Enclosed is an album of the 29-cent Savings Bond stamp
issued today in Washington, D.C.
On April 30, 1941, President Franklin D. Roosevelt went
on the radio to announce the creation of a new "Defense"
Savings Bond, the Series E, and invited all citizens to
join him in "one great partnership" to help finance the
nation's defense effort. The next morning, May 1, he
set the pace by buying the first E Bond.

Sununu protected the interests of the little guy
In her April 26 column headlined "Sun-
unu's real offense is subverting racial has-
mony," Mary McGrory's roal offense was
nor her misrepresentation of White House
Chief of Staff John Sununu's travel as.
rengements. It was her claim that Sun-
unu's role in subotaging a back-room dral
on a phony "civil rights" bill was some-
how "disgraceful."
Had Sunumu not intervened, corporate
robber barons would have conspired suc-
cessfully with the liberal political estab-
lishment to impose camouflaged racial
quotes on every corner of America.
Outwardly, it seems illogical that big
business would favor quotas After all. no
matter what you call them, "goals," "affir
mative notion," and "diversity programs"
all mean the same thing: Hire the people
you're told to hire, not the people you
want to hire. But, like many forms of gov-
ernment regulation, quoine favor large
corporations by placing burdens on
smaller companies that are less able to
carry them.
Small companies, for example, can't al-
ford to lose money year after year, as some
Large corporations do. When productivity
declines because workers are hired for
their race instead of their skill, a little
company WII so out of business long be
fore its bis competitors do.
Small companies don't have dozens of
lawyers standing around ready to Fight any
irrational administrative orders or fines
that may be levied against them, nor do
they have the money to pay the fines.
Small companity don't EYES have script
tors on the payroll to protect them from
zealous quota inspectors.
According to McGrory, all that 1 and
millions of other small-business owners
have to protect our livelihoods from the
generosity of liberals is Sununu. If that's
true, 1 hope they pul solid gold faucets on
his plane. He has earned them.

The proposal is that these cards could be provided for distribution at no cost
to 200,000 U.S. troops in the Gulf with a message from the President.

Dear Governor Sununu:
Our mutual friend, Tom Fuentes, has kindly agreed to place
this letter before you. May I preface it by adding my own and my
constituents' admiration for the magnificent - historic -
achievement that President Bush, with your close support, has
wrought in Kuwait?
This is an area I know well, going back to the U.K.'s 1961
rebuff of Iraq's previous attempt to seize the Emirate. American
statesmanship ("the vision thing"!) along with the controlled use
of force to uphold the rule of law, has surely made a mighty
contribution to peace and stability of the entire region. You have
the heartfelt thanks of tens of millions of people.
With this letter are two Voice Cards. These incorporate newly
developed audio discs on which ten second message can be recorded.
Press the card and the message plays upto 3000 times.
A Japanese well wisher has donated a large number of these
cards to my World Affairs Council. with the help of the Secretary
of the Army, we are distributing them to the families of
servicemen, who are recording their personal messages to loved ones
still in the Gulf theater. Their reaction is extremely positive.
My own stepson, aboard HMS Cardiff, was delighted to receive his -
which was played over the ship's system!
In my view, nothing would give U.S. servicemen and their
families more pride - and joy - than to receive such a personal
message from the Commander in Chief or Mrs Bush. To illustrate I
have taken the liberty of recording two "sample" messages - please
forgive the Limey voice and the wholly unwarranted use of the
President's name - purely for illustration purposes. If the
President or Mrs Bush could give us ten seconds of their time to
record such a message, we can - and will with Secretary Stone's
help - send a card with George Bush's voice to 200.000. of the U.S.
servicemen remaining in the Gulf theater through the spring and
summer. There will be no cost to public funds and no need -
unless you wish it - for any recognition of either the Japanese
donor or the World Affairs Council.
When I left the RAF, at the end of World War 11, I received a
a "de-mob suit". If, instead I had been given a Voice Card with
Winston Churchill's voice saying thankyou, it would have been my
most treasured possession. I believe that thousands of U.S.
servicemen, when they return from the Gulf, will feel the same way
if they have a personal recording of this kind from their Commander
in Chief. For the rest of their lives, they will be able to play
it, for their neighbors and their kids, as a "living" memory of the
part they played in the famous victory of Desert Storm.

Dear Governor:
In the most remarkable city in Russia. I am pleased to
invite you to a joint meeting of the Council for National Policy
(CNP) and the International Policy Forum (IPF) in St. Petersburg
(Leningrad), July 26-27, 1991.
The meeting's theme is "Building Freedom in the Old
Soviet Empire." The event will take place in the Pulkovskaya
Hotel, one of the top hotels in the city.
This will be, I believe, the most important international
meeting ever of our organizations. In fact, it may be the most
important meeting of international conservatives since the
Congress of Vienna assembled in 1814.
The opportunities before us are truly great. The new
Europe emerging will include many new nations, perhaps including
a number of formerly "Soviet" republics.
Please send in the enclosed registration form, your
registration fees and hotel room fees as soon as possible.
The 1990 joint meeting, held in Vienna, Austria was a
resounding success. Members met with activists and leaders from
around the world, including Ian Smith, former prime minister of
Rhodesia (now Zimbabwe). At all of our previous joint meetings,
the participants spent much time discussing ways to counter
communism and the Soviet threat. These discussions were
interesting and useful.
Anti-communists in the West have done something right.
The fall of the Berlin Wall and the disintegration of the Soviet
Empire in Eastern Europe were due, in part, to the vigilance and
determination of anti-communists like you.

Dear Governor Sununu:
I am writing to register my opposition to H.R. 7, the so called "Brady
Bill", which imposes a national seven day "waiting period" on all
legitimate handgun purchases. If implemented, this legislation would
create a bureaucratic nightmare for both law abiding purchasers, who
would be subject to needless delays, and for local police departments,
such as those in the towns that I represent, attempting to cope with
its requirements. The opportunities for error and abuse are endless,
with the law abiding citizen being the ultimate victim made to suffer
for the criminals who will avoid the process and not be affected. New
Hampshire has twice rejected this scheme; we don't want it imposed
upon us from the national level. I urge you to advise the President
to veto this misguided measure if it ever gets that far.
Instead I ask you to endorse and support H.R. 1412 sponsored by
Congressman Staggers. This is an excellent approach to identifying
prohibited purchasers in a matter of minutes without delaying other
people or tying up police personnel time with unnecessary
investigations of honest citizens. More importantly H.R. 1412
mandates upgrading criminal records on a nationwide basis to a level
where they would be readily and quickly available to dealers and other
agencies requiring access to this information.
The overwhelming majority of Americans are upright, moral people. If
they choose to exercise their rights under the Second Amendment, it
serves no purpose to indiscriminately discourage, delay and screen
them like criminals.

Dear Mr. Sununu:
I realize you don't know me so let me introduce myself. My
name is Sally Ford. During the very earliest stages of the
campaign for president I became a George Bush supporter.
Later I became Volusia County Chairman for Bush. I organized
a barbecue lunch with over 1,200 people in attendance for
Mrs. Bush on February 3, 1988 at Stetson University in DeLand,
Florida. We had a very effective organization in Volusia
County with a population of 370,000 people.
Our county is very interested in seeing the central Florida
V.A. hospital located in southwest Volusia County. Here we
have over 48 thousand veterans with 22% being over sixty-five
years of age. The other: counties being considered are
Brevard and Orange.
Southwest Volusia County on the north shore of Lake Monroe
is an ideal location for the hospital. The Volusia County
locations being considered are adjacent to Interstate 4
which would be convenient to serve all the central Florida
counties.
Several have tranquil views of lakes and streams near the
banks of the St. John's River and one is near a college
campus. In other words, Volusia County locations are away
from the congestion of Disney World and other attractions,
but are within a short distance if someone is interested in
visiting these areas.
At the present time we have V.A. hospitals located in Tampa
and Gainesville.
The County Council of Volusia has agreed to donate 100 acres
to the Veterans' Administration for the hospital.
We certainly would appreciate any help you might be able to
give us.

to help cut that ribbon which will open the door of health care, research and

The Dedication will take place at 5:00 pm on Saturday, September 14, 1991.

Dear John,
I was appalled to learn recently that John McGovern,
who came within a whisker of unseating Chester Atkins in the 5th
Congressional District of Massachusetts, has not been offered a
job in the State Government. You will recall that Atkins ran unopposed
in 1988 and is Chairman of the Democratic Party in Massachusetts.
John wants to run again in 1992 and needs the appropriate
platform for his run.
It is true that John holds somewhat more conservative
views than Governor weld and hence was not in his corner in the
primary race. However John was, of course, a supporter in the
general election and no doubt John's extraordinarily strong race
against Atkins contributed to the weld victory.
If you can do anything to assist John in getting a good
job in the Massachusetts State Government from which to run again
in 1992, it would be deeply appreciated. Without such a development
John will have to go to private life which will, of course, significantly
diminish the opportunity to knock off Atkins the next time around.

As Commissioners of the County of Allegheny, we are writing
regarding the status of the U.S. - U.K. Regional Airports
Proceeding, Docket 47090. We respectfully urge the White House
give favorable consideration to the Department of Transportation's
initial decision to award nonstop scheduled air service from
Pittsburgh to Manchester, England.
As the Pittsburgh Parties ( The County of Allegheny and the
Greater Pittsburgh Airport ), we participated throughout the
hearing process. In March, the Department of Transportation's
Senior Career Official's decision concurred with the Judge's
recommended decision that one of the two new routes should be
awarded between Pittsburgh and Manchester. We understand that the
decision was remanded by Secretary Skinner's office for review and
that the decision is now at the White House.
In terms of nonstop international air service, Pittsburgh is
one of the most underserved airports in the United States today,
and the only airport in this proceeding without nonstop service to
the United Kingdom. Pittsburgh's revitalized economy depends upon
its ability to compete in the international marketplace,
consequently, Pittsburgh has invested over $630 million in a new
airport, opening in October 1992.

region, and the importance of the Pittsburgh hub to the
transportation of the nation, we urge you to give your personal and
full consideration to this matter.

SUBJECT:
A "Strategy" for the National Energy Strategy
I have been giving a great deal of thought about how and where the President can become
more engaged in domestic policy. I think the National Energy Strategy might offer an
important opportunity.
Over the course of the last several months, I have followed closely the events and issues
surrounding the Administration's energy strategy. I have been engaged in discussions within
industry and legislative circles that lead me to believe there is real window of opportunity
here for the White House. I wanted to pass on some thoughts, which I hope you will find
useful. I would be happy to discuss further as necessary.
ISSUE:
The energy debate on the Hill is floundering as the Democrats, in particular, divide
themselves over key issues such as ANWR. The White House needs a more aggressive
domestic policy. The nation needs a strong national energy program. The President,
therefore, is currently in the unique position to achieve both, with little political or economic
risk, by pushing hard for passage of the NES under the appropriate strategic framework.
BACKGROUND:
The events surrounding the Administration's release of the NES, as expected, triggered a
flurry of relevant legislative activity on the Hill. Thus far, Sen. Bennett Johnston has been
the focal point of energy attention on the Hill having just completed a series of hearings
addressing major components of his comprehensive bill (S. 341), which he and Sen. Wallop
introduced in early February. Both Johnston and Wallop and their staffs have been in
constant discussion with DOE and Rep. Dingell and his staff in an effort to make this a
bipartisan, widely embraced bill. Others in the Senate have offered up more narrowly-
defined bills such as Sen. Bryan's CAFE bill, Sen. Jefford's alternative fuel (non-oil
component) bill, and Sen. Wirth's energy conservation and efficiency bill. The House is
lagging somewhat behind with a handful of bills from Rep. Phil Sharp and Rep. Lent's
recently-introduced comprehensive bill (which appears to be somewhat similar to Sen.
Johnston's with a few exceptions).

Dear John:
A recent session was held by our people in New York to
consider ways in which the Administration could sustain
the level of patriotism that's sweeping the country at
the moment. Bob Dilenschneider encouraged this effort
which produced the following suggestions and ideas.
Keeping Alive the Spirit of the "Yellow
Ribbon" -- The most potent symbol that arose
spontaneously from the Persian Gulf conflict
was the "yellow ribbon." It was in windows
and on doors and streets throughout the
United States, and is still being used in
celebrations for returning military men and
women. It stands, quite clearly, for
victory, for winning, for a new spirit that
says to people, "We can do it, and we can do
it right." This symbol and spirit can be
kept alive in the following ways.
Commemorative U.S. Stamp and Coin -- The
White House should immediately authorize a
commemorative stamp and/or coin (a quarter,
perhaps) with just a yellow ribbon and
American flag. First-day issues should be
given to all veterans of the Persian Gulf.
A Yellow Ribbon Across the Land -- For
Memorial Day, or as part of the July 4
celebrations, a yellow ribbon could stretch
completely across the United States. All
Americans could take part in this event tying
their ribbons to the growing chain making its
way across America.

victory Train -- A train celebrating the men,
women and technology of Desert Storm should
leave from Washington, D.C. and stop in towns
and cities throughout the U.S. Persian Gulf
veterans should be on the train. For those
places where trains do not stop, trailers
should be used.
From Sea to Shining Sea -- A "freedom
flotilla" of U.S. Navy, Merchant Marine and
civilian ships should sail around America.
This too could be part of the July 4
celebrations.
Patriots define the values for which they
fought. Create a living, powerful diary of
the values worth fighting for -- by asking
returning soldiers to define what they think
America stands for. Ask them to define our
values. Capture on tape and in print.
Television Special -- Combine the edited
statements of the soldiers as described above
with the poignant reunion footage showing
soldiers being reunited with their families.
USO, Bob Hope, the raising of the enormous
flag at the Crystal Cathedral, etc.
Sports Events -- Baseball season starts
shortly. Returning military personnel should
have free admission to and be honored at
every game. And not only at baseball games,
but sporting events for the next year.
At half-time pre-recorded statements of
soldiers (described above) and reunion
footage could be shown on large screens in
stadiums.
Fourth of July Parade -- The nation should
have the greatest July 4th parade since the
two-day celebrations at the end of the Civil
War. The parade should pay tribute to the
heroes of Desert Storm, military and
civilian. It should include:
Floats and Representatives From All 50
States

speeches by Desert Storm Heroes
winners of Video Contest on "What
America Means To Us"
Students in every school in the
U.S. could submit a short video on
what America means to them. The
parade would honor state and
national winners at the grammar
school, junior high and high school
level. The television broadcast of
the parade could show many of these
videos.
Book -- A book on the parade and
its heroes should be published.
Yellow Ribbon and Freedom
Flotilla -- These events -- "A
Yellow Ribbon Across the Land" and
"From Sea to Shining Sea" -- could
be part of the 4th of July
celebrations.
An American Industrial Celebration -- The
White House should announce a fair
highlighting American industrial quality and
technical superiority. It could open on July
4, 1992. American industry is on the move
again (our rising exports reflect that), and
the technology used in the Gulf is just one
example of the new American renaissance. The
fair would be sponsored and paid for by
corporations large and small, and reawaken
pride in and sales of American goods and
services, still the envy of much of the
world.
Operation Domestic Prosperity -- George Will
recently wrote, "As we welcome home the
heroes from their sacrifices, let us make
some symmetrical sacrifices to make this a
land fit for heroes.' A hero of this war
could head an "Operation Domestic Prosperity"
whose priority in the next 100 days is to
make this "a land fit for heroes." The head
of the operation could be a Colin Powell,
Norman Schwarzkopf or figure of that stature

who would lead a bipartisan domestic effort that
would quickly enact President Bush's domestic
programs.
Volunteerism -- There should be a renewed
emphasis on volunteer efforts at the state
and local levels, and present programs --
such as "A Thousand Points of Light" --
should become better known. A "Yellow
Ribbon" award for new domestic American
heroes could be given to outstanding
volunteers.
These suggestions and ideas would extend a patriotic
feeling and spirit well into next year. They could be
announced as part of a yearly calendar of events -- the
50th anniversary of the USO in April, Memorial Day in
May, Flag Day in June, Labor Day in September, Veterans
Day in November, the 50th anniversary of Pearl Harbor
in December, Presidents Day in February, etc.
I hope that you find this material helpful. I look

Dear Governor Sununu:
I am writing to request that you call EPA Administrator William
Reilly to direct EPA to continue discussions with the wood
preserving industry on a regulation affecting it. I hope that
these discussions will achieve a more cost effective regulation
that meets the President's FY 1992 Budget goals and provide
adequate compliance time.
On December 6, 1990, EPA promulgated a final rule for the industry
which the President's Budget has identified as the least cost
effective regulation in over 20 years. The regulation's cost per
premature death averted, according to the Budget, is $5.7 trillion.
EPA and the industry are currently discussing implementation issues
raised by the final rule including unreasonable compliance
deadlines. It will simply be impossible for most wood preserving
facilities to meet a June 6, 1991 deadline.
It is my understanding that in 1989 and 1990, 150 Members of
Congress strongly urged EPA to regulate the wood preserving
industry using an integrated, multi-statute approach. EPA has
ignored these Congressional requests and has promulgated a cost-
ineffective, RCRA-only regulation that is no more protective of
human health and the environment that alternatives proposed by the
industry and rejected by EPA.
Industry-wide capital expenditures for the EPA regulation could be
as high as $5 billion, easily exceeding more than twice the
estimated net value of the industry. Most wood preserving
companies have insufficient capital to meet the EPA regulation's
costs. EPA's final rule will force a significant number of plant
closing within the industry.

The Forbeses hope very much that you and Mrs. Sununu can
join us at the Sixteenth Annual International Invitational
Balloon Meet at Chateau de Balleroy in Normandy which will be
held on June 14, 15 and 16.
The balloonists and other guests usually arrive Friday
afternoon and the first event is a gala dinner at the Chateau on
Friday at 7:30 (dress informal) following which there is a
spectacular fireworks display.
Saturday, June 15th, there will be one or two morning
flights by all of the approximately 20 balloons assembled as
weather and inclination permit, with lunch on the grounds and an
ongoing fun fair before resumption of flights in the early
evening.
Sunday morning there will be early flying, a special
"Balloonists Mass", entertainment and events in the forenoon and
early afternoon with the final flights taking place in the
afternoon as the winds permit, followed by a farewell barbecue
dinner in the cellars of the Chateau.
We will, of course, be responsible for getting you to and
from Normandy.

The following is in the interest of providing you a
periodic update on our cooperative activities with the
U.S.S.R. Ministry of Posts and Telecommunications.
Since my August 9, 1990, letter to you on this subject,
we have continued to make progress in accomplishing the
objectives of the Protocol on technical cooperation,
signed by Deputy Minister Maniakin and myself during the
20th Universal Postal Congress. An example of these
efforts is the enclosed Protocol covering the supply of
excess U.S. Postal Service equipment for establishing two
western style postal facilities, one in Moscow and the
other in Leningrad, and establishing the desirability of
starting a specific joint research project.
As noted in my August 9 letter to you, we jointly issued
stamps in Moscow and Baltimore commemorating Creatures of
the Sea on October 3. I am sorry that your schedule did
not allow you to join me for that ceremony. I am now
scheduled to attend the dedication of a stamp commemorat-
ing William Saroyan in Armenia, U.S.S.R. I will take the
opportunity of this trip to continue our efforts to
enhance the international flow of mail, especially that
of humanitarian importance and the general relationships
which could support American equipment suppliers and
manufacturers.
I will keep you advised on our progress and, of course,
we will coordinate appropriately with the Departments of
State and Commerce.

In this year of intensive focus on energy issues, thanks to the President's National Energy
Strategy, we believe it is important for the Administration to present its case to as many
influential audiences as possible. But we also believe it is important that energy issues be
discussed within the broad framework of the President's goals and hopes across the board
of international and domestic issues.
With all this in mind, we would like to invite you to be the banquet speaker at the joint
Winter Meeting of the American Nuclear Society and the Nuclear Energy Forum of the
U.S. Council for Energy Awareness, Tuesday, November 12, 1991. The conferences will
be held in San Francisco.
As you know, this event brings together 600 senior executives, managers and researchers
from a diverse group of both energy producers and consumers. Although both of the
sponsoring organizations deal primarily with nuclear issues, this audience would benefit
from hearing your views on the whole gamut of America's energy situation and the

President Bush has begun an important redefinition of
"fairness" by focusing attention on wasteful government programs
that benefit the wealthy. I thought you would be interested in
the enclosed article from the upcoming issue of Policy Review
which supports the Administration's efforts.
According to Meredith Bishop, assistant editor of Policy
Review, while liberals talk of "fairness" and "use their Robin
Hood rhetoric of taxing-the-rich-to-feed-the-poor, they ensure
that the poor will get short shrift by funnelling billions to the
pet projects of well-to-do special interests."
Bishop calls programs like federal farm subsidies, the
Rural Electrification Administration, and the FHA's mortage
insurance program, wasteful and unfair because they spend
taxpayers money to benefit middle-and upper- income individuals.
Though Bishop argues that "the savings from the
Administration's fairness proposal are minimal," she points out
that "the Bush proposals can serve as a wedge to address the
broader implications of 'fairness.

Dear John:
I am writing to bring you up to date on a number of
significant activities that have taken place recently which will
directly impact upon the subject of Presidential and Vice
Presidential debates during the 1992 General Election.
Senator Robert Graham of Florida and Congressman
Edward J. Markey of Massachusetts have introduced a bill entitled
"The National Presidential Debates Act of 1991," which would
require Presidential and Vice Presidential candidates to agree in
writing to debate in order to be eligible for public campaign
financing. The Act requires the Presidential candidates to agree
to four debates and the Vice Presidential candidates to one
debate. I am enclosing herewith copies of the Congressional
Record containing both Senator Graham's and Congressman Markey's
remarks relating to the legislation. While the Senator and
Congressman have made changes from the bill they introduced
unsuccessfully in the last Congress, it is still, in my
judgement, unacceptable. While the Commission on Presidential
Debates has not yet taken a position on the proposal, it is my
hope that we will oppose it as we did with the bill in the last
session of Congress. It is our understanding that Representative
Markey contemplates holding hearings in the near future before
his Telecommunications and Finance Subcommittee of the Energy and
Commerce Committee.
I have it from reliable sources that ABC, CBS, NBC, and
CNN have held preliminary discussions concerning the networks
jointly sponsoring the debates in 1992. The networks believe
that, as sponsors, they may be able to dictate early decisions on

dates, sites, format, and the number of debates. Believe it or
not, some of the networks want to reintroduce the League of Women
Voters into the debate process in 1992. I think it is fair to
say that the Commission on Presidential debates is opposed to
network sponsorship because of our perception that the networks
have irresolvable conflicts of interest.
As I indicated to you in prior correspondence, the
Commission on Presidential Debates continues in existence and is
hopeful that we will host the 1992 Presidential and Vice
Presidential debates as we did in 1988. Over the last year the
Commission has held a symposium and a number of other meetings
where members of academia, the media, and politicians have
discussed such questions as the number and format of the debates.
Being cognizant of the sensitivity of candidates to the debate
process, I think it is important to focus on the question of
debates as soon as possible, particularly in light of the
Graham-Markey legislation and the stirrings at the networks. I
have preliminarily discussed this matter with Chairman Yeutter
and will be happy to sit down with you or anyone else who you
suggest so that misunderstandings can be avoided.

legislative races in 1991. Republicans have an historic
opportunity to win majorities in both the State Assembly and
Senate as Democrat incumbents have come under fire for
approving Governor Jim Florio's record breaking tax increase of
1990.
I want to invite you to share in the historic
opportunities of the New Jersey Republican Party this year.

Dear John:
Enclosed is an album of the 50-cent Switzerland special
stamp issued today in Washington, D.C.
This issuance features the U.S. Capitol with the Federal
Palace, the Swiss Parliament building in the capital city
of Berne, in the background. This stamp is part of a
joint issuance with Switzerland to mark that country's
700th anniversary.
Legislative powers in the Swiss Parliament, like those of
the United States Congress, are based in two chambers. The
central domed structure of the Chesa Federala is the actual
parliament building housing the upper and lower chambers.
Two hundred deputies are elected to the lower house, or
National Council, by popular vote. The upper house, or
Council of States, is comprised of two representatives
from each canton (a Swiss state) and one from each of the
six half cantons.

Dear Governor Sununu,
As you know, your daughter Christina has looked for proper-
ty in this area as a representative of your family, so you obvi-
ously know of the beauty and charm offered by Franconia.
At this time next year, New Hampshire will be holding its
Presidential Primary. In years past, I have noticed a tendency
of the campaigns to locate their headquarters in the southern
part of the state. However, this year coming up I offer the
suggestion that the Bush re-election campaign have at least one
North Country location.
The recent decline in economic activity and the regional
banking crisis has had a profound effect on this area. Your
views on this are well known and appreciated. Yet the attention
of the re-election campaign to the North Country would be a
welcome boost to this vicinity economically and psychologically.
The spot I have in mind is Dow Academy, right off Inter-
state 93 at Exit 38 in Franconia. By car, this is about 90 miles
north of Manchester but by air there are three (3) airports in
the immediate vicinity, including Whitefield Regional with its
3000 ft paved runway.
Dow Academy is an historic structure rehabilitated by the
undersigned in 1983 and 84. It fronts on a beautiful 8 acre
tract of greenspace and the Gale River. Surrounding the green
are two churches, the town hall, the library and several busi-
nesses. A more appropriate setting for political gatherings
would be hard to imagine, with the scenery, the ample parking,
the interstate access and the surroundings. Enclosed are several
photographs for your use and retention.
It is hoped that you will pass this letter and the sugges-
tion along to the proper party if you are not the person to deal
with this matter.

Saw that you have been appointed chairman of a
commission to study Global Warming. I contacted Sunkist
Growers of Los Angeles, California to get some photographs of
the icicles hanging of the orange trees in December of 1990.
I was told by a women in public relations (I did not get her
name) that Sunkist Growers would not allow their pictures of
icicles on the orange trees in December to be used to dispute
the Global Warming theory.
These liberal bastards never give up.

I am writing in support of Thomas J. Burch, Jr. for nomination to the position of
Assistant Secretary of Defense for Acquisition.
As you know, his extensive experience in law and procurement matters is impressive.
In addition, he is a Vietnam veteran, former officer, and an important leader of Vietnam
veterans as chairman of the National Vietnam Veterans Coalition. He has also maintained
an active interest and involvement in defense issues through the years.
Furthermore, Tom is a longtime local Republican leader who served as Deputy
Counsel to the 1984 Republican National Convention and as an alternate delegate to the 1988
Convention from Virginia.
Tom is a competent, "no nonsense" person with a strong sense of integrity and
commitment who appears well qualified for this important position. And, in an era of cost
overruns and procurement improprieties, a fresh, talented face would suit the Pentagon and
the Administration well.

Reverend Norman F. McFarland, Roman Catholic Bishop of Orange, to the Roman
Catholic Community of our Diocese. It was recently read in the parishes during all
