bill, both in the Judiciary Committee
and on the Senate floor, and my two floor amendments regarding treaty
interpretation to the INF Treaty's Resolution of Ratification. He has
assisted me in other foreign affairs initiatives, including those
regarding the War Powers Act, international narcotics control,
terrorism, foreign aid certification, State Department and Foreign
Operations appropriations, reinterpretation of the ABM Treaty, and the
establishment of an International Strike Force and an International
Criminal Court.
As Legislative Director, Michael has direct responsibility in
supervising my legislative staff, reviewing all legislative documents

and correspondence, coordinating legislative activity, drafting
legislative materials, and monitoring the budget process. He quickly
assumed a great deal of responsibility and performs his duties with
exceptional dedication, effectiveness, energy and conscientiousness.
In addition, Michael works closely with my Administrative
Assistant on daily office operations. He also is in regular contact
with my state Executive Directors on projects and issues of vital
importance to Pennsylvania.
Over the past five years, Michael has demonstrated sharp
intellect, sound judgment, effective managerial skills, and keen legal
ability and political insight. His research, writing, organizational
and interpersonal skills are extraordinary.
As reflected in his resume, Michael has a broad and distinguished
academic background in law, foreign affairs and government. A summa
cum laude graduate of Gettysburg College and a member of Phi Beta
Kappa, Michael pursued a Master of Arts degree in Political Science
jointly with a law degree at Vanderbilt University where he was an
international law review editor and received a number of awards.
In light of Michael's outstanding academic background and his
distinguished public service as a senior member of my staff, it is
without hesitation that I strongly recommend him to you for a senior
position in the Administration. My Administrative Assistant Carl
