Dear Governor:
In June, I invited the President to participate in the mid-October opening
of two new billion dollar Chrysler facilities
our new Technology Center
located just outside Detroit and our new Jefferson North assembly complex
located in Detroit. I had hoped that the President would see these events
as providing potentially attractive platforms for demonstrating his interest
in domestic economic issues, especially the competitiveness of U.S. industry
and the need for strong R&D commitments.
Last week, to my great disappointment, I received a note from his Appoint-
ments Office declining his participation in either event. Personally, I
think the President is overlooking a tremendous political opportunity to
showcase his commitment to strengthening the competitiveness of American
Industry. The Jefferson North complex is exactly the kind of backdrop he
would need to deliver such a message. Jefferson's largely black work force
is being totally retrained to function in a modern, hi-tech facility. The
plant is located in a black area that is badly neglected and economically
devastated. Jefferson is a symbol of our commitment not only to the
American automobile business, but to urban work forces everywhere.
We expect to have an excellent turnout of the national black leadership and
this should offer the President a unique opportunity to show his concern and
commitment to the black community in general.
I would deeply appreciate your personal involvement in reviewing the bidding
for this request with the President. I am attaching a handwritten note to
the President that you might give him if you think it appropriate. We are
relatively flexible on dates for a Jefferson dedication; if the Technology
Center is more appealing, we would have a little wiggle room (a week either
way) for the planned October 15 event.
I know the President could take maximum advantage of these two opportunities
and we will bend over backwards to make them as appealing as possible.

Dear Gov. Sununu,
Do the criminal statutes allow Dr. Sullivan to spend
$100 million a year through Medicaid to finance the illegal
trade in addictive drugs on the official "controlled substances
list"?
The Department of Justice writes that they are unable
to answer this question for a citizen group.
The enclosed petition redirects that question to Dr.
Sullivan of the Department of Health and Human Services.
We hope that we will get a response from him in the near
future.
While Medicare does not finance drug purchases, they do
pay for medical treatment for drug overdoses and physician
visits for the intent of receiving addictive drugs. They
could do a lot more towards interesting the State governments
to adopt the triplicate form program pioneered by New York
State.
As you will recall, the New York State triplicate
prescription form for drugs on the official controlled subtances
list costs 25 cents a prescription, and has saved New York
State $24 million a year just for one class of drugs, the
benzodiazepines which include Valium and Librium.
Total costs for the nation from Medicaid payments for
addictive drugs probably reach $1 billion a year, which would
seem like a pleasant savings for the American taxpayer.

As immediate past President and Chairman of the Board of the
National District Attorney's Association, I have had the
pleasure of working closely with the Department of Justice on
a number of issues. During the past year, we have enjoyed an
unprecedented era of cooperation and mutual support between
the Department of Justice and the other 8,000 District
Attorneys that make up the NDAA.
Bill Barr has had much to do with forging this close working
relationship. His leadership and tireless efforts on a broad
range of issues important to law enforcement have won him the
trust and respect of prosecutors around the country.
I urge you to consider Bill Barr as a successor to Dick
Thornburgh. As we continue to seek enactment of the
President's anti-crime legislation and launch a host of new
cooperative law enforcement ventures, we cannot afford to lose
the close working relationship between the NDAA and the
Department of Justice.

Dear Governor Sununu:
After ten challenging and productive years at National Right to Life, I must
begin to think about moving on, in order to better meet the needs of my
growing family.
I believe that my experience would allow me to contribute to advancing the
President's agenda in a variety of capacities. I have not applied for any
particular position at this time, but I would be most grateful if you would
keep me in mind for appropriate positions, particularly any that would draw
on my experience in policy development, legislative affairs, and writing for

Dear Governor Sununu:
As a director of NAM, and on behalf of the 12,500 members of the
National Association of Manufacturers along with all our employees
of Gilmore Valve Company, I urge the Administration to support
S.1139, The Paperwork Reduction Act of 1991, introduced by Senator
Nunn, Senator Bob Kasten and Senator Dale Bumpers.
This would reauthorize the Office of Information and Regulatory
Affairs for an additional five years, address the Dole V. United
Steelworkers decision and require the government-wide goal to
reduce the aggregate paperwork burden by five percent.
A strong unequivocal statement of support by the Administration is
crucial. We must minimize the paperwork which is so out of hand.
We, the members of NAM and Gilmore Valve look forward to the
President's leadership for S.1139.

I believe the Volusia site for the East Central Florida
veterans' hospital will be selected by the VA staff on the
merits. The VA's Robert Eidson, chairman of the site
selection board, told reporters when he visited our site --
This site is technically and environmentally
really sound. It's high and dry, close to
Interstate 4, and the package of infrastructure and
road accessibility is excellent.

If we win the on merits, I don't want to lose on
politics.
I recently received a June 21 memo written by the
Brevard county developer who is pushing that location.
Brevard's biggest hope appears to be that "in particular,
Sonny Montgomery has already gone on record as to his
preference for the Brevard location."
I know that you would not want ANY Member of Congress to
exercise improper influence over an executive branch
decision. That's why I wanted to bring this to your
attention.

Dear Gov. Sununu,
Enclosed is a petition to the Environmental Protection
Agency, asking them to remove aluminum from the drinking water.
The evidence that aluminum is the primary cause of Alzheimer's
Disease is piling up, and very hard to deny.
It is possible to identify in advance which people -will
get the disease, by measuring the capacity of their blood to
absorb aluminum. Secondly, it is possible to arrest the progression
of Alzheimer's Disease by chelating the aluminum out of the body
and brain of victims.
Removal of aluminum from drinking water, and substitution
of alternative approaches such as ferric chloride, a proven
technology, has the potential of reducing the medical bill of
the nation by $10 to $27 billion a year, as outlined in the petition.
That should help substantially with costs of Medicaid and
Medicare.
The Army Corps of Engineers adds aluminum to the drinking
water of Washington, D.C. We certainly hope something can
be done about this situation.

work to further the interests of small business in the American
economy. I choose the Andy Ireland Small Business Champion Award

efforts on behalf of the nation's small business community. This

individuals in the public sector, private sector, and the
nation's media who have truly been champions for small business.

Dear Mr. Sununu:
It is my understanding that the appointment of NEA Chairman John
Frohnmayer is up for review. In view of Mr. Frohnmayer's
statements, as well as his conduct in reference to funding
obscene and pornographic art, I believe he has shown himself to
be wholly unsuited for such a post of responsibility and
discretion.
Taxpayers have a justified dubiety of government when they read
their tax dollars are going to fund truly offensive and repugnant
so-called "works of art." Mr. Frohnmayer's judgments, or lack
thereof, surely disqualify him for this position that should be
held by a person of sensitivity to the public trust he holds.
Please consider the damage or enhancement the Chairman of the
National Endowment for the Arts can bring to the Bush
Administration and our nation. Mr. Frohnmayer obviously should
be replaced!

Dear Mr. Sununu:
Irwin Marine is a boat dealership on Lake Winnipesaukee in
central N. H. which was established in 1919 by my Dad. We have
been able to progress over the years and have been a vital cog
in the local economic environment.
During the season of 1988 we employed (63) people. Our gross
sales of boats was $7,661,238 in 1988. In 1989 comparative
sales went down to $5,277,302 because of the slide in the economy.
In 1990 we experienced another decline of $3,943,550 of which
we sold $1,215,080 or 30.8%, (six boats) of over $100,000 each,
which would be about normal percentagewise, 30% of sales.
At this point in our current season, which is about half over,
we have not sold one boat over $100,000 and yet our sales of
under $100,000 each has kept pace with 1990, "thank God". The
big boat business usually takes place in the early months of the
season. Although the economy has greatly affected our boat
selling profit center, over the last (2) years, 1989 and 1990, it
looks like we will drop another 30% because of the Boat Luxury
Tax. We are now down to (26) employees and because of the tax
we'll have to cut more people from the payroll.
Although we did sell one boat for over $200,000 last December;
incidentally, the customer bought it then to avoid the tax which
became effective in 1991, it appears we will not sell one boat
in 1991 of over $100,000. From experience on the floor the
potential big boat customer is refusing to buy because of the
Luxury Tax even though N. H. has no sales tax as other states do.

I believe it is the principle of the tax plus it appears to be
unpatriotic to buy a boat over $100,000 now in this country.
In the final analysis this Luxury Tax will cost us 30% of our
sales and again, will require another cut in our payroll. Things
are bad enough as they are without this added burden.
It is easy to be critical of our Congress. However, to be
helpful, I would like to suggest that if it is necessary to
impose a luxury tax, why single out one segment of the industry.
Why not tax all recreational activities in a small way, say 1%
of potential cost or sales and have it collected at the manu-
facturers level like gasoline and be fair to everyone. Just
think of the fishing, golf, tennis and other segments of the
recreational industry, 1%, now you are talking real money.
Please consider repealing this tax and help save the boating
industry and prevent another business from failing.

working on the Seabrook project for Public Service New Hampshire,
hired me to work for Iowa Power, the largest electric utility in

The American Electronics Association thanks you for meeting
with our council representatives and the Executive Committee
on May 7.
We found the meeting provocative and useful. Your point on
taking a systems view of the trade problems is useful to us.
We will be preparing a white paper on systemic problems of
trade with the Japanese and hope that we can meet with you
once again to describe our findings.
The AEA Capital Caucus had 175 participants this year with 53
spouses. We met in small groups with most of the important
departments of the Government and with over 150 Senators and
Representatives (we did push Fast Track).
Nancy Sununu was a big hit at the Spouse/Guest Program
luncheon and please thank her on behalf of the Association.
